At Second Reading, the City Commission's amendment to the 17~' Street Garage rates provides an estimated revenue increase of $49,678. This is a reduction of $317,104 from the rates proposed at First Reading versus the City Commission's amendment to the rates at Second Reading. Therefore, the amended rate structure for the 17th Street Garage represents an approximate annual reduction of $317,104 (from $3,455,250 to $3,138,146). September 17, 2008 City Commission Memo Parking Rate Ordinance - 2"d Reading Page 2 of 3 The rate changes and their impacts approved at First Reading on September 8, 2008 were: (1) Increase the hourly parking meter rate in the South Beach Parking Zone (metered parking south of 23`~ Street) from $1.00/hourto $1.25/hour contingent on the implementation of the in-car meter that would allow residents to get a discounted rate of $1.00 per hour (final negotiations with the in-car meter vendor are expected to be completed by October 1, 2008), resulting in an increase in revenue in the estimated amount of $2,393,472. The ordinance provides fora $1.00 per hour rate for residents who use the new in car meter device. Additionally, the City Commission requested that the ordinance include language clarifying that the meter rate changes south of 23~d Street take effect only after the implementation of the In-Car Meter program. (2) Increase the valet parking space rental rate increase from $10 to $17 per space per day, resulting in an increase in revenue in the estimated amount of $195,000. (3) The approved parking rates, as amended by the City Commission, at the First Reading of the ordinance are as follows: Attended Garages and Lots: 7th, 12th & 13th Street Garages: Hourly Rates: Current Proposed Each hour or any portion thereof Each hour or any portion thereof up to four (4) hours: $1.00/hr up to 15 hours: $1.00/hr 4th hour through 24 hours: $15.00 15th hours through 24 hours:$20.00 Daily Rates: Maximum daily Rate: $15.00 Lost Ticket: $15.00 Weekend/event flat rate: N/A 17th Street Garage: Hourly Rates: Current Each hour or any portion thereof up to four (4) hours $1.00/hr 4th hour through 24 hours: $15.00 Daily Rates: Maximum daily Rate Lost Ticket: Event flat rate": EVC-LR *Major events only. $20.00 $20.00 $15.00 per vehicle Friday, Saturday and Sunday - 8:00 p.m. to 5:00 a.m. Proposed 0 - 1 hour $1.00 1 - 2 hours $2.00 2 - 3 hours $3.00 3 - 4 hours $4.00 4 - 5 hours $5.00 5 - 6 hours $6.00 6 - 7 hours $8.00 7 - 8 hours $10.00 8 - 15 hours $15.00 15 - 24 hours $20.00 $15.00 $20.00 $15.00 $20.00 N/A $15.00 $8.00 $8.00 September 17, 2008 City Commission Memo Parking Rate Ordinance - 2"d Reading Page 3 of 3 42"d Street Garage: Hourly Rates: Current Each hour or any portion thereof up to four (4) hours $1.00/hr 4tH hour through 24 hours: $15.00 Proposed Each hour or any portion thereof u~ to eight (8) hours $1.00/hr 8 n hour through 24 hours: $8.00 Daily Rates: Maximum daily Rate: $15.00 Lost Ticket: $15.00 Fiscal Impact $8.00 $8.00 The chart below illustrates the impact of the City Commission amendment to the garage parking rates at Second Reading: Garages Budgeted Rate 7tH St. $1,850,000 12tH St. $300,000 13tH St. $800,000 16tH St. $1,580,000 17tH St. $3,600,000 42"d St. $59,100 $8,189,100 Proposed Rate Diff +/(-) $2,170,050 $351,900 $938,400 $1,580,000 $3,138,146 $60,282 $8,238,778 $320,050 $51,900 $138,400 $0 -$461,854 $1,182 $49,678 The garage rate structure, as amended by the City Commission, will generate approximately, an additional $49,678 annually. The Parking Fund transfer for the Reserve for Future Capital projects will be reduced by the amount of $317,104, reducing the transfer from $3,435,054 to $3,117,950. CONCLUSION In order to implement the necessary rate structure to support the parking system, the Administration recommends that the Mayor and City Commission amend Chapter 106, entitled "Traffic and Vehicles," by amending Article II, entitled "Metered Parking," by amending Division 1, entitled "Generally," by amending Section 106-55, entitled "Parking Rates, Fees, and Penalties;" by amending parking meter rates and time limits; regulations concerning metered parking space rentals; temporary residential guest parking placard permits; and providing minor amendments for consistency within Section 106-55 as to Parking Department operating procedures and modernizing Parking regulation terminology; ; by amending Division 2 entitled "Residential Parking Permits" by amending Section 106-79 entitled "Issuance of Permits; Placement of Signs" by amending the provisions for residential parking permits; providing for codification, repealer, severability, and an effective date.
