96-22052 RESO RESOLUTION NO. 96-22052 A RESOLUTION OF THE MAYOR AND THE CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, CONSENTING TO THE APPOINTMENT OF LUIS GARCIA, AS CHIEF OF THE FIRE DEPARTMENT FOR THE CITY OF MIAMI BEACH. Whereas, the City Manager has appointed Luis Garcia as Chief of the Fire Department for the City of Miami Beach; and, Whereas, pursuant to Article IV, Section 4.02 of the City of Miami Beach Charter, as well as Section 2-3 of the City Code, the City Manager has the power to appoint directors of City departments with the consent of the Mayor and the City Commission; and, Whereas, it is herein requested that the Mayor and the City Commission consent to and confirm the appointment of Luis Garcia as Chief of the Fire Department for the City of Miami Beach. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND THE CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and the City Commission have consented to and confirmed the appointment of Luis Garcia as the Chief of the Fire Department for the City of Miami Beach. BACKGROUND: During his 23 years with the City of Miami Beach Fire Department, Luis Garcia has earned his way up through the ranks, gaining valuable experience in a wide variety of areas including appointment as Executive Officer in charge of operations, management of Fire Suppression (Combat) and Emergency Medical Services, administration, budgeting, purchasing, quality assurance, training, preparation of equipment specifications, public education, liaison with regional EMS services and state agencies, outreach recruitment of-new Firefighters, and departmental Affirmative Action Officer. Mr. Garcia began his career in the Fire service as a City of Miami Beach Firefighter in September, 1973, and progressed to Assistant Fire Chief in May, 1994. Mr. Garcia's resume (attached) lists numerous courses and programs which he has completed to further prepare himself to take on this vast responsibility of managing the Fire Department. Others have recognized Mr. Garcia's expertise and service as shown by the awards listed on his resume. CONCLUSION: It is a great pleasure to announce that Luis Garcia has accepted the position of Fire Chief subject to the consent and confirmation by the Mayor and the City Commission.
