A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY
OF MIAMI BEACH, FLORIDA, ACCEPTING THE RECOMMENDATION OF
THE CITY MANAGER PERTAINING TO THE RANKING OF THE
PROPOSALS RECEIVED IN RESPONSE TO REQUEST FOR
QUALIFICATIONS (RFQ) NO. 10- 00/01, TO PROVIDE URBAN DESIGN,
LANDSCAPE ARCHITECTURE, AND ENGINEERING SERVICES FOR
PLANNING, DESIGN, AND CONSTRUCTION ADMINISTRATION SERVICES
FOR STREETSCAPE, AND UTILITY IMPROVEMENTS, WITH REGARD TO
THE NORTH SHORE NEIGHBORHOOD; AUTHORIZING THE
ADMINISTRATION TO ENTER INTO NEGOTIATIONS WITH THE TOP
RANKED FIRM OF THE CORRADINO GROUP; AND IF UNSUCCESSFUL IN
NEGOTIATING A CONTRACT WITH THE MOST QUALIFIED FIRM,
AUTHORIZING THE ADMINISTRATION TO NEGOTIATE A CONTRACT
WITH THE SECOND MOST QUALIFIED FIRM, CIVIL WORKS; AND IF
UNSUCCESSFUL IN NEGOTIATING A CONTRACT WITH THE SECOND
MOST QUALIFIED FIRM, AUTHORlZNG THE ADMINISTRATION TO
NEGOTIATE A CONTRACT WITH THE THIRD MOST QUALIFIED FIRM,
SCHIMPLER, MIRSON, AMERICAN.
WHEREAS, Request for Qualifications (RFQ) No. 10-00/01 was issued to obtain
qualifications from professional firms with the capability and experience to provide urban
design, landscape architecture, and engineering services for planning, design and construction
administration services for streetscape and utility improvements in the following neighborhoods:
(1) La Gorce
(2) Biscayne Point
(3) North Shore; and
WHEREAS, an Evaluation Committee (Committee) was appointed to evaluate
qualifications from professional and architectural engineering firms; and
WHEREAS, the Committee was provided with the results of the reference checks along
with City staffs feedback relative to their experience with each firm and then proceeded to
shortlist (i.e. firms selected for oral presentations) and screen out (i.e. firms that would not
receive further consideration); and
WHEREAS, the Committee held presentations, and conducted question and answer
sessions with firms responding, and ranked the firms as follows:
NORTH SHORE NEIGHBORHOOD:
Top ranked firm: Civil Works
Second ranked firm: The Corradino Group
Third ranked firm: Schimpler, Mirson, American; and
WHEREAS, the City Manager was briefed on the Committee's recommendation, as well as
other names relative to the RFP's election process; and
WHEREAS, the City Manager independently reviewed and familiarized himself with the
videotaped proceedings; Civil Works' proposal; The Corradino Group's proposal; all pertinent
letters; reference checks on both Civil Works and The Corradino Group; and the Committee's
recornmendation;and
WHEREAS, the City Manager, after careful consideration and based on the facts presented
to him, recommended The Corradino Group, as the most qualified firm to provide construction
services for streetscape, and utility improvements, with regard to the North Shore neighborhood.
NOW, THEREFORE BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and
City Commission hereby accepts the recommendation of the City Manager pertaining to the
ranking of the proposals received in response to Request For Qualifications (RFQ) No. 10-
00/01, to Provide Urban Design, Landscape Architecture, and Engineering Services for
Planning, Design, and Construction Services for Streetscape, and Utility Improvements, with
regard to the North Shore neighborhood; authorizing the Administration to enter into
negotiations with the top ranked firm of The Corradino Group; and if unsuccessful in
negotiating a contract with the most qualified firm, authorizing the Administration to
negotiate a contract with the second most qualified firm, Civil Works; and if unsuccessful in
negotiating a contract with the second most qualified firm, authorizing the Administration to
negotiate a contract with the third most qualified firm, Schimpler, Mirson, American.

