RESOLUTION NO, 2001-24459
A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA APPROPRIATING FUNDS, IN THE AMOUNT OF
$84,115, FROM THE $92 MILLION GENERAL OBLIGATION BONDS SERIES
2000 FUND No. 374, FOR THE PINE TREE PARK RENOVATION PROJECT, AS
SPECIFIED IN THE 1999 GENERAL OBLIGATION BOND PROGRAM, AND
ESTABLISHING A WORK ORDER NECESSARY TO COMPLETE THIS
PROJECT.
WHEREAS, on November 2, 1999, the voters of Miami Beach approved the issuance of an
approximate $92 Million General Obligation (GO) Bonds Issue; and
WHEREAS, included in this bond was $24.8 Million for Parks and Beaches with an
allocation of $90,000 designated for improvements to Pine Tree Park; and
WHEREAS, these new improvements at PineTree Park include a fenced dog park; site
furnishings (drinking fountain, benches, trash receptacles and bicycle racks); additional landscaping
and selected eradication of exotic plant material; enhancements/embellishments to the bollards in
the front of the park and replacement of the fencing on the south side of the park; as well as Public
Works construction Management fees associated with the Project; and
WHEREAS, the Property Management Department will serve as the General Contractor on this
project and Property Management and the Parks Division with their related subcontractors will complete
the work, projected at this time to begin no later than June 18,2001, and be completed within 120 days;
and
WHEREAS, the Administration is requesting that the Mayor and City Commission
appropriate $84,115 from the $92 Million GO Bond Series 2000 Fund No. 374 to the Work Order
for the PineTree Park Project, to ensure the funding allocation and expenditures are properly
recorded.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby authorize the appropriation of funds, in the amount of$84,115, from the $92
Million General Obligation Bond Series 2000 Fund No. 374, for the renovations to Pine Tree Park,
as specified in the 1999 General Obligation Bond Program and establish the work order necessary
to complete this project.

Pine Tree Park, the
passive park of the Mid-
Beach District, is a 7:75
acre neighborhood park
with two main zones of
vegetation, One is the
mangrove preserve
along the Indian Creek
Waterway and the other
is the inland native
hammock where
species such as gumbo
limbo and mahogany thrive. A network of paved
pathways provide a leisurely setting in which to stroll
through the landscaped areas and butterfly garden, or to
use the Vita Course components. Enhanced security
lighting will permit extended usage of the park into the
evening hours.

Mid-Beach District

A more welcoming appearance along Pine Tree Drive is
achieved by the removal of the existing concrete wall and
the installation of decorative precast bollards, allowing
views. into the park and inviting passerby to enter and
enjoy the park, To further create an inviting edge along
Pine Tree Drive and help activate this presently under
utilized park, two new entry features will be added; one
for pedestrians, composed of a decorative gate, columns
and park signage, and one for cars to enter into a small
parking area located inside the park boundaries.

ANALYSIS
On November 2, 1999 the voters of Miami Beach approved the issuance of an approximate $92

Oversight Committee at their next regularly scheduled for June 4, 2001. The Administration is
requesting that the Commission appropriate $84,115.00 from the City's $92 Million GO Bond
Series 2000 Fund No, 374 to the work order for the PineTree Park Renovation Project as specified
in the 1999 General Obligation Bond Program to enable this park to be completed as envisioned in
the 1996 Parks Master Plan and endorsed by the citizens of Miami Beach.
