SUBJECT: MEETING RE RDING UNDERGROUNDING ELECTRICAL LINES
The purpose of this Letter to Commission is to share with you some activity my office is planning
regarding the various inquiries and expression of interest we have had regarding the undergrounding
of utilities.
At the request of several homeowners associations, members of my staff will be conducting a
meeting on June 11, 2001 in the City Manager' s Large Conference Room to discuss the subject of
undergrotmding electric utility lines.
The meeting is intended to begin to identify factual infomaation associated with the undergrounding
of electric utility lines. The meeting will also begin to address a number of the rather substantial
hurdles which must be overcome if such project(s) are to be undertaken within our community.
While the meeting will be used to identify issues and to establish a manner in which to gather further
factual information on the undergrounding of electric utility lines, some attention will be focused on
how such a project(s) might be financed.
Given the rather substantial expense associated with the undergrounding of electric utility lines, a
financing mechanism which does not negatively impact upon the City's bonded indebtedness
capacity or rating needs to be developed. While different financing techniques are expected to be
discussed, the availability and feasibility of private fmancing by individual homeowner associations
will be our prime focus.
This meeting is intended for issue identification and discussion. Any information which is
developed as a restfit of this meeting will be sent to the Commission for review and possible future
discussion.
