A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, APPROVING AND
AUTHORIZING THE PLACEMENT OF EIGHTY (80) BANNERS
FOR FESTIVAL SEASON 2001, TO BE HELD MAY 21, 2001, TO
SEPTEMBER 21, 2001, AS REQUESTED BY THE APPLICANT AT
THE FOLLOWING LOCATIONS: MACARTHUR CAUSEWAY,
BETWEEN THE COAST GUARD STATION AND ALTON ROAD;
5TH STREET, BETWEEN ALTON ROAD AND OCEAN DRIVE;
COLLINS AVENUE, BETWEEN 43RD AND 62ND STREET;
COLLINS A VENUE, BETWEEN 71ST AND 87TH STREET;
HARDING AVENUE, BETWEEN 73RD AND 87TH STREET;
ABBOTT AVENUE, BETWEEN 69TH AND 73RD STREET;
ARTHUR GODFREY 941 STREET, BETWEEN ALTON ROAD

TO BE AFFIXED TO LIGHT POLES IN THE PUBLIC RlGHT-OF-
WAY, MEASURING 3 FEET X 7 FEET AND HAVING COPY AND
DESIGN AS SHOWN ON THE ATTACHED DRAWINGS; TO BE
INSTALLED AND REMOVED IN ACCORDANCE WITH ALL
OTHER APPLICABLE CITY REQUIREMENTS; THE
ADMINISTRATION FURTHER RECOMMENDS THAT THESE
BANNERS BE INSTALLED NO EARLIER THAN JUNE 6, 2001,
AND REMOVED BY SEPTEMBER 28, 2001.
WHEREAS, the Festival Season 2001 (Applicant) will be held May 21, 2001, through
September 21,2001, in the City of Miami Beach; and
WHEREAS, in order to publicize the event and draw attention of the media and the
public at large, the Applicant has requested light pole banners, measuring 3 feet by 7 feet; and
WHEREAS, the Applicant has been through the required design review permit process
in order to obtain approval for said banners; and
WHEREAS, said banners are to be installed no earlier than June 6, 2001, and removed
by September 28, 2001; and
WHEREAS, the Applicant has requested approval and authorization for the placement of
a total of eighty (80) banners; and
WHEREAS, the Applicant has posted a performance bond to ensure the removal of the
banners by September 28, 2001, and will ensure that any damage to light poles will be repaired
at its expense, and will meet all other applicable City requirements; and
WHEREAS, City Code Section 82-411 (d) requires that the Mayor and City
Commission approve the installation of temporary banners.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission herein approve and authorize the placement of eighty (80) banners for the Festival
Season 2001 to be held in the City of Miami Beach, May 21,2001, through September 21, 2001,
as requested by the Applicant at the following locations: McArthur Causeway, between the Coast
Guard Station and Alton Road; 5th Street, between Alton Road and Ocean Drive; Collins
Avenue, between 43rd and 62nd Street; Collins Avenue, between 71st and 87th Street; Harding
A venue, between 73rd and 87th Street; Abbott A venue, between 69th and 73rd Street; Arthur
Godfrey 941 Street, between Alton Road and Pine Tree Drive; Convention Center Drive,
between 17th Street and Dade Boulevard; Washington Avenue, between Lincoln Road and Dade
Boulevard; Dade Boulevard, between Washington Avenue and Alton Road; said banners to be
affixed to light poles in the public right-of-way; measuring 3 feet by 7 feet and having a copy
and design as shown on the attached drawing; and to be installed and removed in accordance
with all other applicable City requirements; the Administration further recommends that these
banners be installed no earlier than June 6, 2001, and removed by September 28, 2001.

following information is provided for the Light Pole Banners for Festiva]
Season 200] May 2] - September 21,200].
The light pole banners for Festival Season 200] are 3ft. in width and 7ft. in length double
faced and are made of vinyl. It will be a four-color process screen-printed. The te>..1 of the
light pole banner is the name oftbe event. The logo of Festival Season is less than one
square foot of the total area of the pole banner. There will be a City of Miami Beach logo
and the GMCVB logo will appear on the bottom of the banner. Tbere are no other logos
on the banner.

ANALYSIS
The City Code Section 82-411 (d) requires that the City Commission approve the installation of
temporary banners which reads, in part:

(1) The right to install, as well as the number, location and method of installation of banners
shall be subject to the design review process and approved by the City Commission and the
Public Works Department.
(2) Banners shall not exceed three feet in width by seven feet in length. Banners may be
double-sided. The color, design and material of all banners shall be approved under the
design review process.
(3) Banners announcing special events either to be held in City or to be associated in some
manner with the city, as determined by the City Commission, may be erected up to 30 days
prior to the event being announced and must be removed within seven days after such event.
Special event banners shall require prior approval by the City Commission.
(4) A performance bond shall be required to ensure the removal of the banners in case of
advanced deterioration of the banners, or if a dangerous condition presents itself, the City
may at its sole discretion direct banners to be removed at any time.
The purpose of the banners is to promote Festival Season 2001, a collaborative destination marketing
campaign for the upcoming summer 2001 low season, developed by the Miami Beach Visitor and
Convention Authority (VCA), the City of Miami Beach (CMB), the Greater Miami Convention and
Visitor's Bureau (GMCVB) and the Miami Beach Chamber of Commerce Travel and Tourism
Committee.
Events funded by the VCA such as the Florida Dance Festival and Hispanic Theatre Festival in June,
Sports Y A Beach Soccer and the Franco Hispanic Film Festival in July, and Summer Screen in
August, will be promoted in the Festival Season 2001 campaign.
If approval is granted, the proposed temporary banners are recommended to be installed no earlier
than June 6, 2001 and removed no later than September 28, 2001 by the banner company.
The City Commission should approve the installation ofthe subject light pole banners for Festival
Season 2001, to be held in the City of Miami Beach, from May 21, 2001, to September 21, 2001.