ANALYSIS:
Request for Qualifications (RFQ) No. 10-00/01 was issued to obtain qualifications of
professional firms with the capability and experience to provide professional planning,
urban design, landscape architecture and engineering services for design, construction
documents, bidding, and construction administration of streetscape and utility
improvements in the following neighborhoods:
(1) LA GORCE
(2) NORTH SHORE
(3) BISCA YNE POINT
The purpose of these neighborhood streetscape projects is to provide for the restoration
and enhancement of each neighborhood's streets, consistent with identified needs. Each
of the proposed projects will include streetscape work with restoration and enhancement
of the neighborhood's street lighting, potable water, sanitary sewer, and storm drainage
infrastructure as needed. The specific project description for the North Shore
Neighborhood is as follows:
North Shore Project Description: The North Shore neighborhood is bounded by 87th
Terrace on the north, the Atlantic Ocean on the east, 63'd Street on the south and Indian
Creek and Tatum Waterway on the west. The neighborhood is highly urbanized and
densely populated with multifamily apartments and condominiums. The commercial
district is located along Collins Avenue and 715t Street. These commercial streets were
recently reconstructed; therefore, they are not expected to be included in the scope of this
project.
The project consists of providing streetscape improvements within an allocated budget,
following a priority list submitted by area residents to include: comprehensive
landscaping and irrigation, traffic calming, sidewalks, street lighting, street resurfacing,
swale enhancement, parking layout, and drainage improvements. During the initial
planning phase of this project, the consultant will be required to prepare a detailed traffic
analysis and schematic design of alternatives for a proposed reconfiguration of Collins
Avenue and Harding Avenue between 76th Street and 87th Terrace (see Appendix B for
proposal from 1994 Duany Plater-Zyberk Plan). This project also includes shoreline
stabilization, seawall repair and/or upland improvements to City-owned property along
inland waterways and canals. Also, existing water lines have been identified in previous
studies to be in need of replacement.
Water line replacement and upgrades in the amount of $2,438,394 are funded by the
Series 2000 Water & Sewer Bonds. The total G.O. Bond allocation for aboveground
streetscape improvements in this neighborhood is $4,150,000. An additional $1,000,000
is available for street improvements in the vicinity of Harding A venue and nnd Street
from a HUD Section 108 Loan. An additional $100,000 is available from a grant for the

North Beach Recreational corridor to provide bicycle and pedestrian trail connections
from the neighborhood to the oceanfront. The total available funding for this project is
$7,688,394.
The City of Miami Beach intends to issue this work on a task order basis for any part of
the improvements within each neighborhood. Portions of the design and construction
may be deemed to be most effectively carried out by City staff or specialized contracts;
therefore, not all of the total available funding allocation for North Shore will require
design or construction administration from the selected consultant team. The selected
team may be requested to incorporate existing designs and or construction documents
into the overall design.
EVALUATION COMMITTEE RECOMMENDATION:
The following individuals were appointed to serve on the Evaluation Committee ("the
Committee"):

The Committee convened and was provided with guidance from City staff relative to the
Cone of Silence, the Government in the Sunshine Law, the Evaluation Criteria published
in the RFQ, and an overview of the scope of services. The Committee discussed the
Evaluation Criteria in detail. The Committee also decided that for its next meeting that
City staff should prepare a report relative to the firms' experience on City projects, and
the results of reference checks by an independent third party firm.
The Committee convened and was provided with the results of the reference checks along
with staffs feedback relative to their experience with each firm. Based upon the
references and their evaluation of the written proposals, the Committee voted to shortlist
the most qualified firms and requested oral presentations from the following:

Prior to the oral interviews, the Committee agreed to use an evaluation matrix provided
by staff and to weight the different criteria to aid in the selection process. The committee
felt that weighing the criteria would measure each firm's ability to successfully address
the most significant issues that are specific to the North Shore neighborhood. The criteria
were weighted with a multiplier of 1, 2, or 3, with 3 being the most important.

Recent, current, and projected workloads of the firms; and the volume of
work previously awarded to each firm by the City, with the object of
effecting and equitable distribution of contracts among qualified firms,
provided such distribution does not violate the principle of selection of the
most highly qualified firms.
Location
During deliberations, each Committee member discussed the strengths and weaknesses of
each firm, and then individually scored each firm on a scale of 1 (lowest) to 3 (highest)
on each of the seven evaluation criteria. Using the weighting factor for each evaluation
criteria, each Committee member then computed hislher total score for each firm.
Finally, each member converted hislher scores to a ranking of each firm, with the
following results. On this chart, the first number represents the rank and the second
number in parenthesis is the total number of points awarded.

