96-22050 RESO RESOLUTION NO. 96-22050 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, APPROPRIATING $265,932.00 FROM PARKING FUND 485 INTO WORK ORDER NUMBER 485-2124, ENTITLED, "SYSTEM WIDE REVENUE CONTROL", TO FUND ADDITIONAL EQUIPMENT NEEDED AT THE 17TH STREET GARAGE, 17TH STREET SURF ACE LOT AND PREFERRED PARKING LOT, AND SUPPLEMENTAL EQUIPMENT AT OTHER EXISTING CITY GARAGES. WHEREAS, on March 15, 1995, the Mayor and City Commission authorized an Agreement with Royce Parking Control Systems, Inc. to provide revenue control equipment for the 17th Street Garage, 17th Street Surface Lot, the preferred parking lot, the Collins A venue & 10th Street Garage, and the 12th Street & Drexel Avenue Garage; and WHEREAS, the Parking Department has increased the number of entry/exit lanes from the original design of the 17th Street Garage, the 17th Street Surface Lot and the Preferred Parking Lot to accommodate an orderly flow of traffic during large events; and WHEREAS, additional revenue control equipment must be purchased to accommodate traffic flow in the added entry/exit lanes; and WHEREAS, the cost of the additional Revenue Control equipment is $265,932.00; and WHEREAS, the original amount appropriated from the Tourism and Convention Center Expansion Authority (TCCEA) for the purchase of Revenue Control equipment was $849,403.00; and WHEREAS, all additional equipment purchased is priced as per original Bid No. 35-94/95 entitled, "System Wide Revenue Control"; and WHEREAS, the Parking Department has determined the need to standardize revenue control systems used throughout the Facilities. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA that the Mayor and City Commission herein appropriate $265,932.00 from Fund 485 into Work Order Number 485- 2124, entitled, "System Wide Revenue Control " to fund the purchase of additional Revenue Control equipment at the 17th Street Garage, 17th Street Surface Lot, and Preferred Parking Lot, and to fund supplemental equipment at other existing City garages. ADMINISTRATION RECOMMENDATION: The Administration recommends the Mayor and City Commission approve and authorize the transfer of $265,932.00 from remaining monies in the Parking Bond Fund 485 into Work Order Number 48521-24 System Wide Revenue Control. BACKGROUND: On March 15, 1995, the Mayor and City Commission authorized an Agreement with_Royce Parking Controls Systems, Inc. to provide revenue control equipment needed at the 17th Street Garage, 17th Street Surface Parking Lot, Preferred Parking Lot, Collins A venue & 10th Street Garage, Collins A venue & 7th Street Garage and the 12th Street & Drexel Avenue Garage. The Parking Department has met with large users of the parking areas since the bid was awarded. Changes were made in the design of access/egress points to assist the City and the users during large events. Based on information received during these meetings it was determined that: additional lanes of equipment will be needed; a intercom system should be connected to a parking attendant booth to aid users having problems gaining entry or exit; upgrading of card readers should be made from insertion-type readers to a more reliable proximity-type reader at all facilities, including the 7th Street Garage. ANALYSIS: In order to standardize all new revenue control equipment, the Parking Department must use the existing Contract Agreement with Royce Parking Controls Systems Inc. to supply the additional specified equipment previously chosen and approved by the City Commission.
