LTC # 008-2017 LETTER TO COMMISSION TO: Mayor Philip Levine and Member of the City Crmmission FROM: Jimmy Morales, City Manager DATE: January 5, 2017 SUBJECT: Washington Avenue and 17th Stre&t Traffic Lane Closures and Tree Removal The purpose of this Letter to Commission (LTC) is to notify the City Commission of the upcoming construction along 17th Street and Washington Avenue for the installation of a 72" diameter storm sewer pipe during the months of January, February and March of 2017. Time is of the essence to start the construction of this project to avoid delays to the May 2017 reopening of Miami Beach Convention Center (MBCC). The construction of the storm sewer overlaps the construction of the MBCC Expansion Project. Since Washington Avenue will temporarily become the main entrance to the MBCC for a year starting May 2017, the proposed storm sewer pipe will need to be constructed as soon as possible to allow for the completion of the construction of all improvements along Washington Avenue required by the MBCC Expansion Project. • Tree Impacts: There are currently 12 Royal Palm trees on the west side of Washington Avenue between 17th Street and Jackie Gleason Drive. These trees will be impacted during the installation of the proposed storm sewer pipe due to the limited space available within the right of way. The trees are in good condition and the City staff is currently evaluating the feasibility of relocating them to the median along Collins Avenue between 43rd Street and 63rd Street. • Traffic Impacts: A minimum of two lanes of traffic (one lane in each direction) will be maintained during the majority of the storm sewer installation. However, 17th Street may be closed to traffic at the intersection of 17th Street for a period of up to two weeks towards the latter art of February or beginning of March 2017. During this time through traffic will routed to 16th Street, MeridianAvenue and back to 17th Street. As part of the installation of the proposed 72" storm sewer pipe, large conflict structures need to be installed at this intersection. Closing 17th Street to traffic at this location will result in a safer construction zone while providing the room necessary for this heavy construction.
