2001-24358 RESO RESOLUTION NO. 2001-24358 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, APPROVING AND AUTHORIZING THE CITY MANAGER TO ISSUE A CERTIFICATION OF CONSISTENCY WITH THE CITY'S CONSOLIDATED PLAN TO THE HOUSING AUTHORITY OF THE CITY OF MIAMI BEACH TO UTILIZE FUNDS PROVIDED DIRECTLY BY THE U.S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT TO PROVIDE OPERATIONAL AND SUPPORTIVE SERVICES TO THE PROPOSED SINGLE PARENT FAMILY HOUSING AND RESOURCE CENTER, TO BE LOCATED AT 321-327 MICHIGAN AVENUE, MIAMI BEACH. WHEREAS, on July 1, 1998, the Mayor and City Commission approved the City's Consolidated Plan; and WHEREAS, the Housing Authority of the City of Miami Beach is proposing to submit an application to the U.S. Department of Housing and Urban Development (U.S. HUD) for funding to provide operational and supportive services to the proposed Single Parent Family Housing and Resource Center, to be located at 321-327 Michigan Avenue, Miami Beach, for single parent families impacted by domestic violence; and WHEREAS, U.S. HUD requires that applicants for Federal funding submit a Certification of Consistency with the Consolidated Plan from the entitlement jurisdiction where the proposed activity is be located; and WHEREAS, the Housing Authority of the City of Miami Beach requested that the City issue the required Certification of Consistency with the Consolidated Plan; and WHEREAS, in accordance with the City's adopted Consolidated Plan, each request for a Certification of Consistency with the Consolidated Plan requires City Commission review and approval; and WHEREAS, the Administration has reviewed the proposed activity and found it to be consistent with the Consolidated Plan. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the City Manager is authorized to issue a Certification of Consistency with the City's Consolidated Plan to the Housing Authority of the City of Miami Beach to utilize funds provided directly by the U.S. Department of Housing and Urban Development to provide operational and supportive services to the proposed Single Parent Family Housing and Resource Center, to be located at 321-327 Michigan Avenue, Miami Beach. DATE: May 16, 2001 FROM: Jorge M. Gonzalez City Manager SUBJECT: ADMINISTRATION RECOMMENDATION Adopt the Resolution. ANALYSIS On Apri120, 2001, the Housing Authority of the City of Miami Beach, Florida (Housing Authority) requested a Certification of Consistency with the City's Consolidated Plan as part of an application for funds from the U.S. Department of Housing and Urban Development (U.S. HUD). The Housing Authority is submitting a grant application to U.S. HUD for $300,000. This grant will be utilized by the Housing Authority to provide operational and supportive services, for a period of five years, to the proposed Single Parent Family Housing and Resource Center (Center), to be located at 321- 327 Michigan Avenue, Miami Beach. On December 4, 1996, the City and Housing Authority entered into a HOME Investment Partnerships Program Agreement in the amount of $760,000 for the Single Parent Family and Resource Center to be located at 1231-1251 17th Street. The Center was to provide 40 rental housing units and support services to single parent families impacted by domestic violence. Subsequently, the Housing Authority reviewed the plans for the Center and determined that it was not financially feasible, On January 11, 2001, the Housing Authority conducted a community workshop to discuss a proposed downsized Center consisting of 15 units to be built on two lots owned by the Housing Authority at 321-327 Michigan Avenue, Miami Beach. Currently, the Housing Authority is in the process of finalizing a formal request to the City for the revision of the HOME Investment Partnerships Program Agreement for $760,000 in order to reflect the downsizing ofthe Center and its new proposed location. The grant application from the Housing Authority is to be included in an application to be submitted to U.S. HUD by the Miami-Dade Homeless Trust (Homeless Trust) in response to the annual Notice of Funding Availability (Super NOF A). The Homeless Trust submits a County-wide application to U.S. HUD on behalf oflocal housing providers requesting funding under the Super NOF A. U.S. HUD requires that applicants for funding obtain and submit a Certification of Consistency with the Consolidated Plan from the entitlement jurisdiction where the activity is to be located for each application. In accordance with the Consolidated Plan adopted by the City, each request for a Certification of Consistency with the Consolidated Plan requires City Commission review and approval. The Administration has reviewed the documentation submitted by the Housing Authority describing the activity, and has concluded that this activity is consistent with the City's Consolidated Plan. The Consolidated Plan, Chapter 2: "Demographic and Housing Conditions", Efforts of the Housing Authority of the City of Miami Beach, states the commitment of the City towards the Single Parent Family Housing and Resource Center. The Administration recommends adoption of the attached Resolution of the Mayor and City Commission ofthe City of Miami Beach, Florida, approving and authorizing the City Manager to issue a Certification of Consistency with the City's Consolidated Plan to the Housing Authority of the City of Miami Beach to utilize funds provided directly by the U.S. Department of Housing and Urban Development to provide operational and supportive services to the proposed Single Parent Family Housing and Resource Center, to be located at 321-327 Michigan Avenue, Miami Beach.
