A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, APPROPRIATING FUNDS, IN THE
AMOUNT OF $21,794, FROM THE $92 MILLION GENERAL
OBLIGATION BOND PROGRAM (GO), SERIES 2000, FOR TESTING
SERVICES AND ADDITIONAL SERVICES PERFORMED BY THE FIRMS
OF MCHARRY ASSOCIATES AND WEINGERTER LABORATORIES,
INC., FOR THE RENOVATION AND REHABILITATION OF FIRE
STATION NO.4.
WHEREAS, on January 20, 2000, Request for Qualifications (RFQ) No. 41-99/00 was issued
for Architectural and Engineering services for design and construction administration services for the
Rehabilitation of the Existing Historic Fire Station No.4 and an Addition to the building (the Project); and
WHEREAS, at its regular meeting on July 12,2000, the Mayor and City Commission approved
a Professional Services Agreement, in the amount of$165,636, with the firm of MCHarry & Associates,
Inc. (MCHarry) for the Project; and
WHEREAS, the scope was increased when General Obligation Bond Program (GO) funds
became available, in the amount of$I,925,525, which have already been allocated to the Project; and
WHEREAS, a portion of the allocated funds, in the amount of $43,864, was budgeted for survey
and testing services and $21,794 is now needed for the structural analysis and evaluation, compression
tests, chlorine content tests and load tests for the Project; and
WHEREAS, the Administration is now requesting appropriation of the General Obligation Bond
Program funds, allocated to Fire Station No.4, in the amount of $21,794, for the testing and additional
services performed by MCHarry and Weingerter Laboratories, Inc. for the Project.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission herein
appropriate funds, in the amount of $21,794, from the $92 million General Obligation Bond Program
(GO), Series 2000, for testing services and additional services performed by the firms of MCHarry
Associates, Inc. and Weingerter Laboratories, Inc., for the Renovation and Rehabilitation of Fire Station
No.4.

ADMINISTRATION RECOMMENDATION:
Adopt the Resolution.
FUNDING:
Funding is available from the $1,925,525 allocated in the $92 million General Obligation Bond Program
(GO), Series 2000. Funds will be placed in Fund 375, Work Order 2286, Standing Order 15473, for Fire
Station No.4.
ANALYSIS:
On January 20, 2000, Request for Qualifications (RFQ) No. 41-99/00 was issued for for Architectural and
Engineering services for design and construction administration services for the rehabilitation of the
existing historic Fire Station No.4 and an addition to the building (the Project).
On May 24, 2000, the City Commission authorized the Administration to negotiate an agreement with the
first ranked firm ofMCHarry & Associates, Inc.
The Administration requested approval from the City Commission on July 12,2000, for a Professional
Services Agreement, in the amount of$165,636, with the firm ofMC Harry & Associates, Inc. for design
and construction administration services, for the rehabilitation of the existing Fire Station No.4 and an
addition to the building to house dormitories and the fire apparatus.
The Mayor and City Commission adopted the resolution approving the Professional Services
Agreement, in the amount of $165,636, with the firm of MCHarry & Associates, Inc. for design and

construction administration services, for the rehabilitation of the existing Fire Station No.4 and an
addition to the building to house dormitories and the fire apparatus. The scope of the project Was
increased when GO funds became available, in the amount of$I,925,525, which have already been
allocated for the Rehabilitation and Expansion of Fire Station No.4.
The additional services for MCHarry are required due to the recent structural evaluation report and the
testing performed at the existing building. The City has also tested, with Weingerter Laboratories, Inc.,
for concrete compression strength, for concrete chlorine content and has performed a load test in
accordance with the South Florida Building Code. An engineering report and calculations were
prepared by the firm of Bliss & Nyitray (B&N) for MCHarry which have shown that the existing
building has structural deficiencies which must be addressed. B&N also participated in the load testing
process and provided recommendations on the results obtained.
The Administration is now requesting appropriation of General Obligation Bond Program funds, in the
amount of$21, 794, for additional services for the firms ofMCHarry & Associates, Inc. and Weingerter
Laboratories, Inc., for design and construction administration services and testing for the rehabilitation
ofthe historic building and an addition to Fire Station No.4.

