SUBJECT: Car Wash Events in Normandy Shores
In the City's continuing efforts to strengthen the relations with the residents of the
Normandy Shores' neighborhood, who have been heavily impacted by the extensive
construction activities from the right-of-way improvement project, the City is offering
complimentary car washes. The plan is to schedule two car wash events in front of
the new Normandy Shores Golf Course Cart Barn on Biarritz Drive, north of South
Shore Drive, before the golf course opens in late December.
Debra Ruggiero has been gracious and offered her assistance and will oversee this
activity with the Teen Job Corps. The first car wash will be this coming Saturday,
November 22, 2008, from 11 AM until 3 PM. Debra will be provided with a list of all
the Normandy Shores addresses to verify with identifications that car wash
recipients are residents. The Teen Job Corps will have the equipment and supplies
needed to provide the service. A negotiated fee will be paid to the Teen Job Corps
by the City for each carwash event. The Capital Improvement Projects Office (CIP)
staff will be visiting the site to ensure that the activity is performed smoothly.
Staff has been in communication with the Normandy Shores Home Owners
Association (HOA), and Erik Schlein, the president of the HOA, has also assisted
the City with neighborhood a-mail notifications. Additionally, information has been
disseminated through the CIP e-mail network, as well as by distributing flyers
throughout the neighborhood. A second car wash event is planned for December 6,
2008.
Once the Normandy Shores golf course is in full operation, we will have further
discussions with the Parks and Recreation Department on the possibility of
accommodating other car wash dates, within a limited section of the cart barn area
that might be minimally disruptive to the operation of the golf course. As
construction progresses, other locations within the vicinity maybe considered such
as Fairway Park.
This plan will be supplemented soon by a voucher program affiliated with the
neighborhood BP gas station located on 71 S' Street, once it is communicated in
more detail to the HOA. This family-owned and operated gas station is conveniently
located in the neighborhood and recently underwent a major renovation,

which includes a new state-of-the-art Laser Wash Touch Free automated carwash
system featuring atouch-less rotating cleaning arm and dryers.
Following earlier authorization from the City, the first batch of 300 vouchers have
been printed and will be mailed to residents, who have been directly impacted or are
currently experiencing construction in front of their homes. Staff is carefully
balancing an equitable distribution of vouchers and will distribute future vouchers to
those directly affected during the remaining eight months of heavy construction in
the schedule. Most importantly, staff will continue to evaluate these efforts, and
carefully assess whether both initiatives are doable for both the residents and the
City.
The coming carwash will be limited to the hours established and will occur on a first
wme first served basis. Please do not hesitate to contact the City Manager's Office
