A RESOLUTION APPROVING AND AUTHORIZING THE CITY
MANAGER OR HIS DESIGNEE TO SUBMIT THE FOLLOWING
GRANT FUNDING REQUESTS: 1) FEDERAL EMERGENCY
MANAGEMENT AGENCY (FEMA) PRE-DISASTER MITIGATION
AND HAZARD MITIGATION FUNDS IN AN AMOUNT NOT TO
EXCEED $1,000,000 FOR PROTECTIVE GLASS AND
SHUTTERS AT BUILDINGS THROUGHOUT THE CITY; 2)
RETROACTIVE APPROVAL FOR THE MIAMI-DADE COUNTY
TOURIST DEVELOPMENT GRANT PROGRAM FOR FUNDING,
IN AN AMOUNT NOT TO EXCEED $15,000 FOR FESTIVAL OF
THE ARTS, 2009; 3) RETROACTIVE APPROVAL FOR THE
MIAMI-DADE COUNTY COMMUNITY GRANTS PROGRAM FOR
FUNDING, IN AN AMOUNT NOT TO EXCEED $10,000 FOR
FESTIVAL OF THE ARTS, 2009; AND, 4) URBAN AREA
SECURITY INITIATIVE (UASI) FUNDING IN AN AMOUNT NOT
TO EXCEED $500,000 FOR HOMELAND SECURITY NEEDS
CITYWIDE; AND APPROVING THE EXECUTION OF THE
FOLLOWING TWO LOCAL AGENCY PROGRAM
AGREEMENTS: 1) LOCAL AGENCY PROGRAM AGREEMENT
WITH FLORIDA DEPARTMENT OF TRANSPORTATION, FOR
FUNDING IN AN AMOUNT NOT TO EXCEED $490,000 FOR THE
DADE BLVD BIKE PATH; AND, 2) LOCAL AGENCY PROGRAM
AGREEMENT WITH FLORIDA DEPARTMENT OF
TRANSPORTATION FOR FUNDING IN AN AMOUNT NOT TO
EXCEED $705,000 FOR THE MIDDLE BEACH RECREATIONAL
CORRIDOR PROJECT; FURTHER APPROPRIATING ALL THE
ABOVE GRANTS, AGREEMENTS AND MATCHING FUNDS, IF
APPROVED AND ACCEPTED BY THE CITY; AND
AUTHORIZING THE EXECUTION OF ALL NECESSARY
DOCUMENTS RELATED TO THESE APPLICATIONS AND
AGREEMENTS BY THE CITY MANAGER OR HIS DESIGNEE.
WHEREAS, the Pre-Disaster Mitigation (PDM) program was authorized by §203
of the Robert T. Stafford Disaster Assistance and Emergency Relief Act (Stafford Act),
42 USC and funding for the program is provided through the National Pre-Disaster
Mitigation Fund; and
WHEREAS, both the PDM program and the Hazard Mitigation Grant Program
(HMGP) were created to assist States and local governments in implementing cost-
effective hazard mitigation activities that complement comprehensive mitigation
programs, reduce injuries, loss of life, and damage and destruction of property; and
WHEREAS, the Administration proposes submitting two applications for PDM
and HMGP funds, the first, to install protective glass and shutters at the following
proposed locations: the 21St Street Community Center, 555 17th Street and 1701
Meridian Avenue building (aka 777 building), and the second application will be on
behalf of the Talmudic University to install protective glass and shutters at the 4000
Alton Road location; and
WHEREAS, FEMA regulations state that private non-profit (PNP) organizations
and private colleges and universities cannot apply directly for these funds; however, an
eligible, relevant State agency or local government may apply for assistance to benefit
the private entity; and
WHEREAS, the Talmudic University has requested that the City submit an
application on their behalf, the City's application will be listed as Priority 1 and the
University as Priority 2 for funding and, the University, if awarded, will manage and
assume full responsibility of their grant, project and matching funds requirement; and
WHEREAS, a 25% match is required of this grant, the City will utilize matching
funds in an amount not to exceed $250,000 and the source of the match is to be
determined upon award of the grant; and
WHEREAS, this project supports the Key Intended Outcome: Ensure well-
maintained facilities; and
WHEREAS, approval is requested to submit grant applications to the Federal
Emergency Management Agency (FEMA) Pre-Disaster Mitigation Program and Hazard
Mitigation Fund Program for funding in an amount not to exceed $1,000,000 for
protective glass and shutters at buildings throughout the city; and
WHEREAS, Miami-Dade County's Tourist Development Council (TDC) serves as
a catalyst to promote Miami-Dade County as a tourist destination by encouraging and
investing in outstanding tourism-oriented cultural and special events that distinguish our
