A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI
BEACH, FLORIDA, AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE
THE SECOND AND (FINAL) ONE (1) YEAR RENEWAL OPTION OF THE CURRENT
MEMORANDUM OF AGREEMENT WITH THE FLORIDA DEPARTMENT OF
TRANSPORTATION (FDOT) FOR THE MAINTENANCE OF THE LANDSCAPING ON
STATE ROAD AlA (MACARTHUR CAUSEWA~, FOR AN ANNUAL COMPENSATION OF
$150,000 PAID BY FDOT TO THE CITY OF MIAMI BEACH.
WHEREAS, the Florida Department Of Transportation (FDOT) has landscaped tIe
State Road AlA (MacArthur Causeway) from the east end of Watson Island to tIe
west end of the east channel bridgej and
WHEREAS, the City and

WHEREAS, the FDOT has agreed to compensate the City $37,500 per quar1:el,

landscaping, pursuant to the existing Agreementj and
WHEREAS, the Agreement contains two (2), one (1) year renewal options j ane,
WHEREAS, the first one (1) year renewal expires on March 31, 1997j and,
WHEREAS, upon execution of the Second (and final) One (1) Year RenE!Wc 1
Option, the FDOT will compensate the City $37,500 per quarter, for a tota:. (f

NOW THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF TEE

ADMINISTRATION RECOMMENDATION:
Approve the Resolution.
BACKGROUND:
The FDOT landscaped the areas between the east end of Watson Island to the Cit~"s
5th Street in 1994. The MacArthur Causeway Landscape project significant,ll
enhances the beauty to the southern entrance to Miami Beach, and it is to t,hE
City'S benefit that it maintains its splendor for the enjoyment of our residents
and guests.
In March of 1995 the City entered into the first year of an agreement with thE
Florida Department of Transportation to perform the landscape maintenar.cE
services on the MacArthur Causeway. To ensure the maintenance levels met
acceptable standards of the City of Miami Beach, FDOT agreed to compensate the
City $37,500 per quarter for a total of $150,000 per year for the cost of
maintaining the MacArthur Causeway landscaping. This agreement has been rene~'ec
annually since March of 1995. The current agreement expires March 31, 1997.
For the past two years the City has bid the MacArthur Causeway to a privcte
landscape maintenance company. The compensation from FDOT pays for the total
cost of the agreement with the private contractor including replacement landscc.pE
materials needed for the project. The Recreation, Culture and Parks Department '~
Landscape Maintenance Division monitors the work of the contractor on a weekly
basis to ensure established maintenance specifications are being followed cile
the material is establishing properly. Any deviations from the contract arE
noted in writing and sent to the attention of the contractor for resolutior.
within ten (10) working days.
ANALYSIS:
To ensure the MacArthur Causeway continues to be maintained at the high standards
set by the City of Miami Beach, and to receive the FDOT funding necessary tc
support these maintenance standards, the City must excerise the attached rene~al
option to the current Memorandum of Agreement.

The period of this second and final renewal is from April 1, 1997 to March 31
1998. The compensation to the City of Miami Beach remains $150,000 annuall{.
During the upcoming year, the City will work with the Florida Department 0:
Transportation to negotiate a new memorandum of agreement to continue ':h!
landscape maintenance of the MacArthur Causeway.
