RESOLUTION NO. 2001-24469
A RESOLUTION OF THE MAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA, URGING
MIAMI-DADE COUNTY TO CONTINUE THE EAST FLOW
FLIGHT TRACK TEST PROCEDURE IN ORDER TO ABATE
NIGHTTIME AIRCRAFT NOISE.
WHEREAS, the citizens of Miami Beach and other locales in Miami-Dade County are
concerned with nighttime aircraft noise; and
WHEREAS, the Miami-Dade County Aviation Department, in response to citizens'
complaints, enacted an East Flow Flight Track Test Procedure to help reduce aircraft noise; and
WHEREAS, the East Flow Flight Track Test Procedure is scheduled for only a six-month
test period; and
WHEREAS, the six-month test period ends in June, 2001; and
WHEREAS, the Federal Aviation Administration (F M) in Atlanta is still withholding fmal
approval of a permanent nighttime East Flow Flight Track Management Procedure; and
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that Miami-Dade County is
hereby urged to continue the East Flow Flight Track Test Procedure until the FAA grants approval
for a permanent East Flow Flight Track.
PASSED and ADOPTED this 6th day of June, 2001.

UPSET ABOUT AIRCRAFT NOISE!
Now is the time to let your voices be heard. Jan. 2001
Miami Dade Aviation & the FAA implemented test flight
patterns to reduce the aircraft noise between the
hours of 1Ip.m. & 6a.m. for a 6 month period. The
Noise Abatement Task Force had high expectations the
FAA would approve these night time patterns
permanently. These nighttime flight patterns have
reduced the noise & enchanced our quality of life. The
dead date for this trial period is June 11,2001. If
the FAA does not give their approval by this date the
flight patterns will revert to the formerly
intolerable noise levels over Miami Beach. Without
this permanently in place it will be extremely
difficult to work toward daytime changes.

JefL.great meeting the other night. Has there been any progress in finding a way to
continue the current east flow test beyond June, 2001? I spoke with Bill K. after our
last meeting and he personally wasn't aware of the improvements that have been
made since implementing the east flow test. Would it be appropriate to share some of
the Dnl data and list of noise complaints between the hours of 11 PM and SAM with
Bill? I would imagine that he would find the information quite positive and
encouraging,
As you can imagine, the community is hanging on the hope that this east flow test from
11 PM to 6AM can continue. I would hate to see us go back to the old spaghetthi
pattern of six months ago. And as I stated at the last meeting, I am convinced that
there is a lot of good public relations available to MOAD as a result of requesting this
test and subsequently finding a way to continue the test until the FAA approves OUf
application for a permanent east flow flight track system. This is a concrete example of
moving forward and I think the press should know about this.

Tory, great to talk with you again. Attached is Le Bright's phone number and postal
address. He is Vice-president of the Miami hub and so therefore could have a great
deal to say about the noise issue. I have briefed him in the past about this issue and
he was very supportive and gave Dave Wehby the green light to get involved which
brought us the flight track management procedure that we are now trying to get
implemented on a full time basis.
As we discussed over the phone. we are approaching the end of the 6 month east flow
test period that was implemented by Bill Kribble, ATC Tower Manager. The FAA in
Atlanta is still withholding final approval of the permanent nighttime east flow
procedure. which means after this 6 month test ends (early June) the airport's A TC

Pinenas that this would be a public relations fiasco for the county to allow the airport to
go backwards after an the effort that has been made to move this small but very
important procedural change forward. It is vital that we impress upon the county the

approval, it is still unknown when we could see their approval forthcoming. Though

. AIRPORINOISE PROPOSAL
In an effort to reduce noise over residential neighborhoods, Miami International
Airport is experimenting with three nighttime takeoff paths over Biscayne Bay
and less populated areas. Aviation officials are seeking federal permission to
make the paths permanent. But many residents say the airport isn't doing
enough.

Resolution Number 2001-24469, urging Miami-Dade County to continue the East- V I/""
Flow Flight Track test procedures. As you are aware, the County is awaiting approval
from the Federal Aviation Administration for a permanent change to these tracks
during the hours between 11 :00 p.m. to 6:00 a.m.

Please be assured that we are diligently pursuing all avenues to continue our East-
Flow Flight Track Procedures upon completion of the FAA test.
The Miami-Dade Aviation Department has, in fact, already submitted similar flight
track headings to the FAA. These alternate headings will enable us to initiate a new
test that will result in the same if not improved mitigation of nighttime aircraft noise
under east-flow conditions. These are being sought as interim relief measures until
the permanent change is approved.
I hope that the above addresses your concerns. I sincerely thank you for informing
me of the City's Resolution. As always, we appreciate the fact that the County and
your City are close neighbors and we will continue to work toward our common goals
of protecting all of our citizens from adverse impacts.