destination as a world class center; and
WHEREAS, the Miami Beach Festival of the Arts will be celebrating its 35th year
on February 7 and 8 2009 and is the premier tourist event in North Beach; and
WHEREAS, the grant requires matching funds in the amount of $15,000 which
will be provided from corporate support donated to the program; and
WHEREAS, this program supports the key intended outcome: Increase
community rating of cultural activities; and
WHEREAS, retroactive approval is requested to submit a grant application to
Miami-Dade County Department of Cultural Affairs for the FY 2008/09 Tourist
Development Council Program for funding in an amount not to exceed $15,000 for the
Miami Beach Festival of the Arts, 2009; and
WHEREAS, funded by Miami-Dade County, the Community Grants Program
funds projects with community involvement and a strong community outreach
component; and
WHEREAS, the grant requires matching funds in the amount of $10,000, which
are available from corporate support donated to this project; and
WHEREAS this program supports the key intended outcome: Increase
community rating of cultural activities; and
WHEREAS, retroactive approval is requested to submit a grant application to
Miami-Dade County Department of Cultural Affairs for the FY 2008/09 Community
Grants Program for funding in an amount not to exceed $10,000 for the Miami Beach
Festival of the Arts, 2009; and
WHEREAS, the Urban Area Security Initiative (UASI) is funded through the
Department of Homeland Security (DHS), under the Homeland Security Grant Program
to enhance the ability of state and local government to prevent, protect against, respond
to and recover from terrorist attacks and other disasters; and
WHEREAS, the federal government allocates funding to the different Urban
Area groups based on a risk-based methodology and the City of Miami Beach receives
UASI funding as part of the allocation for the Miami Urban Area; and
WHEREAS, the City anticipates submitting an application for UASI funding an
amount not to exceed $500,000; and
WHEREAS, no matching funds are required from the City; and
WHEREAS, this project supports the key intended outcome: Increase resident
ratings of public safety services; and
WHEREAS, in addition to the above grant funding requests, the Administration
requests approval to execute the following two agreements; and
WHEREAS, retroactive approval to submit the following grant applications to the
Urban Areas Security Initiative (UASI) program in an amount not to exceed $500,000 for
FY 2009 funding; and
WHEREAS, the Dade Boulevard Bike Path will create amulti-purpose public
access corridor on the south side of Dade Boulevard between Purdy Avenue to the 23rd
Street Bridge, adjacent to the Collins Canal and will serve as a connection to businesses,
residential areas, schools, parks, and beaches to promote alternative transportation via
bicycling or walking; and
WHEREAS, the Local Agency Program agreement with Florida Department of
Transportation will provide funding for construction of the Bike Path.; and
WHEREAS, this project supports the key intended outcome enhance mobility
throughout the City; and
WHEREAS, approval is requested for the City Manager or his designee to
execute a Local Agency Program Agreement with Florida Department of Transportation,
for funding in an amount not to exceed $490,000 for the Dade Blvd Bike Path; and
WHEREAS, the Middle Beach Recreational Corridor, Phase 1, consists of the
construction of an on-grade pedestrian walkway in the middle coastal area of Miami
Beach, and the project is part of the Atlantic Greenway project
WHEREAS, the Local Agency Program agreement with Florida Department of
Transportation will provide funding for construction of the Middle Beach Recreational
Corridor.; and
WHEREAS this project supports the key intended outcome enhance mobility
throughout the City.
