SUBJECT: Sidewalk Assessment Project-City ide
The purpose of this Letter to Commission is to provide information regarding the Sidewalk
Assessment project throughout the entire city. The project started January 7, 2017.
Infrastructure Management Services (IMS) consultant has been hired to collect and record all
the data gathered in the field. The data will be collected using a new green Honda Quad, similar
to those used by the Police Department along the beach. It is specially equipped and has
appropriate lighting and survey signage. The City seeks to establish a database of Americans
with Disabilities Act (ADA) sidewalk deficiencies. The assessment will be based on 2010 ADA
Standards for Accessible Design and the Florida Building Code 5th Edition (2014). The
sidewalk assessment will include approximately 320 miles (6,766,389 square feet of 4-foot
average width) of sidewalks.
IMS will assess accessibility of the following potential non-compliant issues:
1. Sidewalk Widths, including obstruction locations (e.g. utility poles) and access width.
2. Driveways which are within City of Miami Beach right-of-way.
3. Vertical changes in surface level (e.g. cracks, lifted sidewalk panels, etc.).
4. Cross slope and running (longitudinal) slope.
5. Handrails.
6. Inventory of curb ramps by location, including crosswalks without curb ramps, slopes,
landings, locations, and detectable warning panels.
7. Ramps including detail of landings, railings, width at turn and edge protection.
Phase I: Data Gathering and Preparation
IMS is responsible for collecting existing conditions for all the sidewalks within the City right-of-
way. The firm will generate a GIS base map for the entire project. The firm will produce a semi-
automated GIS or CityWorks data base entry form compatible with City mobile and electronic
devices.
Phase II: Data Analysis and Updating GIS/CityWorks Database:
IMS will follow 2010 ADA Standards for Accessible Design and Florida Building Code 5th Edition
(2014) to determine minimum requirements for all compliance items. After all the data are
categorized within GIS software, the firm will create a new layer within the City's existing GIS
framework showing all the ADA accessibility concerns.
Once the data gathering is completed, the City will provide IMS with average unit-cost prices for
non-compliant sidewalk repairs and curb ramp construction. The firm will prepare a cost
estimate for sidewalk repair and curb ramp construction by neighborhood. This assessment will
help staff allocate the necessary funds for future sidewalk projects and at the same time it will
help our Operation Department identify issues that require immediate attention.
