LTC # 302-2UU8 IETiER TO COMMISSION TO. Ivtayor Matti H. Bower and Members of the City Commission FROM Jorge M. Gonzalez, City Manager- St~~~ : I. Dal=. November 20: 2008 St:&.=CT: IN-VEHICLE PARKING METER (iVPM) LAUNCH & PARKING METER RATE ADJUSTMENT (SOUTH BEACH ONLY) On September 17, 2008, the Mayor and Commission (Second and Final Public Hearing) approved a rate adjustment for all metered parking south of 23"' Street from $1.00 per hour to $1.25 per hour. All other areas north of 23" Street shall remain at their current meter races of $0.50 per hour and $1.00 per hour. The Mayor and Commission conditionally approved the parking meter rate adjustment with the implementation of an in-car parking meter device. As you may recall, an in-car parking meter is a device about the size of pocket calculator which has a preloaded (parking time) value and when activated and displayed on the vehicle's dashboard in the appropriate parking zone acts as [in-vehicle] parking meter which decrements time. iPark, the vendor of the iVPM has successful installations in various communities throughout the country, including several thousand units in Tampa, Florida, Arlington: Virginia. and Manchester, New Hampshire, respectively. The iVPM (1.0) is yet another easy and convenient payment option and it is anticipated to be a very well received parking amenity for all users. iPark is already developing their next generation (2.0) unit which will have connectivity (USB) via the web for reloads and utilization data. The 2.0 version is expected to be available in the coming year. The advantages of the iVPM (1.0) are as follows: • No bills, credit card, coins, or smart cards are required. No meters or pay stations to deal with... from the comfort of inside their vehicle, the user simply activates and displays (driver's side dashboard) their iVPM. User pays only for the parking tune used which is the same benefit derived from the former parking smart card "refund'' feature. • Reloads are available via telephone or at the City's Parking Department CR4B Residents receive a 20% discount ($1.25 per hour is discounted to S1.00 per hour, with proof of residency) Additionally. as an introductory promotion, the $20 purchase of the iVPM (1.0) will include an initial load of S2U for residents and $10 for non-residents. Effective Monday, November 24, 2008, the iVPM will be available at the City's Parking Deparirnent. On this date, the City's Parking Department will also commence the transition of parking meter rates in South Beach (south of 23" Street) from S1.00 per hour to S1.25 per hour. A significant promotional effort will be underway shortly for the both the introduction of the iVPh1 as well as the adjustment to parking meter rates in South Beach. ~:iping'$i~LL'~SAI IL•.InCar P:1CIDrt.InCar>.1r'IerF'a~kingRateS.Y.C.doc
