APPROPRIATION OF $640,260 FROM THE FISCAL YEAR (FY)
2007/08 PEOPLE'S TRANSPORTATION PLAN (PTP) FUNDS, $436,449
FROM THE FY 2008/09 CONCURRENCY MITIGATION/SOUTH BEACH
FUNDS, AND $254,123 FROM THE FY 2008/09 PARKING
ENTERPRISE BUDGET, TO FUND THE $1,330,832 MIAMI BEACH
SHARE OF THE FY 2008/09 OPERATING BUDGET OF THE SOUTH
BEACH LOCAL, AS PREVIOUSLY AUTHORIZED BY RESOLUTION
NO. 2005-25934, DATED JUNE 8, 2005, WHICH EXECUTED AN
INTERLOCAL AGREEMENT WITH MIAMI-DADE COUNTY FOR THE
PROVISION OF A BI-DIRECTIONAL TRANSIT CIRCULATOR ROUTE
SERVICE IN SOUTH BEACH.
WHEREAS, Resolution No. 2005-25934, dated June 8, 2005, authorized the
execution of an Interlocal Agreement between the City of Miami Beach and Miami-Dade
County for the operation, by Miami-Dade Transit (MDT), of a new bi-directional transit
circulator service in Miami Beach to be known as the South Beach Local; and
WHEREAS, the MDT share of the Fiscal Year (FY) 2008/09 operating cost of the
Local is $1,994,819; and
WHEREAS, Resolution No. 2005-25934 also approved the City's participation in
the first five years of cost for the Local; and
WHEREAS, $1,330,832 in City funds have been set aside for the FY 2008/09
operating costs of the Local as follows: $640,260 or twenty percent (20%) of the Miami
Beach share of the County's FY 2007/08 PTP funds, $436,449 from FY 2008/09
Concurrency Mitigation funds, and $254,123 from the FY 2008/09 Parking Enterprise
Budget.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby authorize the appropriation of $640,260 from FY 2007/08 People's
Transportation Plan (PTP) funds, $436,449 from Concurrency Mitigation/South Beach
funds, and $254,123 from the FY 2008/09 Parking Enterprise Budget, to fund the
$1,330,832 Miami Beach share of the FY 2008/09 operating budget of the South Beach
Local, as previously authorized by Resolution No. 2005-25934, dated June 8, 2005,
which executed an Interlocal Agreement with Miami-Dade County for the provision of a
bi-directional transit circulator route service in South Beach.

Item Summary/Recommenaation:
The City Commission adopted Resolution No.2005-25934, dated June 8, 2005, which executed an Inter-
local Agreement with Miami-Dade Transit (MDT) to operate the "South Beach Local". The Resolution also
approved the City's participation in the first five years of cost for the South Beach Local. The proposed
fourth-year cost of the South Beach Local is as follows:
Miami Beach share $1,330,832
MDT's share $1,994,819
Total third year cost: $3,325,651
Funds for the City's FY 2008/09 operating cost for the South Beach Local are recommended as follows:

ADMINISTRATION RECOMMENDATION
Adopt the Resolution.
ANALYSIS
The City Commission adopted Resolution No. 2005-25934, dated June 8, 2005, which executed
an Inter-local Agreement with Miami-Dade County for Miami-Dade Transit (MDT) to operate a
bi-directional transit circulator route service in Miami Beach, to be known as the "South Beach
Local". Service commenced on September 25, 2005, and the South Beach Local replaced both
the City's Electrowave Shuttle Service and MDT's Route W, serving the entire South Beach
community.
In 2005, MDT became the operator of the South Beach Local providing shuttle services along
South Beach following the divestiture of the Miami Beach Transportation Management
Association (MBTMA). The City negotiated with the County an interlocal agreement for which
the County would combine and coordinate transit resources to create the South Beach Local.
The agreement subsequently provided an expanded level of service at a significantly lesser cost
to the City at the same time providing for an increase level of service though improved ridership.
The CMB/MDT partnership has not only provided route improvements but also complied with
the requirements of the Peoples Transportation Plan (PTP). The agreement between the City
and MDT captures the benefit of the increased spending by MDT as well as shared resources to
provide the community with a higher level of service.
Resolution No. 2005-25934 also approved the City's participation in the first five (5) years of
cost for the South Beach Local. The base level of service is paid to the County by using the City
transit share of the annual PTP. The annual PTP transit allocation is 20% of the total amount
provided to the City. This 20% allocation is required to be used for transit purposes. If not
used for transit services, the 20% share of PTP funds must be returned to the County. The
2008 PTP allocation is $640,260.
Funding for the City's FY 2008/09 operating cost for the South Beach Local are recommended
as follows:
$ 640,260 20% of the City's share of the PTP funds
received by Miami Beach in FY 2007/08;
$ 436,449 Concurrency Mitigation/SoBe funds; and
$ 254,123 FY 2008/09 Parking Enterprise Budget
$1,330,832 Total Miami Beach share
Annual ridership for the South Beach Local in FY 2007 has increased by 820,551 compared to
ridership in FY 2006. A comparison of ridership data for the South Beach Local for FY 2006
and FY 2007 is provided below.

CONCLUSION
The Administration recommends that the Mayor and City Commission adopt the attached
resolution which requests approving the appropriation of $640,260 from FY 2007/08 PTP funds,
$436,449 from Concurrency Mitigation/South Beach funds, and $254,123 from the FY 2008/09
Parking Enterprise Budget, to cover the $1,330,832 Miami Beach share of the FY 2008/09
operating budget of the South Beach Local.
