To properly prepare our City for the anticipated high impact of tourists and visitors during the
upcoming holiday period, the relevant City Departments met on May 11, 2001, The attached action
plans have been prepared as a result of issues raised. Please be advised that the only approved
permit for a Special Event is the Louis Oliver Urban Fashion Week Production (May 24-28, 2001
located in Lummus Park from 12-14 Streets). We do expect a very active Bar/Club scene, and many
area hotels have advised of parties planned at their pool areas. In addition, we will be monitoring
for overcrowding and violation of the City's 21 and over Policy. Furthermore, at the May 16,2001
City Commission meeting, nightclubs were approved for an extension of their hours, from 5:00-
7:00AM,
This year, the entire week after Memorial Day is anticipated to be exceptionally busy. Area hotels
are sold out due in large part to "Soul Beach" which is a first time event utilizing Miami Beach
hotels in the 21st-17th Street area. An estimated group of 10,000 people is expected with a 35 and
over demographic. (See attachment)

History
The Memorial Day Weekend has become the City's premier holiday weekend, attracting a high volume
of tourists and residents, While the biggest attraction is the nightlife of South Beach's Entertainment
District, there will be increased crowds on the beaches as well. After reviewing the critique oflast
year's plan, and soliciting input from the Patrol Division's lieutenants, I am submitting the following
action plan to address our anticipated needs,
Staffing:
The increased and extensive demands of the holiday will necessitate a modification ofnonnal staffing
and the expenditure of some overtime, A special tracking code has been created to monitor all
expenditures, Officers should use Overtime Code 635 and enter "Memorial Day Weekend 2001" in the
Secondary Tracking Code, Overtime expenditures can be limited on the Memorial Day holiday by
having CrD personnel report in uniform on that day. They would supplement the Patrol Division
staffing and significantly reduce costs.
Uniform Patrol Division Action Plan
(I) Patrol shifts will be modified beginning on Thursday Afternoon shift and continuing through
Monday (for Tuesday) Midnight shift as follows:
DlIYs: Will work normal hours providing that the Entertainment District does not have huge crowds
at the conclusion of the shift, In the event oflarge crowds, Days would be held till 7:00 PM, Days
should be advised that there is a possibility that their hours will be extended past 5:00 PM,
Days: Shift hours extended until 7:00 PM, Saturday through Monday (5/26-5128)
2nd Platoon 64 hours daily $2,240 x 2 days = $4,480
(double day pay for 2 hours on Memorial Day - $3,008) Overtime: 192 hours Cost: $7,488
Afternoons: Shift hours will be extended until 3:00 AM, Thursday through Sunday (5/24 - 5/27)
3rd Platoon 64 hours daily $2.240 x 3 days = $6,720
(double day pay for 2 hours on Memorial Day - $3,000) Overtime: 256 hours Cost: $9,728
Midnights: The midnight shift will be modified with officers reporting to work at 9:00 PM,
Thursday night (for Friday - 5/25) and through Sunday night (for Monday-5/28) Midnight shift
officers will report directly to the Entertainment District. LI. Cumming will make assignments for
all officers reporting to the Entertainment District, Lt. Cumming will make sure that officers are
prepared with their field force equipment.

