2001-24372 RESO RESOLUTION NO. 2001-24372 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, APPROPRIATING FUNDS IN THE AMOUNT OF $200,000, FROM THE $92 MILLION GENERAL OBLIGATION BOND - SERIES 2000, FUND NO. 373, FOR THE CONSTRUCTION OF THE LA GORCE ISLAND ENHANCEMENTS PROJECT, WITHIN THE LA GORCE NEIGHBORHOOD IMPROVEMENTS OUTLINED IN THE GENERAL OBLIGATION BOND PROJECT PROGRAM LIST. WHEREAS, the residents of La Gorce Island have requested lighting and landscaping improvements to their neighborhood; and WHEREAS, the City is desirous of pursuing lighting and landscape improvements within the La Gorce Island neighborhood; and WHEREAS, $200,000 of funding has been identified from the $92 Million General Obligation Bond - Series 2000, Fund No. 373, for said improvements; and WHEREAS, at its meeting on April 2, 2001, the General Obligation Bond Oversight Committee recommended the appropriation of $200,000 of General Obligation Bond Funds to be applied to the construction costs associated with the enhancements to La Gorce Island. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby appropriate funds, in the amount of $200,000, from the $92 Million General Obligation Bond - Series 2000, Fund No. 373, for the construction of the La Gorce Island Enhancements Project, within the La Gorce Neighborhood Improvements outlined in the General Obligation Bond Project Program List. A layout of the island will be produced, outlining the areas where the additional fixtures will be placed. The available General Obligation Bond Funds ($200,000) will be split between lighting and landscaping improvements. The funds available for lighting improvements ($90,000) are sufficient enough to provide approximately thirty (30) additional lighting fixtures. As a result of neighborhood meetings, with the La Gorce Island Homeowner's Association, the residents have expressed interest in lighting and landscape improvements on the island. With the recent completion of the La Gorce Island Bridge and the associated La Gorce Island Entrance Landscape Project, there now seems to be a need to pursue improvements beyond the island's entrance corridor. The City staff and Administration have determined that the proposed lighting and landscaping improvements could be performed in-house. Due to the minimal amount of General Obligation Bond Funds available for this area, any cost savings would be beneficial and could be directly applied to the proposed enhancements. The Parks and Public Works Departments have acquired estimates and identified a scope of work. The amount of $200,000 would be applied to the purchase and installation of an additional thirty (30) light fixtures as well as approximately twenty-two (22) Royal Palms and ten (10) Canary Island Date Palms. The City of Miami Beach will acquire competitive bids for the purchase of the desired materials as well as coordinating and performing installations. The Administration is requesting the approval to recommend to the Miami Beach Commission the expenditure of $200,000 for the La Gorce Enhancements Project as outlined in the General Obligation Bond Neighborhood Project Program List. FROM: ADMINISTRATION RECOMMENDATION Adopt the Resolution FUNDING: Funding is available from the $92 Million General Obligation Bond - Series 2000 Fund No. 373. ANALYSIS: Due to the recent availability of General Obligation' bond funds, the City has pursued communication with the La Gorce Island residents in an effort to identifY needs of the neighborhood. During several Neighborhood Meetings with the La Gorce Island Homeowner's Association, residents have expressed strong interest in improving the appearance ofthe island with enhancements to existing landscaping and lighting. The City's Public Works and Parks Departments have prepared preliminary estimates for landscaping and lighting enhancements based on the availability of General Obligation Bond funds in the amount of $200,000.00. Preliminary estimates for lighting, prepared by the Public Works Department, allows for thirty additional lighting fixtures at an estimated cost of $90,000 (see exhibit "A"). Preliminary estimates by the Park's Department allow for $104,000 to be expended on additional landscaping comprised of Royal Palms and Canary Island Date Palms (see exhibit "B"). The Department of Public Works will charge a three percent (3%) fee ($6,000) for internal construction management services. AGENDA ITEM C. 7 z... DATE S-/~ -of Commission Memorandum May 16, 2001 Page Two The Parks Department has proceeded with the letting of material bids in order to establish prices and availability of the desired plant material. Once received, a more finite estimate can be prepared and presented to the Community reflecting maximum landscape material quantities available through the use of existing funding. City staff recently attended the La Gorce Island Homeowner Association's annual meeting, on March 31, 200 I, to present estimates for the proposed landscaping and lighting, identifY funding and discuss scope of work and scheduling. The Association overwhelmingly approved and supported the proposals. In addition, the General Obligation Bond Oversight Committee approved the recommendation to appropriate these funds at the meeting held April 2, 2001 (see exhibit "C"). Due to the limited amount of General Obligation funds specifically identified for La Gorce Island, the City will propose to perform the enhancements in-house in an effort to minimize the design budget and maximize the construction budget. The estimates prepared by the City included labor charges as well as material costs. The City of Miami Beach anticipates a $45.00 annual maintenance cost per tree (fertilization and trimming). It is anticipated that the total annual cost will not exceed $7,000.00 and will be handled under an existing contract or by the Department of Parks & Recreation. The Department of Public Works will install and maintain the proposed additionalligbt fixtures. Annual electrical usage costs per fixture is approximately $60.00 for a total of$I,800 annually.
