SUBJECT: Invitation to Negotiate (ITN) for a City Employee Healthy Cafe
The purpose of this Letter to Commission (LTC) is to provide an update on the status of the solicitation to
provide an City employee healthy cafe in the ground floor retail space of the City -owned building located at
773 17th Street (adjacent to the City Hall).
At the May 11, 2016 City Commission meeting, Mayor Levine sponsored an item regarding the creation of
a City employee healthy cafeteria. The matter was discussed at the June 17, 2016 Finance and Citywide
Project Committee (FCWPC) and staff was directed to bring the item back to the FCWPC after meeting
with a potential tenant which staff had identified.
Staff presented the negotiated terms to the City Commission at their December 14, 2016 meeting. The
City Commission reviewed the negotiated terms and directed that staff expedite a competitive solicitation
process to attain additional proposals.
The attached Invitation to Negotiate (ITN) was issued on January 25, 2017 and responses are due
February 23, 2017.
Through this ITN the City is seeking proposals from parties interested in maintaining, managing and
operating a food and beverage concession located at the ground floor retail space of the City -owned
building located 773 17th Street (adjacent to City Hall), which will provide healthy menu options for City
employees.
A Review Committee will be established to evaluate the proposals received in response to this ITN. In
general, the Review Committee will consider, in no order of priority, the following:
• previous experience operating a food service facility
• scope of services proposed, which will include but may not be limited to, menu, delivery
services and employee participation incentives
• approach and methodology used to fulfill proposed scope of services
