SUBJECT: TRAFFIC SIGNAL WARRANT ALYSIS AT THE INTERSECTION OF ALTON
ROAD AND 4TH STREET
The purpose of this Letter to Commission (LTC) is to provide an update on the coordination
between the City of Miami Beach Transportation Department and the Miami -Dade County
Department of Transportation and Public Works to improve pedestrian safety at the intersection
of Alton Road and 4th Street.
Alton Road south of 5th Street is classified as a major collector and 4th Street is a Local roadway.
Currently, Alton Road is a 5 lane roadway consisting of 2 lanes in each direction and 1 exclusive
turn lane in each direction. The intersection of Alton Road and 4th Street currently has an
enhanced pedestrian crosswalk in the south leg of the intersection. This intersection is also
directly adjacent to South Pointe Elementary School, thus serving a number of students and
parents in the area. The crosswalk at this intersection is currently enhanced with ladder
markings and a Rapid Rectangular Flashing Beacon (RRFB) activated by way of a push-button.
Given the width of the intersection, and the existing location of the turn lanes, the RRFB's
effectiveness is limited. The City has received various concerns from the community regarding
the visibility and effectiveness of the device.
In response to these concerns, the City, in lieu of the County, took the proactive step of
conducting a traffic signal warrant analysis in accordance with the federal guidelines established
in the Manual for Uniform Traffic Control Devices. To perform this analysis, the City engaged a
consultant to collect traffic data. This data was utilized to ascertain if a traffic signal at this
location was warranted. Based on the warrant analysis, the signal was found to be warranted.
The results of the analysis were reviewed and approved by the County; however, the County
advised that the installation of a new traffic signal at this intersection is not currently funded and
that City would need to fund the implementation of the project. As such, the design and
installation of a new traffic signal at Alton Road and 4th Street will be included as part of the
Fiscal Year 2017-2018 budget process for further discussion.
