2008-26935 ResoRESOLUTION NO. 2008-26935 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, APPROVING AND AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE A MAINTENANCE MEMORANDUM OF AGREEMENT (MMOA) WITH THE FLORIDA DEPARTMENT OF TRANSPORTATION (FDOT) FOR THE CONSTRUCTION OF CROSSWALKS ON 41ST STREET FROM CHASE AVENUE TO PINE TREE DRIVE AS PART OF THE FDOT PEDESTRIAN CORRIDOR IMPROVEMENT PROJECT. WHEREAS, State Road 112 41St Street is one of the Federal Classified Principal Urban Arterials, which falls under the jurisdiction of the Florida Department of Transportation (FDOT); and WHEREAS, improvements along 41St Street are currently listed as Financial Project Number 418238 in the Metropolitan Planning Organization (MPO) 2008-12 Transportation Improvement Plan (TIP); and WHEREAS, the project work plan consists of constructing pedestrian improvements, including Americans with Disabilities Act (ADA) compliant curb ramps and striping, at major intersections along 41St Street, from Chase Avenue to Pine Tree Drive; and WHEREAS, the City entered into a Joint Participation Agreement (JPA) with FDOT on September 11, 2008 for textured stamped asphalt pedestrian crosswalk striping that are consistent Citywide; and WHEREAS, pursuant to Section 2(g) of the JPA, the City is required to enter into a Maintenance Memorandum of Agreement (MMOA) with FDOT; and WHEREAS, the Administration would recommend that the Mayor and City Commission approve and authorize the Mayor and City Clerk to execute a Maintenance Memorandum of Agreement with FDOT. NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby approve and authorize the Mayor and City Clerk to execute a Maintenance Memorandum of Agreement (MMOA) with the Florida Department of Transportation (FDOT) for the construction of crosswalks on 41St Street from Chase Avenue to Pine Tree Drive as part of the FDOT Pedestrian Corridor Improvement Project. Intended Outcome Enhance mobility throughout the City. Supporting Data (Surveys, Environmental Scan, etc.): Transportation remains one of the most significant areas to address from the survey results (often mentioned as a key quality of life issue). 24% of residents rated traffic flow excellent or good, and 37% as poor. 35% of residents rated the availability of pedestrian trails and bicycle paths/lanes as excellent or good, and 30% as poor. Issue: Shall the Ma or and Cit Commission a rove the Resolution? Item Summary~Kecommenaation: FDOT has recently started corridor improvements along 41 S Street. The project scope of work consists of constructing pedestrian improvements at major intersections along 41 St Street from Chase Avenue to Pine Tree Drive. The City has requested a scope modification for the pedestrian crosswalks. The City has entered into a Joint Participation Agreement (JPA) with FDOT on September 11, 2008 to modify this scope of work to include pedestrian crosswalks that are of a certain style which is consistent with previous citywide applications installed by FDOT at other crosswalk locations in the past, such as on 41St Street and Alton Road. This will upgrade the standard crosswalk striping currently provided in the project. Pursuant to Section 2(g) of the JPA, the City is required to enter into a Maintenance Memorandum of Agreement (MMOA) with FDOT and present the MMOA to the City Commission for approval and execution (See Attachment 1, MMOA). In order to have FDOT install the crosswalk upgrades, the City through the MMOA must assume responsibility for maintenance. FDOT has begun general improvements on 41St Street during the week of June 16, 2008. FDOT will begin installing the crosswalks during the week of October 27th and anticipates installing the pedestrian countdown signals by the end of November 2008. The Administration recommends approval of the Resolution.