WHEREAS, matching funds are not required for either of the above two Local
Agency Program Agreements; and
WHEREAS, approval is requested for the City Manager or his designee to execute a
Local Agency Program Agreement with Florida Department of Transportation, for
funding in an amount not to exceed $705,000 for the Miami Beach Recreational Corridor
NOW, THEREFORE, BE IT DULY RESOLVED THAT THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH hereby approve and authorize
the City Manager or his designee to submit the following grant applications: 1)
Federal Emergency Management Agency (FEMA) Pre-Disaster Mitigation and Hazard
Mitigation funds for the protective glass and shutters at buildings throughout the city; 2)
Retroactive approval for the Miami-Dade County Tourist Development Grant Program for
funding, in an amount not to exceed $15,000 for Festival of the Arts, 2009; 3)
Retroactive approval for the Miami-Dade County Community Grants Program for
funding, in an amount not to exceed $10,000 for Festival of the Arts, 2009; and, 4) Urban
Area Security Initiative (UASI) funding in an amount not to exceed $500,000 for
homeland security needs citywide; and approving the execution of the following two local
agency program agreements: 1) Local Agency Program Agreement with Florida
Department of Transportation, for funding in an amount not to exceed $490,000 for the
Dade Blvd Bike Path; and, 2) Local Agency Program Agreement with Florida
Department of Transportation for funding in an amount not to exceed $704,000 for the
Middle Beach Recreational Corridor project; further appropriating all the above grants

and maintenance of the city's buildings as fair or poor; and 16% of residents rate the city's emergency
preparedness as either fair or poor; 2) and 3) 30% of residents rated the availability of cultural activities on
the beach as too few; 78% of residents believe that the tourism industry contributes to their quality of life
within the city; 4) Safety (crime, police) was rated as the number one change that would make Miami
Beach a better place to live, work play or visit; and for agreements: 1) and 2) 37% of total residents do not
use a car as their primary mode of transport; the availability of pedestrian trails and bicycle paths/lanes
was rated poor by 33% of respondents and fair by another 40%, and traffic appears as one of the most
important areas affecting residents quality of life; 35% of residents rated the availability of pedestrian trails
and bicycle paths/lanes as excellent or good and 30% poor; traffic is ranked #2 by residents as one of the
changes that will make Miami Beach a better place to live; and, traffic flowwhere you drive in Miami Beach
is a key driver for recommending Miami Beach as a place to live.

ANALYSIS
1. Approval to submit grant applications to the Federal Emergency Management
Agency (FEMA) Pre-Disaster Mitigation (PDM) and Hazard Mitigation Grant Program
(I•iMGP) for funding in an amount not to exceed $1 000.000 for protective glass and
shutters at buildings throughout the city;
The Pre-Disaster Mitigation program was authorized by §203 of the Robert T. Stafford
Disaster Assistance and Emergency Relief Act (Stafford Act), 42 USC. Funding for the PDM
and the HMGP programs is provided through FEMA to assist States and local governments
in implementing cost-effective hazard mitigation activities that complement comprehensive
mitigation programs, reduce injuries, loss of life, and damage and destruction of property.
As required, the City has aFEMA-approved mitigation plan and is eligible to receive project
grant funding under these programs.
The Administration proposes submitting two applications for PDM and HMGP funds. The
first, to install protective glass and shutters at the following proposed locations: the 21St
Street Community Center, the 555 17th Street building and the 1701 Meridian Avenue
building (aka 777 building). The buildings listed above require protection for windows
during a significant weather event. The second will be on behalf of the Talmudic University
to install protective glass and shutters at the 4000 Alton Road location.

Miami-Dade County's Tourist Development Council (TDC) serves as a catalyst to promote
Miami-Dade County as a tourist destination by encouraging and investing in outstanding
tourism-oriented cultural and special events that distinguish our destination as a world class
center for theater, concerts, recitals, opera, dance, art exhibitions, festivals, sports events,
film and television originations and othertourist-related activities. The TDC is anine-member
volunteer board created by State Statute and .County Ordinance whose members are
appointed by the Miami-Dade Board of County Commissioners and have backgrounds in the
tourism industry.
The Miami Beach Festival of the Arts will be celebrating its 35th year in 2009. Free to the
public, thistwo-day event will be held on Ocean Terrace in North Beach. The Festival will be
held February 7-8 2009. Approximately 150 artists are selected to participate by the
selection committee, which reviews slides from hundreds of artists from the U.S., Canada,
and Europe. In addition to participating in a juried art competition, the artists display and sell
their work, which runs the gamut of visual arts media. The Festival also features a local artist
program offirst-time invited artists from the community, as well as international food vendors
and interactive arts activities for young people.
The Festival has been a consistent visitor attraction for the past 34 years. It is the premier
tourist event in North Beach and is held the weekend prior to the Coconut Grove Arts
Festival. North Beach hotels offer attractive packages to the artists who stay through the
two weekends to participate in both festivals. The Festival is an important annual tourist and
community event in North Beach.
The grant requires matching funds. Matching funds in the amount of $15,000 are available
for this project from corporate support donated to the program. This program supports the
key intended outcome: Increase community rating of cultural activities.