Since both Corradino and Civil Works each received two first place votes, the Committee
decided that the tie would be decided by which firm had the highest total number of
points in the two evaluation criteria that the Committee had previously determined to be
the most important:

On March 28, 2001, 2001, all firms that submitted their qualification packages were
advised of the aforementioned results.
CITY MANAGER RECOMMENDATION:
The City Manager, in reviewing all of the material, documentation, tapes of the
deliberations of the Evaluation Committee, and being fully briefed by staff, has
determined that the Corradino Group is the most qualified team for the North Shore
Neighborhood project. The City Manager's decision is based on the following issues:
1. Workload of firms: Under a separate agenda item, Civil Works is being
recommended for award of the Biscayne Point Neighborhood Project. Civil Works has
no prior track record with the City of Miami Beach to prove that they are capable of
handling two significant neighborhoods of this magnitude. Civil Works is also a
relatively small firm and persons unknown would likely need to be added to undertake
two projects simultaneously.
2. Comolexity of Planninl!: and Urban Desil!:n The North Shore neighborhood is
one of the most complex planning and urban design challenges in Miami Beach. It
contains the principal commercial district that serves all of North Beach and the
surrounding communities; the prime hotel sites, beaches, parks and visitor attractions in
North Beach; multi-family residential districts and two historic districts. The traffic and
parking issues in this neighborhood are critical. Congestion on the regional through-
routes-Collins, Harding, Indian Creek and 71 st Street-are impacting human safety,
quality-of-life and business development. These problems will be compounded during
the project build-out when the State of Florida begins construction on the 63'd Street
bridge and removal of the flyover. In addition, the scope of work for the North Shore
neighborhood includes the detailed traffic analysis and conceptual roadway design
necessary to convince FDOT and the MPO of the feasibility of implementing the Duany
Plater-Z~berk recommendation to create a two-way boulevard along Collins Avenue
from 79 to 87 Streets. Due to the complexity of all of these issues, the firm selected for
this project needs to have a multi-discipline team with demonstrated expertise in
planning, urban design, parking, regional transportation planning, and historic
preservation, as well as excellent qualifications in engineering and construction
management.

Based upon the above-described issues, the Corradino Group is more qualified for the
North Shore neighborhood than Civil Works. Civil Works has excellent qualifications as
an engineering firm, but it does not have the talented multi-discipline team offered by the
Corradino Group. The Biscayne Point project for which Civil Works has been
recommended is no less important than North Shore, but it does not require as significant
a planning and discipline-coordination effort. Following is a further analysis of why the
Corradino Group is the most qualified firm.
Project Team's Experience as it relates to the North Shore Neighborhood
The Corradino Group's team includes professionals from a wide array of disciplines.
This project requires that experts be assembled from every walk of the Planning,
Engineering, Architecture and Construction industry.
Corradino's experience with Miami Beach over the last decade lends particular insight to
the facilitation of this project. During the Miami Beach Municipal Mobility Study,
Corradino led an intensive public involvement process that met in several neighborhoods
Citywide, and eventually programmed 45 projects, all of which were funded by the G.O.
Bond. The firm's urban planning department recently held South Beach Internal
Workshops to provide an in-depth look at South Beach, including West Avenue,
Flamingo, Lummus, and South Point, from the perspective of the City's staff. Currently
Corradino is completing its design for enhancements at Flamingo Park. Corradino has
assisted the City as a liaison with FDOT in determining construction scheduling and
phasing along Collins A venue. In addition, the firm has provided engineering services on
several occasions and is familiar with each infrastructure master plan. Corradino's
subconsultants all have experience on Miami Beach.
Organizational Structure
The Corradino Group has devised a unique approach that comprehensively provides the
ability for Urban Design and Streetscape to mesh with Infrastructure Design and
Construction Administration. Given the immediate and long-term impact that the
streetscape and utility improvements will have on the neighborhoods, it is Corradino's
intent to create an approach and assemble a team to implement it, consistent with the
needs of both the community and the technical and pragmatic services to be performed.
The project has been broken in to two phases. The first phase (Planning) will employ the
Urban Design Committee. The design, bidding, and construction administration phases
will utilize the Design / Construction Administration Team. The Principal-in-Charge of
the entire effort will be Joseph M. Corradino. Mr. Corradino will provide several key
roles in the project. First, Mr. Corradino will attend every meeting throughout every
phase of this project until the project is complete, and the City of Miami Beach is
satisfied with the work provided. Mr. Corradino will be the City's primary contact and
will distribute work to the appropriate professionals as needed during the course of the
project.

