City staff negotiated an amendment with the IBI Group to include taking overthe seawall plans within the Dade Boulevard Bike Pafh scope of work. BACKGROUND The Dade Boulevard Bike Path will create amulti-purpose public access corridor on the south side of Dade Boulevard from Purdy Avenue to the 23rd Street Bridge, adjacent to the Collins Canal. The existing cross section of the Dade Boulevard corridor has some width limitations which require the stabilization of the Collins Canal embankment and upgrade or replacement of the existing seawall prior to the construction of the proposed bike path. In its current state, the walls of the canal cannot provide adequate soil support to the proposed bike path to ensure the safety of its users. As such, an embankment stabilization and subsequent seawall restoration project are an integral component of the Dade Boulevard Bike Path and seawall project, since it will provide the foundation necessary to ensure the structural integrity of the bike path. The proposed modifications to the Collins Canal seawall design plans of the northern bank of Collins Canal will integrate both the bike path and seawall projects and continue the currently proposed design as one project. Commission Momorandum -Collins Canal Enhancement Protect December 10, 2008 Page 2 of 4 Dade Boulevard Bike Path The Dade Boulevard Bike Path is part of a series of bicycle/pedestrian/greenway projects known as the Atlantic Greenway Network (AGN). The AGN is made up of two main trail components; the Beach Corridors running between the erosion control line and the dune system; and the Neighborhood Bikeways, making east-west and north-south connections through south, middle, and north beach neighborhoods. individual projects will be constructed to create a continuous trail network allowing for altemative transportation and community enhancement. The Dade Boulevard Bike Path will create amulti-purpose public access corridor on the south side of Dade Boulevard between Purdy Avenue and the 23rd Street Bridge, adjacent to the Collins Canal. This corridor will serve as a connection to businesses, residential areas, schools, parks, and beaches to promote altemative transportation via bicycling or walking. On December 6, 2006 the Mayor and City Commission adopted Resolution No. 2006-26399 approving a professional services agreement with The IBI Group pursuant to RFQ 19-04105, for the Programming, Design, Construction Documents, Permitting, Bid and Award and Construction Management Services for the BicyclelPedestrian/Greenway Projects to be known as the AGN. The scope of services addresses two main items. Item one included an assessment of the existing Draft Bicycle Master Plan for functionality, mobility, and safety. This work is completed and resulted in the adopted Atlantic Greenway Network (AGN) Master Plan. Item two consists of the design and engineering of the Dade Boulevard Bike Path and the development of its construction documents. City staff presented the Dade Boulevard Bike Path project during the Conceptual Design Phase at a Community Workshop on August 30, 2007. The alignment of the path was discussed at a public workshop on October 21, 2008. The project has also been presented to the Bikeways Committee several times for their input and comment. The IBI Group and City staff have mei with the City's Planning Department, Parks Department, and CIP as well as Miami-Dade County's Public Works Department and Department of Environmental Protection and the Metropolitan Planning Organization. The results of these meetings have been incorporated into the design plans. The Dade Boulevard Bike Path is currently at 60% engineering design plans. City staff is coordinating another public workshop to be held in January 2009. It is anticipated that the project will begin construction in June 2009 and will be completed by May 2010. City staff will apply value engineering to identify and eliminate unnecessary construction costs. The Dade Boulevard Bike Path Project proposes a new 8' path from the Venetian Causeway to Meridian Avenue, and improvements to an existing 10' path on the south side of the Collins Canal from Meridian Avenue to Washington Avenue. Reconstruction of the seawall will occur adjacent to the new proposed path from the Venetian Causeway to Meridian Avenue, and upgrades to the existing seawall will occur from Meridian Avenue to the 23"' Street Bridge (Refer to Exhibit "A", submitted as a supplement). The planning, design and construction of the Dade Boulevard Bike Path will be funded by the Miami Beach share of the Miami-Dade County People's Transportation Plan (PTP) Fund in the amount of $1,034,427, and federal funding in the amount of $2,990,000 from Transportation Enhancement Program Funds (TEP) and Federal High Priority Project (FHPP) Funds, for a total of $4,024,427. In order to receive the federal funding, the City must execute a Local Agency Program (LAP) Agreement with the Florida Department of Transportation (FDOT). Resolution 2007-26729 approved a LAP Agreement in the amount of $2,181,000 and Resolution 2008-26928 approved a LAP Agreement in the amount of $490,000 in federal funding. Since then, the City received an additional $319,000 in federal funding through a Congressional earmark. This will provide a connection from the Dade Boulevard Bike Path to the Collins Park Cultural Campus and the beach (Exhibit "B"). The City is required to approve the attached LAP with FDOT for this additional funding (Refer to Exhibit "C"). $500,000 in FY 2006-07 PTP Funds are available to cover the matching funds requirement. Collins Canal Shoreline Restoration Project In 1914, the Collins Canal was dredged in order to connect the southern end of Indian Creek to Biscayne Bay. Over the years, the seawalls abutting the waterway have declined in structural integrity and are currently in need of repair and reinforcement. The deterioration of the seawalls in turn results in shoreline erosion and destabilization and subsequently sedimentation of the canal bottom, which impact the water quality of the canal. The restoration of the canal will afford a higher quality habitat to the federally protected endangered sea grass and other wildlife that comprise the mangrove ecosystem and inhabit the canal's shores and submerged bottom. The Collins Canal Enhancement Project will rehabilitate the northern bank of the Collins Canal between approximately Alton Road to 24th Street and Lake Pancoast. The City retained Coastal Planning & Engineering, Inc. (CPE) to complete the innovative