A RESOLUTION OF THE MA YORAND CITY COMMISSION OF THE CITY OF MIAMI
BEACH, FLORIDA, RETROACTIVELY AUTHORIZING, THE FILING OF AN
APPLICATION FOR A GRANT AND, IF FUNDED AUTHORIZING THE BUDGETING
AND EXPENDITURE OF FUNDS, IN THE AMOUNT OF $541,826.00, UNDER THE
UNITED STATES DEPARTMENT OF JUSTICE, "COPS IN SCHOOL" GRANT
PROGRAM.
WHEREAS, the United States Department of Justice (DOJ) has instituted a new grant
program entitled "Cops in Schools"; and
WHEREAS, the Miami Beach Police Department has prepared an application for grant
funding under this new grant program, and with the full support of the principals of Miami Beach
High School and Nautilus Middle School, who have signed a Memorandum of Understanding
endorsing the grant application; and
WHEREAS, the grant will commence on October 1, 2001, and run for three (3) years,
ending on September 30, 2004, and will provide funds for the placement of two (2) School Resource
Officers in each school on a full-time basis; and
WHEREAS, the total grant funding is $541,826.00, with the DOJ providing $500,000.00
and the City providing $41 ,826.00 in matching funds derived from the Police Confiscations Account;
and
WHEREAS, retroactive approval is necessary, as the due date for the grant was May 11,
2001, and the necessary review and signatures for the grant and Memorandum of Understanding
could not be written, reviewed and signed by the parties for the City Commission's April meeting.
NOW THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH FLORIDA, that the Mayor and City
Commission herein retroactively authorize the filing of an application for a grant and, if funded
authorizing the budgeting and expenditure of funds, in the amount of$541 ,826.00, under the United
States Department of Justice, "Cops in School" Grant Program.

ANALYSIS
The United States Department of Justice (DOJ) has instituted a new grant program called "COPS
in School". The COPS in School grant program offers law enforcement agencies the opportunity to
perform community policing while in school buildings or on school property. This program will
enhance services, such as community policing initiatives, anti-gang programs, anti-drug programs,
etc. These services will be provided to the school population, including students, parents, and school
faculty and staff, while School Resource Officers perform their primary duties in the school building
and/or on school grounds in a collaborative effort with the schools.
The Police Department, in full cooperation with Miami Beach High School and Nautilus Middle
School, will place two (2) new School Resource Officers (SRO's) in each school. The Police
Department selected Miami Beach High School and Nautilus Middle School as they currently do not
have any SRO's assigned to them. In addition, the Police Department has found that these two
schools are requiring much more police attention and a police presence will be beneficial.
Currently, the Police Department has SRO's assigned full-time to each of the City's four public
elementary schools. In addition, these SRO's provide services, such as DARE training, etc., to the
City's private schools during the school year.
The SRO's will work full-time, 40 hours a week, in each school. The SRO's will perform normal
SRO duties such as mentoring and instruction, as well as involve the students, parents, faculty and

staff in the Police Department's Community Policing initiatives.
The Police Department is applying for this grant with the complete support of the principals of
Miami Beach High School and Nautilus Middle School. The Police Department and the principals
have all signed a Memorandum of Understanding (MOU) that specifically details the responsibilities
of each participant in this collaborative effort.
The COPS in School program will commence on October 1, 2001 and run for three years, to
September 30, 2004. The Police Department will place four experienced police officers in the
schools and hire four new police officers to replace them. The total budget for the three-year grant
will be $541,826 with the DOJ funding $500,000 and the City providing matching funds in the
amount of $41,826, derived from the Police Confiscations Account.
Under the conditions of the grant, the City is required to continue the program for one year after the
grant expires. The cost for this one year commitment is estimated to be $225,000 for the salaries and
benefits of the four police officers. This cost will be absorbed in the General Fund and/or the Police
Confiscations Account. The decision to continue the program after the one year commitment will
be made prior to the conclusion ofthe one year commitment.
Retroactive approval is necessary as the due date for the grant was May 11, 2001 and the necessary
review and signatures for the grant and Memorandum of Understanding could not be written,
reviewed and signed by the participants, in time for the City Commission's April meeting.
The Administration recommends that the Mayor and City Commission authorize, retroactively, the
filing of this grant application by the Miami Beach Police Department which will enable the Police
Department to place four (4) new SRO's in Miami Beach High School and Nautilus Middle School.
