Morales, City Manager DATE: March 15, 2017 SUBJECT: Property Management Division Re-prganization The purpose of this Letter to Commission (LTC) is to provide the Mayor and Commission with an update on the next phase of the re -organization of the Property Management Division. During the FY 2014/2015 budget process, City Administration began to implement a new service model to improve the level of maintenance and condition of facilities. The recommendation was to eliminate 22 full-time positions from the Property Management Division and outsource services with work being performed by contractors. The goals were to allow for greater flexibility in addressing priorities and minimize delays. The Property Management Division will be further enhancing the efficiency and delivery of services by implementing a shift in strategy to a "Zone Management" model. This is the next step in the organizational change from FY14/15.The Zone Management model allows for a significant improvement in coordination and accountability by having a "Facilities Zone Manager" assigned to each of the city's assets by geographic area, as identified on the attached map. The "Facilities Zone Manager" will be tasked with ensuring well-maintained facilities and improving customer service to building occupants. This concept has proven to be successful in the past with the addition of a Lincoln Road Manager and a Beach Maintenance Director. The Property Management zones will be defined as follows: Zone 1 RDA: RDA City Center (managed by Property Management) Zone 2 South: Dade Blvd to South Pointe Park (managed by Property Management) Zone 3 North: Dade Blvd to 87th Street (managed by Property Management) Zone 4 Parking: City owned parking garages/parking lots (managed by Property Management) Zone 5 Beach: All areas of beach including boardwalk, beach walk, dunes (Managed by Beach Maintenance) Zone 6 Parks: Parks facilities (Managed by Parks & Recreation) In addition, current classified employees will be reclassified from a specific trade position (plumber, electrician, air-conditioning mechanic, carpenter, and painter) to a multi -use position such as Tradesworker I (Unlicensed) and Tradesworker II (Licensed). This will allow for the achievement of a flexible workforce that can address a variety of maintenance issues and prioritize small projects. Under the current system, often times it takes multiple employees from various trades to complete minor tasks. One example of that was when a TV mount was installed in my office; it took three (3) employees (carpenter, electrician, and painter) to complete the task, each with a supervisor. Another example was when it took four (4) employees to install an ice machine. I am confident that these new Tradesworker I & II positions will create efficiencies and improve services delivered to our city assets. Appropriate staff will be reclassified to Financial Analyst positions which will provide the necessary support of processing the high volume of payables received. The process to implement such a shift in strategy will require an impact bargaining session with the Government Supervisors Association of Florida (GSAF) and the Communications Workers of America (CWA). It is important to note that every employee of the Property Management Division will be retained and salaries for FY16/17 will remain the same.