design of this project that will utilize the creation of a "living seawall",which is a seawall system that uses natural materials to reinforce a seawall such as boulders and special geotextile fabrics while simultaneously generating numerous environmental benefits. The project will involve the removal or bracing of the existing sea wall and the installation of a new seawall comprised of carefully intermeshed, large diameter boulders which will provide increased wildlife habitat, improved water quality, and more natural flushing and flow of water. The slope and elevation of the new boulder walls will be designed to closely mimic natural tidal creek shorelines. A geotextile liner will be installed along the eroded shoreline areas behind the new boulder walls to preventfuture erosion. The shoreline will then be replanted with native coastal plant species that will serve to anchor the shoreline and minimize erosion. These shoreline areas will also become a buffer zone protecting the waterways from polluted stormwater run-off. In areas along the seawall where the deterioration requires more substantial reinforcement of the structure, a traditional seawall concrete cap will provide the necessary support. The Project will also include maintenance dredging at the stormwater outfall near the south end of Lake Pancoast. The removal of this dredge material will increase the capacity of drainage system to handle inflows of stormwater, improve water circulation, and improve water quality and aquatic habitat. PROJECT INTEGRATION The goal and intent of the original seawall project design was to design a living seawall that would improve the water quality of Collins Canal while simultaneously improving the structural integrity of the seawall. The development and survey of the proposed Dade Boulevard Bike Path has identified the need to enhance the currently proposed design for the Collins Canal seawall between Alton Road and approximately 200 feet east of Michigan Avenue. In this location, the elevation of the seawall will need to be raised to provide the structural support the bike path will require. In order to achieve the timeline required by Federal funding, it is in the best interest of the City to consolidate the Dade Boulevard Bike Path and Seawall Project undera single engineering firm. Integrating the design of the two projects will provide the most efficiency in engineering and construction costs for the projects. City stall negotiated an amendment with The IBI Group to include the modifications to the existing Collins Canal seawall plans within the Dade Boulevard Bike Path scope of work (Refer to Exhibit "D"). The total cost to adopt the seawall and provide for the necessary rectification to include the bike path, including also construction administration services, is $94,321 (Refer to Exhibit "E"). The work will include providing design services for the portion ofthe seawall adjacent to Commission Memorandum - December 10, 2008 Page 4 of 4 the proposed pathway that will support the bike path. The services will also include assistance with pre-bid preparations, permitting services, plans, inspections, construction administration and final project close out services for the length of the entire Collins Canal Project. Thisfee also includes the costs associated with transferring the Collins Canal Shoreline Restoration Project plans, which were designed by Coastal Planning and Engineering, to fhe IBI Group and establishing a new Engineer of Record (EOR). The Administration recommends approval of the attached Resolutions, authorizing the Mayor and City Clerk to execute an amendment with the IBI Group for design modifications to the seawall plans necessary to integrate both the Dade Boulevard Bike Path and Seawall Project under a single engineering firm. Further recommending the approval of a LAP Agreement with FDOT in the amount of $319,000 for a bike path along Washington Court to connect to the Dade Boulevard Bike Path. The Dade Boulevard Bike Path will be a new 8' path from the Venetian Causeway to Meridian Avenue, and improvements to an existing 10' path on the south side of the Collins Canal from Meridian Avenue to Washington Avenue. Reconstruction of the seawall will occur adjacent to the new proposed path from the Venetian Causeway to Meridian Avenue for approximately 3000 feet, and upgrades to the existing seawall will occur from Meridian Avenue to the 23" Street Bridge for approximately 2500 feet. The proposed modifications to the Collins Canal seawall will integrate both the bike path and seawall projects and continue the currently proposed design as one project. The improvements to the seawall involve the creation of a 'living seawall", which is a system that uses natural materials such as boulders and geotextile fabrics that are installed along the eroded shoreline areas to prevent future erosion. The shoreline will then be replanted with native coastal plant species that will serve to anchor the shoreline and minimize erosion. These shoreline areas will also become a buffer zone protecting the waterways from polluted stormwater run-off. In areas adjacent to the bike path where the deterioration requires more substantial reinforcement of the structure, a traditional seawall concrete cap will provide the necessary support and stabilization. The Dade Boulevard Bike Path is designed to be constructed of buff colored poured concrete. similar to the City's beachwalks in order to maintain the uniformity of bike paths and pedestrian ways Citywide. The design of the corridor will also support safe mobility with improved crosswalks at intersecting roadways. The design also includes enhanced landscaping. improved pedestrian lighting, a decorative hand railing, bike racks, and benches. These amenities will provide residents and visitors with an alternative transportation corridor with design elements that improve the functional and recreational experience. The Dade Boulevard Bike Path will stimulate economic activity by serving as a connection to businesses, residential areas, schools, parks. and beaches to promote alternative transportation via bicycling or walking. In addition, the restoration of the canal will afford a higher quality habitat to the federally protected endangered sea grass and other wildlife that comprise the mangrove ecosystem and inhabit the canal's shores and submerged bottom. The integrated path and improved seawall will enhance the urban environment by creating a linear park that will bring safe accessibility to Collins Canal's natural features.
