A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, REPEALING
RESOLUTION NO. 96-21981 AND RETROACTIVELY
AUTHORIZING THE CITY MANAGER TO SUBMIT AN
APPLICATION TO THE FLORIDA DEPARTMENT OF STATE,
DIVISION OF HISTORICAL RESOURCES, SPECIAL CATEGORY
GRANTS PROGRAM, IN THE AMOUNT OF $548,010;
AUTHORIZING THE PROVISION OF A CASH MATCH OF $50,000;
AUTHORIZING THE ACCEPTANCE OF THE GRANT, IF
AWARDED; AND APPROPRIATING THE AWARDED FUNDS IN
COMPLIANCE WITH THE TERMS OF THE GRANT.
WHEREAS, the Florida Department of State solicited applications for Special Category
Grants to support the restoration or rehabilitation of properties of state-wide, regional or community
historical or architectural significance; and
WHEREAS, in an effort to draw attention to the needs of such historic sites and properties,
the Department of State offers these legislative grants for major historic preservation and historic
museum projects with grant assistance needs in excess of $50,000; and
WHEREAS, grant proposals were due May 31, 1996; and
WHEREAS, the City's Development, Design, and Historic Preservation Department, in
conjunction with the Office of ADA Coordination, identified Historic Old City Hall as a site to be
rehabilitated under this program, and activities would include restoration and the provision of
handicapped accessibility for the benefit of residents of the City of Miami Beach; and
WHEREAS, on May 15, 1996, the Commission adopted Resolution No. 96-21981,
authorizing and directing the City Manager to submit an application to the Florida Department of
State for this project, in an amount estimated at $500,000; and
WHEREAS, it was indicated in the May 15, 1996 Commission Memorandum that the local
match requirements would not involve cash contributions and that the match would be met through
the use of the value of the building, its improvements, and other qualified investments in the project;
and
WHEREAS, subsequent to the Memorandum, the Property Management Division advised
that $50,000 would be available in its 1996-97 budget for the project; and
WHEREAS, because the cash match, in addition to the $548,010 already invested in in-kind
services will enhance the City's ability to compete for the grant; and
WHEREAS, Resolution No. 96-21981 needs to be amended both the cash match and the
actual amount of services already committed to the project; and
WHEREAS, this Resolution repeals and replaces Resolution No. 96-21981.
NOW THEREFORE BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission approve the attached
Resolution repealing Resolution No. 96-21981 and retroactively authorize the City Manager to
submit an application to the Florida Department of State, Division of Historical Resources, Special
Category Grants Program, in the amount of $548,010; authorizing the provision of a cash match of
$50,000; authorizing the acceptance of the grant, if awarded; and appropriating the awarded funds
in compliance with the terms of the grant.

Adopt the Resolution.
BACKGROUND:
The Florida Department of State solicited applications for Special Category Grants. This grant
program supports the restoration or rehabilitation of properties of state-wide, regional or community
historical or architectural significance. In an effort to draw attention to the needs of such historic
sites and properties, the Department of State offers these legislative grants for major historic
preservation and historic museum projects with grant assistance needs in excess of $50,000.
Proposals are submitted to the Department of State and reviewed by an Advisory Council who
makes recommendations to the Secretary of State. The Secretary will select the final projects for
inclusion in the Department of State's 1997 legislative budget, and the award and level of funding
for each Special Category project is subject to specific legislative appropriation. Grant proposals
were due May 31, 1996.
ANALYSIS
The City's Development, Design, and Historic Preservation Department, in conjunction with the
Office of ADA Coordination, identified Old City Hall as a site to be rehabilitated under this program.

CONCLUSION:

amount of $548,010; authorizing the provision of a cash match of $50,000; authorizing the