SERVICES PERFORMED BY THE FIRMS OF MC HARRY ASSOCIATES AND
WEINGERTER LABORATORIES, INC., FOR THE RENOV A nON AND
REHABILITATION OF FIRE STATION NO.4.
This Amendment No.1, dated as of June 6, 2001, to that certain Agreement (the
"Agreement"), dated July 12,2000, by and between the CITY OF MIAMI BEACH, FLORIDA
(City), and MC HARRY ASSOCIATES, INC. (Consultant).
WHEREAS, on January 20, 2000, Request for Qualification (RFQ) No. 41-99/00, was
issued for Architectural and Engineering services for design and construction administration for the
rehabilitation of the existing building and an addition to Fire Station No.4; and
WHEREAS, on May 24, 2000, the Mayor and City Commission accepted the City
Manager's recommendation, and authorized the Administration to negotiate an Agreement with the
first-ranked firm ofMC Harry Associates, Inc.; and
WHEREAS, on July 12,2000, the Mayor and City Commission approved a Professional
Services Agreement, in the amount of $160,636, plus a not to exceed amount of $5,000, for
reimbursable expenses, with the firm of MC Harry Associates, Inc., for design and construction
administration services, for the rehabilitation of the existing Fire Station No.4 and an addition to
the building to house dormitories and fire apparatus; and
WHEREAS, on July 12,2000, the Administration requested the appropriation of$165,636,
from the $92 Million General Obligation Bond Program, for the Agreement with MC Harry
Associates, Inc., and
WHEREAS, on June 6, 2001, the Administration requested the appropriation of $21,794,
from the $92 Million General Obligation Bond Program, for testing services and Additional Services
performed by the firms ofMC Harry Associates, Inc., and Weingerter Laboratories, Inc., for the
renovation and rehabilitation of Fire Station No.4; and
WHEREAS, the appropriated amount of $21,794, is comprised of $13,774 to cover the fees
for Additional Design Services for MC Harry Associates, Inc., and $8,020 to cover testing services;
and
WHEREAS, the City wishes to amend the Agreement with Consultant, and increase the
contract by $21,794 available from the 1999, $92 Million General Obligation (G.O.) Bond to cover
testing services and additional architectural and engineering fee for the Project.
NOW, THEREFORE, the City and Consultant agree to amend the Agreement as follows:
1. ABOVE RECITALS
The above recitals are true and correct and are incorporated as a part of this Amendment No.1.
2. MODIFICATIONS
The Agreement is amended to include the Additional Services, as described in Exhibit "A"
entitled "Scope of Services/Compensation for Additional Services", attached hereto.
3. OTHER PROVISIONS.
All other provisions of the Agreement, as amended, are unchanged.
4. RATIFICATION
The City and Consultant ratify the terms of the Agreement, as amended by this Amendment No.1
IN WITNESS WHEREOF, the parties hereto have caused this Amendment No.1 to be executed
in their names by their duly authorized officials as of the date first set forth above.

Scope of Services/Compensation for Additional Services
Scope of Services:
The Scope of the Consultant's services shall include but are not limited to the following:
. Structural Investigation: Based on concrete core test results taken on the existing Fire Station.
Consultant shall provide a structural evaluation of the original Fire Station facility, leading
to a recommendation for structural remediation measures.
Lump Sum Fee: $4,531
. Load Test Oversight: Consultant shall provide a structural engineer to observe the load test
performed by the City, through its consultant, and shall provide written reports of
observations and findings.
Lump Sum Fee: $5,403
. To study Alternate Site Schemes: Consultant shall provide architectural planning services to
study alternative site ~chemes as directed by the City; attend workshops; and provide the
graphics for approximately three (3) alternative site development schemes; provide
conceptual cost estimate for each.
Lump Sum Fee: $3,840
. Testing Services.
Fee: $8,020
