A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY
OF MIAMI BEACH, FLORIDA, APPROPRIATING $120,000IN
CONCURRENCY MITIGATION FUNDS FROM NORTH, MIDDLE, AND
SOUTH BEACH, RESPECTIVELY, TO FUND GENERAL TRAFFIC AND
TRANSPORTATION ENGINEERING CONSULTING SERVICES CITYWIDE.
WHEREAS, to address the increasing traffic congestion Citywide, the Administration is
tasked to continually perform traffic impact analyses and miscellaneous transportation
studies; and
WHEREAS, the current City staffing resources cannot accommodate the recurrent
needs for traffic impact analyses; and
WHEREAS, the scope of these studies focuses primarily on the analysis of traffic
impacts due in great part to new developments and/or redevelopments, while also looking at
strategies to mitigate traffic congestion; and
WHEREAS, in large part, the warranted traffic impact analyses and/or transportation
studies are intricate in nature and required a specialized certified traffic engineering
professional to review and evaluate the feasibility of the analyses and mitigation of
alternatives proposed; and
WHEREAS, the City Administration recommends the appropriation of $120,000 from
Concurrency Mitigation Funds to fund general traffic and transportation engineering
consulting services as follows: $80,000 for North Beach, $15,000 for Middle Beach, $25,000
for South Beach.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby
authorize the appropriation of $120,000 in Concurrency Mitigation Funds from North, Middle,
and South Beach, respectively, to fund General Traffic and Transportation Engineering
Consulting Services Citywide.

needs for review of traffic impact analysis. Therefore staff has deemed it necessary to seek the services of outside
consultant firms, presently under rotational contract, to conduct this work. The scope of these studies focuses
primarily on the analysis of traffic impacts due in great part to new land developments and/or redevelopments, while
also looking at strategies to mitigate traffic congestion.
Concurrency Mitigation Funds in the amount of $120,000 to fund general traffic and transportation engineering
consulting services will be budgeted as follows:
Review of Citywide traffic impact studies in the South Beach Neighborhood for $25,000, Middle Beach
Neighborhood for $15,000, and North Beach Neighborhood $10,000 for a total of $50,000.
Performing general traffic and transportation studies in the North Beach Neighborhood: $70,000.
The Administration recommends approval of the Resolution.

ADMINISTRATION RECOMMENDATION
Adopt the Resolution.
FUNDING
This Resolution is requesting a total appropriation of $120,000 from FY 2007/08 Concurrency
Mitigation Funds from North, Middle and South Beach and will be budgeted as follows:
• Review of Citywide traffic impact studies in the North Beach Neighborhood for $10,000 from
158-6237-000335, Middle Beach Neighborhood for $15,000 from 158-6227-000335, and
South Beach Neighborhood for $25,000 from 158-6217-000335 for a total of $50,000.
• Performing general traffic and transportation studies in the North Beach Neighborhood
for $70,000.
ANALYSIS
TRAFFIC IMPACT ANALYSIS /TRAFFIC AND TRANSPORTATION ENGINEERING: $120,000
Concurrency Mitigation Funds in the amount of $120,000 to fund general traffic and transportation
engineering consulting services will be budgeted as follows:
Review of Citywide traffic impact studies in the South, Middle, and North Beach
Neighborhoods: $50,000
Performing general traffic and transportation studies in the North Beach Neighborhood:
$70,000.
TRAFFIC IMPACT STUDIES IN SOUTH, MIDDLE & NORTH BEACH: $50,000
To address the increasing traffic congestion Citywide the City Administration is tasked to continually
review traffic impact analyses from private developments. The current City staffing resources cannot
accommodate the need for the production and review of traffic impact analyses. Therefore staff has
deemed it necessary to seek the services of outside consultant firms, presently under rotational
contract, to conduct this work. The scope of these studies focuses primarily on the analysis of traffic
impacts due in great part to new land developments and/or redevelopments, while also looking at
strategies to mitigate traffic congestion. The mitigation alternatives evaluated include, but are not
limited to level of service enhancements at selected intersections, upgrade of pedestrian
features(crosswalksand pedestrian corridors); and improvements in operational studies at selected
priority intersections and transportation corridors.
The traffic impact analyses and/or transportation studies are intricate in nature and require a
specialized certified traffic engineering professional to review and evaluate the feasibility of the
analyses and mitigation of alternatives proposed. These consultants are generally hired on an as-
needed basis from the City's consultant rotational list.
GENERAL TRAFFIC AND TRANSPORTATION ENGINEERING: $70,000
The following general traffic and transportation studies will be funded through this appropriation:
Collins Avenue Flexible Parking Lane Pilot Project, Phase 2: $20,000
In March 2007, an operational assessment of the corridor was conducted which resulted in the
removal of on-street parking and bulb-outs on Collins Avenue from 63rd Street to 72nd Street. This
section of the corridor now has three (3) northbound travel lanes. The removal of the bulb-outs and
added traffic lane made an immediate impact on reducing traffic congestion. The City Commission
subsequently requested that "flex-parking" schedule be implemented, to allow for maximum
vehicular capacity during the peak periods and available parking during the early morning (for
loading and unloading) and the late afternoon hours (for business patrons). However, FDOT, in
order to approve the flex-parking, required that the City demonstrate through a traffic study, that
such change would not adversely impact traffic flow. The study proposed herein will develop design
plans for the installation of the flexible parking lane to meet FDOT requirements, implement the
flexible parking lane schedule, and then review the traffic volumes again afterthe implementation of
the parking lanes.
Intermodal Transit Center at 72"d Street and Collins Avenue, Phase 2: $25,000
Pursuant to the Coastal Communities Transit Study (CCTS), most bus transfers to and from the
mainland occur on Collins Avenue at 69'h Street, Abbott Avenue and 69`h, Harding Avenue and 72nd
Street and Collins Avenue and 72"d Street. The City conducted a feasibility s#udy for an Intermodal
Transit Center at 72"d Street and Collins Avenue parking lot to assess the viability of establishing a
transfer point at this location. Internal meetings with departmental staff suggested this location
would be optimal from an operational standpoint. Phase 2 of the feasibility study would further
analyze the proposed design and functionality of the transit center and would also include a public
involvement process to seek public input. Once the feasibility study and public involvement process
are complete, the City will look at the next steps, which may include an environmental planning study
required by of the Federal Transit Administration in order to receive federal funds forthe design and
construction of the transit center.
71St Street and Dickens Avenue Intersection Study, Phase 2: $25,000
On October 24, 2006 the City's Planning Board requested for the City to conduct a feasibility study
of the 71St Street at Dickens Avenue intersection to determine the opportunity for safety and
operational improvements. The City retained the firm DMJM Harris, Inc. to conduct this
analysis. The feasibility study consisted of analyzing the safety and traffic operations for the
intersection. The study concluded with the development of a proposed alternative to improve
the following conditions:
Reduce the majority of crashes consisting primarily of rear-end, sideswipe and angle
crashes at the intersection.
Improve intersection awareness, especially at the east, west and north approaches.
Improve safe pedestrian crossing.
As a result of recent subsequent discussions with Transportation Division and Planning staff, it was
determined that a phase 2 of this project is warranted to improve the conditions of the intersection.
Phase 2 of the study will evaluate the effectiveness and the recommendations provided,
coordinate with FDOT and Miami-Dade County the proposed improvements, and develop specific
treatments to make the intersection more pedestrian and bicycle friendly. This phase will also
include a public workshop to solicit input from residents and stakeholders in the area. If successful,
the next phase will include a design phase as well as physical improvements to this intersection.
CONCLUSION
The Administration recommends approving the Resolution.