3. Retroactive approval to submit a grant application to Miami-Dade County
Department of Cultural Affairs for the FY 2008/09 Community Grants Program for
funding in an amount not to exceed $10,000 for the Miami Beach Festival of the Arts,

The Community Grants Program is funded by Miami-Dade County, and provides capital to
projects with community involvement and a strong community outreach component,
particularly cultural neighborhood activities encouraging the preservation of heritage,
traditions and culture.
The Administration has applied for funding for the Festival of the Arts 2009 event (described
above). The grant requires matching funds in the amount of $10,000, which are available
from corporate support donated to this project. The Administration requests retroactive
approval to apply for these funds. This program supports the key intended outcome:
Increase community rating of cultural activities.
4. Approval to submit a grant application to the Urban Area Security Initiative (UASI)
program in an amount not to exceed $500,000 for FY 2009 funding
The Urban Area Security Initiative (UASI) is funded through the Department of Homeland
Security (DHS), under the Homeland Security Grant Program. One of the core missions of
the DHS is to enhance the ability of state and local government to prevent, protect against,
respond to, and recover from terrorist attacks and other disasters. The UASI grant program
focuses on planning, equipment, training and exercise needs of high threat, high density
urban areas.
The federal government allocates funding to the different Urban Area groups based on a
risk-based methodology. The City of Miami Beach receives UASI funding as part of the
allocation for the Miami Urban Area. The City will be utilizing grant funds to further
homeland security needs.
The City anticipates submitting an application for UASI funding an amount not to exceed
$500,000. No matching funds are required from the City. This project supports the key
intended outcome: Increase resident ratings of public safety services.
In addition to the above grant funding requests, the Administration requests approval to
execute the following two agreements:
1. Approval For The City Manager Or His Designee To Execute A Local Agency
Program (LAP) Agreement With Florida Department Of Transportation, For Funding
In An Amount Not To Exceed $490,000 For The Dade Blvd Bike Path
The Dade Boulevard Bike Path will create amulti-purpose public access corridor on the
south side of Dade Boulevard between Purdy Avenue to the 23rd Street Bridge, adjacent to

The LAP agreement will provide funding for construction of the Bike Path. Design for this
project is 60% complete and it is anticipated that the project will begin construction in June
2009.
The Dade Blvd Bike path is part of the Collins Canal Enhancement project. The
construction portion of the Dade Blvd Bike Path is estimated to cost $2,611,100. The total
project cost, including design is anticipated to be $3,577,427. Matching funds are not
required for this agreement, however, additional funding included in this project include:
People's Transportation Plan Funds, Transport Enhancement Project Funds and Federal
Highway Priority Project Funds. This project supports the key intended outcome enhance
mobility throughout the City.
2. Approval for the city manager or his designee to execute a Local Agency Program
Agreement With Florida Department Of Transportation, for funding in an amount not
to exceed $705,000 for the Miami Beach Recreational Corridor
The Middle Beach Recreational Corridor, Phase 1, consists of the construction of an on-
gradepedestrian walkway encompassing about 950 feet of the middle coastal area of Miami
Beach. The MBRC is part of the Atlantic Greenway project and extends from 21St Street to
64th Street. The scope of this project, which includes the abovementioned $705,000, will run
along the western edge of the dune, extending from the south property line of the Eden Roc
(4525 Collins Avenue) to the north property line of Indian Beach Park. This project supports
the key intended outcome enhance mobility throughout the City.
Matching funds are not required for either of the above two Local Agency Program
Agreements.
CONCLUSION
The Administration requests approval to authorize the City Manager or his designee to
submit the following grant applications:1) Federal Emergency Management Agency (FEMA)
Pre-Disaster Mitigation funds and Hazard Mitigation Program funds for protective glass and
shutters at buildings throughout the city; 2) Miami-Dade County Tourist Development Grant
Program for funding, in an amount not to exceed $15,000 for Festival of the Arts, 2009; 3)
Miami-Dade County Community Grants Program for funding, in an amount not to exceed
$10,000 for Festival of the Arts, 2009; and, 4) Urban Area Security Initiative (UASI) funding
in an amount not to exceed $500,000 for homeland security needs citywide; and approval to
execute the following two local agency program agreements: 1) Local Agency Program
Agreement with Florida Department of Transportation, for funding in an amount not to
