SUBJECT: South Beach Wine & Food Festival Update
This Letter to Commission (LTC) provides an update to LTC # 060-2008 regarding the South
Beach Wine and Food Festival (SBWFF) special event permit: and serves to detail the changes
being made to the 2009 edition. scheduled for February 19 - 22. These changes are to be
enacted by the producer following several meetings with City staff and the community to address
issues related to the past few years' events. The changes detailed in this LTC are a result of
numerous meetings with event producers. Additionally, these changes were supported by the
community during the monthly Special Events Community Meeting held on November 5, 2008.
BACKGROUND
The 2009 SBWFF, marking its eighth anniversary on Miami Beach, will take place from Thursday.
February 19 through Sunday, February 22. The overall event includes several functions in public
and private spaces. The primary event referenced in this LTC is the Grand Tasting event and
surrounding kitchen tents, located on Lummus Park and the beach east of the dune from 10 to 14
Streets. The event site features two 82 x 250 tents.
The Grand Tasting event occurs daily from Friday, February 20 through Sunday, February 22 from
10:00 am to & 6:00 pm. The first day is an industry day; the final two days are for ticketed public
customers. Additional aspects as detailed below pertain to the tented area on the beach from
Lincoln Road to 17 Street, utilized for the Burger Bash and Bubble Q events, to beheld Thursday,
February 19 and Friday, February 20, respectively.
CHANGES
• In 2008, one of the community's primary conerns was the length of time needed to build
and teardown the Grant Tasting event site. The duration of the Grand Tasting event, from
load-in to load-out, has been reduced by one week. In 2009, the proposed schedule is for
twenty-two days with load-in beginning February S and load-out ending February 26. In
2008, the same period was twenty-nine days. They accomplished this by extending
workdays by two hours each, now 8 am to 6 pm, and by eliminating the previously opened
12 Street access, which allowed for a direct path to the beach during load-in/out, but
slowed the process with delayed pedestrian usage. The community preferred a shorter
schedule to the open access and recommended eliminating it. City staff also expressed
concerns with allowing pedestrian access in this area. as large vehicles and forklifts
frequently use this area.
• The location of the Grand Tasting event in 2008 moved to the north, encumbering the
street end at 14 Street and forcing beachgoers to walk around it to the north. This

relocation was necessary because of the irregular slope of the beach at 10 Street caused
by the County's renourishment project. With the beach having naturally leveled off, the
event site is back to where it was in previous years. starting just north of 10 Street and
ending south of 13 Street, allowing a clear access for beachgoers at either end. Direct
beach access ways at 11 and 12 streets are still encumbered, but wayfinding signage will
be posted on the entirety of the perimeter and along the serpentine walkway at
corresponding street ends, directing pedestrians to the closest beach access routes.
In 2008. the event site could not provide an adequate emergency access lane of 25 ,
reducing it to 16', and placing it on the softer sand close to the dunes, because of beach
renourishment in the Grand Tasting event area: this caused traffic hazards and delays.
The 2009 plan calls for a restoration of the full 25' of emergency access at all times. The
Burger Bash! Bubble Q site will also have a fully restored 25' hard pack access.
The event's interior service lane along the west side of the Grand Tasting event, used for
deliveries and garbage collection and removal. has been extended to the full length of the
event. Additionally, a similar lane will be created along the east side abutting the tents
only, to better serve that area's deliveries and sanitation and enhance beach safety. This
exterior track will allow for better vehicle safety and a cleaner looking beach.
In order to ensure that event staff are following the City's Vehicle Beach Access policies. in
2009, SBWFF will require all event staff drivers to complete a driver safety course detailing
City regulations before they can operate the vehicles. Any drivers not following guidelines
will be removed promptly. All vehicles will have the City's regulations posted.
The City has found that white plastic zip-ties used throughout the site are difficult to
remove, especially in the hard pack area where the sifter cannot operate. Hand crews
follow behind the sifter, but too often miss the discarded pieces. which blend into the sand
or are buried, The Ciry now requires events io utilize black or dark colored ties exclusively
on the beach to make them easier to see and remove. The SBWFF will utilize dark
colored zip ties throughout the event site. They will also schedule a secondary post clean-
up five to seven days after the final breakdown to ensure any buried ties or materials are
removed.