(2) Staff a jailor and mobile prisoner transport van from Friday through Monday, Dayshift (Lt. Auch)
will staff on overtime on Sunday and Monday. Afternoon shift (Lt. Campbell) will staff on overtime on
Sunday and Monday. The Midnight shift detention officer is scheduled to work Thursday thru Monday
( no overtime).
Overtime: 16 bours regular overtime 16 x $23.00 = $368
(double day pay for Memorial Day - $480,00) Overtime: 32 bours Cost: 5848
(3) Have six motorcycle officers and one motorcycle sergeant work Saturday and Sunday from Noon
until Midnight, concentrating their efforts on the MacArthur Causeway, 5 Street and the
Entertainment District. The motors will enforce moped/scooters violations and be available to assist
with any emergency road closures. Overtime: 168 hours Cost: $5,880
(4) Have bike units, including one supervisor, work Friday through Monday on two separate shifts (12P-
5P and 5P-IA). The staffing on each shift will vary daily according to the plan submitted by the
BikelBeat Unit (3 to 6 officers), Staffing wiJ1 also include 2 bike units on Thursday from 5P to lA.
98 hours of regular overtime $$3430
(52 hours of double day pay for Memorial Day - $2444) Overtime: 150 hours Cost: $5,874
Total overtime: 1,086 hours
Total Cost: 539,898
(5) A request for assistance has been submitted to the Miami-Dade Police Department. Specifically, the
request made is for personnel assigned to bike patrol, mounted patrol and motors. These units will be
used to assist with traffic and crowd control issues. This request is currently pending a commitment
from the M,D,P,D.
(6) Personnel assigned to the Criminal Investigations Unit which are scheduled to work on Memorial
Day will be assigned to the Patrol Division, Detectives will report to work in unifonn and attend roll
call for their assignments.
(7) Variable Message Signs (VMS) will be placed at strategic sites along the entrances to th~ City and
any choke points into the Entertainment District. The messages displayed on the VMSs will be geared
towards detening problems relating to noise (boom boxes), traffic (cruising) and nightclubs (age limits),
(8) Decoy vehicles, if available, will be also be placed at strategic locations in an attempt to further deter
the issues related to traffic violations and criminal activity,
(9) The Strategic Investigations Unit, if possible, will assign personnel to monitor activities at hotels,
nightolubs and any other locations hosting potentially volatile events,
(10) Police vehicles will be parked at strategic locations within the Entertainment District to increase
police visibility. whenever possible.
(11) Lieutenants and Sergeants wiJ1 remain on duty and available until the shift is an 06. All paperwork,
including overtime slips must be completed, reviewed and signed by the end of every shift.
(12) The Property and Evidence Unit has been contacted to make sure that every possible vehicle is
serviced and returned from Fleet Management prior to the Memorial Day weekend, This wilJ help to
address some of the concerns with availability during the overlap periods. PEU will also be requested to
have their pick up loaded with barricades for immediate response, if necessary,

I am authorizing the on-duty Division Chief to staff two (2) additional rescue units on an as needed

The Fire Prevention Bureau will extend the night inspection program for one (I) additional night.

We have a schedule for 115 hours of overtime for the period from 5/25/2001 to 5/28/2001,
This is a reduction from 129 hours of overtime used last year, Estimated cost $4,250.
Weare holding day shift officers over and bringing in the night shift officers early to provide 24
hour coverage through the week-end. This will provide us with a minimum or two officers and
one supervisor in the field at all times. If the night shift is busy we can add an additional officer
for Saturday 5/26 and Sunday 5/27 adding 8 hours per day to the schedule, estimated cost $300,
Memorial Day, a normal day off, will be staffed with two officers and one supervisor 24 hours.
We are aware of the music festival scheduled for the week following Memorial Day, We are
prepared to extend hours of the regular shifts and bring in night shift officers if the need arises,
The night shift would require at least two officers and total 20 hours per day. Extending the day
shift hours would total approximately 12 hours per day. Estimated cost $37 per hour.

Department of Code Compliance
During Memorial Day Weekend for 2000, the department had picked-up
785 posters and 353 handbills that had been placed on public property,
Additional man-power was utilized to prevent the postering from
occurring. At total of 139 hours of overtime was utilized at a cost
of $5,028, A combined effort between the Department of Code
Compliance and the Police Department to identify those individuals
that were participating in the postering led to more than ten (10)
arrest. The Department of Code Compliance will again this year
implement additional manpower and will work directly with the Police
Department to ensure the City Codes are enforced with respect to noise
levels, postering of city property, unlicensed vendors, etc.
BRACH PATROL
Personnel will be on duty from 9:00AM until 7:00PM. Many towers will have two lifeguards. They
are prepared to extend the hours if necessary,
PARKING DEPARTMENT
24 hour dispatch will be provided. All lots will be attended, Additional enforcement officers will
be brought in with 2 supervisors, In addition, all staff have been requested to report flier and/or
poster activity via radio immediately,
SANITATION
Additional manpower will be provided to address the anticipated crowds particularly in the Ocean
Drive, Collins, Washington Avenue area,
