At the request of the City of Miami Beach, Florida, the American
Arbitration Association conducted a secret ballot vote among eligible
members of its Fire Department to determine whether Local 1510, International
Association of Fire Fighters or the Miami Beach Police and Firemen's
Benevolent Association shall act as their bargaining agent.
The election took place at Fire Stations number 1, 2 and 3, Miami
Beach, on January 8, 9 and 10,.1973.
This election was conducted pursuant to and in accordance with the
Election Rules of this administration.
The secrecy of the ballot was maintained at all times.
Results are certified as follows:

This will confirm our conversation of Thursday, January 11, 1973
wherein I objected on behalf of the Miami Beach Police and Fire-
men's Benevolent Association to the election held on January 8,
9 and 10, 1973, the official ballot thereof and the certification
of results. The objection was based in part on the fact that the
official ballot nowhere indicates that the vote is to determine
"sole and exclusive representation" and also that certain members
of the fire department were arbitrarily and unreasonably excluded
from the right to vote.
We respectfully request the right to be heard at any Council Meet-
ing or elsewhere when the matter of a contract with Local 1510,
International Association of Firefighters, is considered. If the
City should enter into a contract with Local 1510 based upon the
aforesaid election, then and in that event appropriate action will
be instituted on behalf of the Miami Beach Police and Firemen's
Benevolent Association and its members.