The producer will relocate the port-o-lets in the Grand Tasting event area further away from
the busy production compound to minimize pedestrian-vehicle interaction.
In 2008, trash piles were created on the sand next to dumpsters exclusively in the Burger
Bash/ Bubble Q area, This will not continue as additional dumpsters and more service
have been ordered for 2009.
The event producer will fully sweep the beachwalk near the Burger Bash/ Bubble Q as part
of their sanitation plan after broken glass was discovered in 2008.
The producer will continue and enhance the events' recycling program. which consists of
recycling bins throughout the event site and enhanced paper recycling.
RESIDENT DISCOUNT PROGRAM
The City has once again entered into a sponsorship agreement with Florida International University
for the SBWFF. The resident discount ticket program has become a major component of the
sponsorship. and serves to provide a public benefit to our residents. The program offers Miami

Beach residents discount tickets before they go on sale to the general public, with an additional
disount. Following extensive publcicty in our MB magazine, MBTV77 and Citypage, this yeas City
residents purchased 347 tickets for the Grand Tasting, 51 tickets to Burger Bash and 32 tickets to
Bubble Q. By comparison. a total of 54 tickets to the Grand Tasting were sold for the 2008
Festival.
CONCLUSION
The Food Network South Beach Wine and Food Festival has become one of the signature events
of our community. Attendance typically exceeds 20,000 people with media impressions through
Food Network and other publications! networks in the hundreds of millions. The myriad events
bring celebrity chefs to our community. altering our culinary landscape. Ticket sales are still very
strong, even in the midst of a dwindling economy. The event producer is cognizant of the impacts
the logistics of the event have on day to day beach operation and tourism and is very receptive to
suggestions on how to properly balance the needs of the community while producing a world class
event. The Tourism and Cultural Development Department will continueto monitor these enacted
changes and their result and hold after action meetings with the community to solicit further input.

SUBJECT: 2008 Food Network South Beach Wine & Food Special Event Permit
This Letter to Commission (LTC) is m response to the questions and comments made during
the February 13, 2008 City Commission meeting relating to the 2008 Food Network South
Beach Wine and Food Festival, presented by Florida International University.
BACKGROUND
The 2008 Food Network South Beach Wine and Food Festival will take place beginning
Thursday. February 21 and ending Sunday, February 24, A series of events are held at
private venues. as well as public spaces, The primary event is the "Grand Tasting" and
surcounding demonstration kitchen tents, taking place Friday, February 22 through Sunday,
February 24. The Grand Tasting tents are located on the beach and sand area of Lummus
Park east and west of the dune, encompassing an area north of 10`"Street through south of
14'" Street The event hours are 10:00 am to 7:00 pm each day.
SITE PLAN
The area features two large 82' X 250' tents on the east side, surrounded by a perimeter
fence. The City requires the producer to leave an access path along the hard pack between
the event site and the dune, The distance varies between 10' and i 6' from the dune. based
on variations of the dune and the width of the hard pack. This access path is kept open for
the public and emergency vehicles. In order to ensure public safety, there are limited
instances during Toad-in/out where access to the hard pack is restricted. A site plan is
attached for your reference.
Load-in of the Grand Tasting event site began on Monday, February 4 on the west side of
the dune and on Thursday, February 7 on the east side of the dune. Load out of the event is
scheduled to conclude on Sunday, March 2. Load-in and load-out hours are 8:00 am to 6:00
pm each day. A load-inlout schedule is also attached.
BEACH ACCESS
This year's Food Network South Beach Wine and Food Festival mam event area is
consistent with the design and execution of last year's event. following an adjustment
process with our office and the community after the first few years of this event The key
difference this year is that the event site was pushed a hall block fo the north due to the
recently completed beach renourishment protect, which removed sigrnficant width of the
beach's hardpack sand and left transitional slopes to the soft sand that made the original
location dangerous for attendees and exhibitors- While this has made the 13"' Street
crossover (traditionally an open access) blocked for direct east/west passage during the
entire load-inlout and during the event, the dune crossover north of 10'" Street is now fully
accessible at the south access.
