A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, APPROVING THE
APPROPRIATION AND EXPENDITURE OF $135,385.00 IN
HIGH INTENSITY DRUG TRAFFICKING AREA PROGRAM
(HIDTA) GRANT FUNDS FOR SIXTH YEAR FUNDING
WHEREAS, the Miami Beach Police Department
increasing law enforcement activities so as to
trafficking and combat gang violence; and
is desirous of
interdict drug
WHEREAS, such increase in law enforcement activities is
expected to result in reduced street and property crime; and
WHEREAS, the Federal Government, through its High Intensity
Drug Trafficking Area Program Grant (HIDTA), has made available funds
for such activities for sixth year funding; and
WHEREAS, the Miami Beach Police Department has been awarded
$135,385.00 in HIDTA Grant Funds.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA that the Mayor and the
City commission hereby approve the appropriation and expenditure of
$135,385.00 in High Intensity Drug Trafficking Area Program (HIDTA)
Grant Funds.

Approve the Resolution.
BACKGROUND
The Miami Beach Police Department has applied to the Federal
Government for sixth year funding of the High Intensity Drug
Trafficking Area Program (HIDTA). These funds are made available as
part of a Federal/State/County and Municipality Law Enforcement
Agency Program to reduce violent street and property crime. The
mission of the program will be to interdict drug flow with the
combined efforts of the u.S. Marshals, INS, Secret Service, ATF, and
u.S. Customs. Additionally, the City of Miami Beach plans to target
armed gang offenders and federal fugitives.
Due to the cooperative nature of the HIDTA Program, the Office of the
Sheriff of Monroe County, Florida will be the coordinating agency for
all of the funds. The City of Coral Gables Police Department will be
a sub-grantee and will administer the funds earmarked for the Miami
Beach Police Department.
Since the appropriation of funds for Miami Beach HIDTA Grant Funds
for the first year funding, initiated July 1, 1991, the Miami Beach
Police Department has shown exceptional success in developing and
implementing the program objectives. Such objectives include the
following:
1. To provide for the rental of office space for the Strategic
Investigations unit (SIU) offices.
2. Provide information to investigate drug money laundering cases.

3. To address the street level narcotics violator.
4. To identify and apprehend major drug traffickers residing in
this area.
5. To fund overtime, telephones, automobiles, and travel expenses.
Additionally, the City of Miami Beach is required to abide by the
special conditions as set forth by the u.s. Department of Justice as
well as modifications outlined in the award of the $135,385.00 sixth-
year funding.
ANALYSIS
This sixth year grant will enable the Miami Beach Police Department
to continue narcotics interdiction efforts by supporting the program
with the funding supplement to activities above and beyond regular
demands. In addition, this funding will continue for sixth year off-
site facility of the strategic Investigations unit and purchase of
necessary equipment in accordance wi th the ci ty of Miami Beach
purchasing guidelines.
In response to the Miami Beach Police Department's proposal, the
Police Department was awarded $135,385.00 in HIDTA Grant Funds.
CONCLUSION
These funds are necessary to allow the Miami Beach Police Department
to continue its mission of combating illegal narcotics activity
within the City of Miami Beach.