Urban Design Committee
Mr. Corradino will lead the Urban Design Committee. This Committee will play
a major role in the Planning phase and stay involved throughout the design and
construction phases of the project. This Committee consists of key experts in a
variety of fields concerned with urban design, architecture, history, landscape
architecture, traffic-calming, engineering, construction, as well as a member of
the City staff and a representative from the neighborhood. This committee will,
with the city and neighborhood, formulate an urban design plan, get that plan
approved by the City, and assure that it is adhered to throughout the design and
construction of the project.
Urban Design Committee Participants
Victor Dover and Joe Kohl of Dover, Kohl and Partners are two of South
Florida's leading urban designers and advocates of good neighborhood design.
Victor Dover is a veteran of numerous urban design charrettes and workshops
and, along with partner Joseph Kohl, is credited with the successful conception
and implementation of the City of South Miami's notable Hometown Plan. Mr.
Dover's unique understanding of the qualities of traditional and contemporary
neighborhoods will be an invaluable asset to the Corradino team.
Allan T. Shulman, Architect, P.A. is an architect, urban designer and historic
preservation specialist with particular interests in the history of Miami Beach. Mr.
Shulman is co-author of Ocean Drive, Miami Beach, U.S.A. and The Making of
Miami Beach 1933-42: The Architecture of 1. Murray Dixon. In addition to his
written work, Mr. Shulman is currently working on various architectural projects
on Miami Beach. As a result, Mr. Shulman brings a unique and thorough
understanding of Miami Beach's historical context as a contributor to the future of
the Beach's built environment.
Rolando Llanes, AlA, is Corradino's Director of Architecture and former head
of the University of Miami's Center for Urban and Community Design. Mr.
Llanes' urban design experience includes leading the North Beach Design Study
for the University of Miami School of Architecture, a study that provided the
basis for the Duany Plater-Zyberk Plan for North Beach. Mr. Llanes has also
participated in the Miami Stadium / Allapattah Neighborhood Design Workshop
and Redevelopment effort and a variety of other community-based urban design
initiatives in Islamorada, Key Biscayne, Ada Township in Michigan and Fenway
Park in Boston. He has also worked with Flamingo Park, and with the Rhamblas
concept along Drexel Avenue.
Landscape architect Barry Miller, ASLA, of Savino and Miller Design Studio,
has extensive prior experience on Miami Beach and is uniquely familiar with the

area's needs. He successfully completed the 41 st Street beautification project for
the City.
Dan Burden is a nationally known traffic-calming, pedestrian, bicycle and
alternative transportation facilities planning and design specialist. He is author of
the book, Streets and Sidewalks, People and Cars, The Citizens Guide to Traffic
Calming. Mr. Burden has provided traffic-calming workshops in Miami Beach
and across the nation. He is well versed with the traffic-calming problems in
Miami Beach. He intensely studied the Flamingo Neighborhood, which has
similar issues.
Design/Construction Administration Team
As the project enters the second phase, the Implementation Program, an additional
set of professionals will be added to the project. Mr. Corradino, in the second
phase, will still serve as the chair of the Urban Design Committee. In addition he
will continue his role as Principal-in-Charge of the project to ensure that the
project is running within budgetary constraints and time allotted. He will
continue as the City's main contact. At this point Mr. Gorky Charpentier will
actively assume the role of Project Manager for the engineering and design
portions of the project. Eduardo Perez de Morales, PE, will serve as the
Construction Administration Project Manager as the project moves to
construction. Mr. Perez served for 20 years with FDOT District 6, most recently
as their lead construction engineer. Mr. Perez is in the process of assisting the
City as they work out construction phasing schedules along Collins Avenue.
Hector Fernandez, GC, with Corradino, will provide QAlQC for technical
engineering, design and construction of the project. Other participants include
Javier Rodriguez, PE, also with Corradino who will oversee all drainage aspects
of the project. Professionals from other disciplines will be utilized as needed.
Community Involvement
The Corradino Group has also enhanced their team with Marguerite Ramos, who
will act as the public involvement specialist. As a North Beach resident and
community activist, Marguerite can serve effectively as a liaison between the
community and the consultants. As an established public relations professional,
she is also well suited to advise the City and Program Manager on organizing and
advertising public meetings, forums, and charrettes during the entire project.
Marguerite will also work to keep the electronic and print media current and
responsive to neighborhood concerns.
Conclusions
The Corradino Group is recommended as the most qualified firm for the North Shore
Neighborhood Project due to the issues of (1) Workload and (2) Complexity of

Planning and Urban Design. This firm has demonstrated through past association with
the City that is has the knowledge and capacity to handle this project. The Corradino
Group has not been awarded any other of the City's neighborhood streetscape projects,
and has no on-going contracts with the City of this magnitude and complexity. Civil
Works is being recommended for the Biscayne Point neighborhood, which is of similar
size but lesser complexity. The team assembled by the Corradino Group includes highly
qualified professionals in all of the disciplines required to successfully deal with the
complexity of the North Shore neighborhood. Therefore, the Administration
recommends that the City Commission adopt the attached resolution.
