Resolution 2018-30291RESOLUTION NO. 2018 -30291 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, APPROVING AND AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE AMENDMENT NO. 2 TO THE PROFESSIONAL SERVICES AGREEMENT BETWEEN THE CITY OF MIAMI BEACH, FLORIDA AND SAVINO & MILLER DESIGN STUDIO, P.A., FOR ADDITIONAL ARCHITECTURAL AND ENGINEERING DESIGN SERVICES FOR THE FUTURE COMMUNITY PARK (FORMER PAR 3) PROJECT, IN AN AMOUNT NOT -TO- EXCEED $35,698; WITH PREVIOUSLY APPROPRIATED FUNDING WHEREAS, on December 9, 2015, the Mayor and City Commission adopted Resolution No. 2015- 29234, authorizing the negotiation and execution of a Professional Services Agreement with the firm of Savino & Miller Design Studio, P.A., ( "Consultant "), to provide professional services for the planning, design, bid, award and construction administration of the Future Community Park (former Par 3) Project (the "Project "); and WHEREAS, On May 19, 2016, a professional services agreement was executed in the amount of $933,465,; and WHEREAS, on September 5, 2017, the conceptual drawings and renderings for the project were presented at the Design Review Board ( "DRB ") hearing, and the DRB recommended the approval of the project with certain conditions and approved a Certificate of Appropriateness; and WHEREAS, on January 26, 2018, the City approved Amendment No.1, in the amount of $32,295, for design services, to incorporate the reduction and reconfiguration of the lake; removal of the parking lot from the west side of the property; increase the parking along Pinetree Drive; and reconfigure the walkway and jogging path; and WHEREAS, on March 7, 2018, the Mayor and City Commission adopted Resolution No, 2018- 30222, accepting the recommendation of the Finance and Citywide Projects Committee ( "FCWPC "), to continue with the current design of the park; and WHEREAS, as part of the 30% design review, comments were generated by City departments and the Parks and Recreational Facilities Advisory Board, and the following additional elements are necessary to be included in the design scope: pathway lighting, interior and exterior security lighting, tennis court lighting, conduits for the future installation of security cameras, and revised tennis center building; and WHEREAS, in addition, the conditions at the site have changed due to Hurricane Irma debris removal operations, and a revised site survey, tree report, and tree management plans are necessary; and WHEREAS, the Consultant submitted a price proposal for additional services for Amendment No. 2 in the negotiated amount of $35,698, for the design, permitting, bid award and construction administration of the above described services; and WHEREAS, City staff has found the proposal to be fair and reasonable; and WHEREAS, the total contract amount, including the previous amendment, will revise the contract amount to a not -to- exceed total of $1,001,458. ANALYSIS On December 9, 2015, the Mayor and City Commission adopted Resolution No. 2015- 29234, authorizing administration to enter into negotiations and further authorizing the Mayor and City Clerk to execute a Professional Services Agreement with the firm of Savino & Miller Design Studio, P.A., (Consultant), to provide professional services for the planning, design, bid, award and construction administration of the Future Community Park (former Par 3) (the Project). On May 19, 2016, a professional services agreement was executed in the amount of $933,465. On September 5, 2017 the conceptual drawings and renderings for the project were presented at the Design Review Board (DRB) hearing. The DRB recommended the approval of the project with certain conditions and approved a Certificate of Appropriateness. On January 26, 2018 the City approved Amendment No.1, in the amount of $32,295, for design services, to incorporate the reduction and reconfiguration of the lake; removal of the parking lot from the west side of the property and increase the parking along Pinetree Drive; and reconfigure the walkway and jogging path. On February 23, 2018 the Finance and Citywide Projects Committee (FCWPC) approved the conceptual design and directed staff to continue with the development and permitting of the project. The committee requested staff to prepare a list of project elements that could be implemented within the current available budget and to explore Brownfield grants for the remediation efforts. On March 7, 2018, the City Commission passed Resolution 2018 - 30222, accepting the recommendation of the FCWPC, to continue with the current design of the park. Page 654 of 1842 As part of the 30% design review, comments were generated by City departments and the Parks and Recreational Facilities Advisory Board and the following additional elements are necessary to be included in the design scope: Pathway lighting along the .52 mile vita course loop Interior and exterior security lighting at tennis / restroom building Tennis court Lighting at six (6) tennis courts • Conduit and control panel to accommodate the future installation of security cameras by others at the proposed tennis and restroom building Revised Tennis Center building and bathroom In addition, the conditions at the site have changed due to Hurricane Irma debris removal operations and the following scope is necessary to be conducted: Revised Site Survey Revised Tree Report Revised Tree Management plans The Consultant submitted a price proposal for additional services for Amendment No. 2 (Attachment A) in the negotiated amount of $35,698, for the design, permitting, bid award and construction administration of the above described services.