East-west dune access is available on 10'" and 14'" Street dune cross-overs a1 all times, with
the 12'" Street cross-over, located between the two large tents, accessible until Wednesday,
February 20. when it will close until Monday, February 25. The duration of load-in of this
event site is longer and more complicated than load-out primarily because it consists of
three main components; main build, site d8cor and then individual restaurant and distributor
load-in and daily re-supply.
South Beach Wine and Food Festival special event
the event applicant had to comply with the rigorous
information and solicit input on proposed special events. The Ocean Drive Association
recommended approval of this special event application at the December 14.2007 monthly
community meeting. No objections were raised by other interested community members
present. This review requirement is among the changes made to the Special Event
Ordinance end Guidelines by the City Commission in July 2005, and has served as a
springboard for better overall communication of events to the community. The 2007
FEE WAIVERS FOR NON-PROFITS
Another change enacted by the 2005 Guideline revision was to limit fee waivers only to
applicants who themselves are non-profit 501(c)3 organizations (such as Florida
Intemational University). and/or when such waivers are found to be in the best interest of the
City, or significantly benefits the community of Miami Beach. Some long-term events were
grandiathered into an exemption of this change. including Art Deco Weekend.
Since the first South Beach Wine and Food Festival on Miami Beach, the City has been a
supporter and continues to work closely with festival producers, as it not only promotes
Miami Beach as a destination nationally and internationally, but also benefits students of
Florida International University. The majority of the funds raised from the Food Network
South Beach Wme 8 Food Festival is allocated to a construction project fund for the
expansion of FIU's School of Hospitality and Tourism Management's existing dining room
into a full service Teaching Restaurant. Other revenue from the Festival is invested in the
maintenance and support of the Southern Wine & Spirits Beverage Management Center, a
4,500 square-foot facility that features the latest technology for beverage tasting and
analysis. Additional funds are awarded as scholarships to the students of the School who
demonstrate exceptional performance while volunteering in all facets of the Festival. This
year the dean is expecting to distribute approximately $300,000.
Over the course of the first six years of the event, approximately $4 million was raised for
FIU's School of Hospitality and Tourism Management. Last year, $1.5 million went to support
these programs. This year's event has garnered a 21% increase in sponsorship, with $1.8
million earmarked for FIU. In addition to the tangible benefits, the students of FIU's School
oT Hospitality and Tourism Management also receive priceless experience by volunteering
for the Festival. Culinary students receive the rare opporturnty to work alongside and learn
from somo of the most celebrated chefs in the world including Jean-Georges Vongenchten,
Eric Ripert, Ferran Adria, Emeril Lagasse. Thomas Keller and Nobu Matsuhisa among
others.
The Food Network South Beach Wine and Food Festival enters into a sponsorship
agreement with the City that provides for specific waivers and requires the event to provide
certain public benefits. In return, the City is listed as an event sponsor for a nationally
recognized event that has experienced 23,000 attendees, approximately 10,000 of which are
tourists from over 40 different states, providing approximately 6,600 Miami Beach hotel room
nights for the weekend. The 2008 Food Network South Beach Wine and Food Festival is the
second year the event has been under the banner of the name sponsor, Food Network, the
preeminent culinary television access point. The integrated marketing plan of the network
and their publications and addttional exposure resulted in 350,000,000 media impressions in
2007, providing a substantial return on investment for the City. In addition, a resident
discount ticket program was introduced as part of this sponsorship agreement that provides
access to event tickets before they become available to the general public. As part of the
sponsorship agreement the city has with this event, the waivers for the 2008 Food Network
South Beach Wine and Food Festival, inclusive of application and permit fees, vehicle
beach access fees, square footage fees, police and fire administration fees, banner fees
and the ~ummus Park user fee, total approximately $87,000.
