The purpose of this LTC is to advise and update the Mayor and City Commission of the
construction material recycling efforts being implemented at the Miami Beach Convention
Center (MBCC) site. Although the building has been under construction since late 2015,
now that construction has mobilized to the west side of the site, it is obvious that there is an
enormous amount of demolition and hauling of debris currently taking place.
Background
Under the building's Silver LEED designation Clark Construction has implemented a
construction waste management plan that diverts construction and demolition debris from
disposal in landfills and incineration facilities, and redirects recyclable resources for reuse.
The implemented plan does the following:
• Identifies the types of materials to be salvaged or reused; and recycled
• Lists, with locations of the recycling facilities in Dade County, to which the different
materials will be hauled for sorting and recycling
• Provides for dumpsters for specific material as well as comingled waste
• Includes a Clark -designated LEED Coordinator who manages the waste
management process, and a labor foreman who coordinates with waste hauler
Waste Management of Dade County, to facilitate dumpster delivery and pickup, as
well as the number and locations of dumpsters on site
• Requires tracking all waste / left -over materials removed from the jobsite for project
waste management reporting
• Encourages all subcontractors to take back waste materials for reuse
Summary
Overall, 69% of the original building is being renovated and reused and over 96% of the
material demolished is being recycled and / or diverted, which exceeds the requirement
under the Silver LEED designation. The type of material being diverted includes concrete,
masonry, steel and other metals, drywall, formwork, carpet, cardboard, wood blocking
material, ductwork, cables, wiring and piping, wood pallets, etc.
By recycling these materials, the lifetime of existing landfills is extended and the need for
expansion or creation of new landfill sites is avoided. These recycling efforts reduce
demand for virgin resources and reduce the environmental impacts associated with
resource extraction, processing and, in many cases, transportation.

In addition, other materials such as air conditioning refrigerant, or "Freon", have been
recycled or sold and hundreds of chairs, several lecterns, easels and tables have been
donated to local churches, synagogues, and Miami Beach Senior High School.
Conclusion
As of December 31, 2016, 39.3 thousand tons of waste has been generated by the project;
96.4% or 37.9 thousand tons were diverted or recycled, equating to 2,222 truckloads of
material. Only 3.6% of the waste went to a landfill. The breakdown by material is as
follows:
