2008-26954 ResoRESOLUTION NO. 2008-26954 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, APPROVING AND AUTHORIZING THE CITY MANAGER OR HIS DESIGNEE TO SUBMIT AN U.S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT (HUD) ECONOMIC DEVELOPMENT INITIATIVE (EDI) SPECIAL PROJECTS GRANT APPLICATION FOR FUNDING IN AN AMOUNT NOT TO EXCEED $514,500 FOR RENOVATION OF THE LONDON HOUSE APARTMENTS; AUTHORIZING THE MAYOR AND THE CITY CLERK TO EXECUTE AN AGREEMENT BETWEEN HUD AND THE CITY; AND FURTHER AUTHORIZING EXECUTION OF AN ADDITIONAL AGREEMENT BETWEEN THE CITY AND MBCDC: THE LONDON, LLC. WHEREAS, Congressional Grants are authorized each year in the annual U.S. Department of Housing and Urban Development (HUD) appropriation and conference report or congressional record; and WHEREAS, Congress authorizes a specific level of funding to a designated grantee, to undertake a particular activity cited in the appropriation or conference report; and WHEREAS, In order to receive these funds, allocated for rehabilitation of the affordable housing purchased with City of Miami Beach Redevelopment Agency (RDA) funds, the City needs to submit an Economic Development Initiative-Special Project (EDI) Grant application by December 31, 2008; and WHEREAS, only the entity named by Congress in the Congressional Record of December 17, 2007, is eligible to apply for grant funds; and WHEREAS, as a grantee, the City of Miami Beach may pass funds through to one or more sub-grantees; and WHEREAS, the City wishes to utilize EDI funds in an amount not to exceed $514,500 for the renovation of the London House Apartments, located at 1965-1975 Washington Avenue, amulti-family rental building that will provide housing to 33 income qualified households; and WHEREAS, on March 14, 2007, the RDA adopted a Resolution No. 545- 2007, authorizing an appropriation of $13,650,000 from City Center/Historic Convention Village (City Center) Redevelopment Agency non-TIF funding sources, to MBCDC, for the purpose of providing funds to MBCDC for the balance due in connection with its purchase of the following three properties located within the City Center RDA: 1940 Park Avenue (The Barclay); 1965-1975 Washington Avenue (The London House); and 2001 Washington Avenue (The Allen House; and WHEREAS, on November 19, 2008 the Loan Review Committee recommended that the City Manager or his designee submit a HUD Economic Development Initiative-Special Project Grant application for the renovation of the London Apartments; and WHEREAS, MBCDC has created anot-for-profit entity, MBCDC: The London, LLC, which is the successor in interest to MBCDC, has assumed all interests and title to the London House Apartments and is the sole member of MBCDC: The London, LLC. NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission of the City of Miami Beach, Florida, approve and authorize the City Manager or his designee to submit an U.S. Department of Housing and Urban Development (HUD) Economic Development Initiative (EDI) Special Projects Grant application for funding in an amount not to exceed $514,500 for renovation of The London House Apartments; and further authorize the Mayor and the City Clerk to execute an agreement between HUD and the City and an additional agreement between the City and MBCDC: The London House, LLC. Item Summary~ttecommenaatlon: On 3/11/08, Congress earmarked funding of up to $514,500 to the City of Miami Beach from the annual Congressional Grants through HUD for use in the rehabilitation of the affordable housing purchased with RDA funds. In order to receive these funds, the City needs to submit an EDI Special Project Grant application by 12/31/08. The City may pass through these funds to asub-grantee. In this case, the funds will be passed through to MBCDC for the renovation of the London House, located at 1965-1975 Washington Avenue, Miami Beach. This building was purchased with funds from the City RDA. The EDI grant funds will be utilized for the renovation of the building, which will provide 33 units of rental housing for income qualified households. The renovation includes the reconfiguration of the building, including a third story addition. A significant aspect of the renovation includes the effort to provide one, two and three bedroom apartments to serve low income families. In order to receive these funds, allocated for rehabilitation of the affordable housing purchased with City of Miami Beach Redevelopment Agency (RDA) funds, the City needs to submit the attached Economic Development Initiative-Special Project Grants (EDI) application by December 31, 2008. Only the entity named by Congress in the Congressional Record of December 17, 2007, is eligible to apply for grants funds; in this case, the City will be the applicant. As a grantee, the City may pass through funding to one or more sub-grantee. The City intends to use the grant for the rehabilitation of the London House Apartments, located at 1975 Washington Avenue and purchased by Miami Beach Community Development Corporation (MBCDC) in 2007 with funds from the City of Miami Beach Redevelopment Agency. The grant allows up to 20% of the funding to be used for administrative cost; the City will share the administration allocation with MBCDC to properly manage all the requirements of the EDI Special Project grant. Rehabilitation of the London House will include the exterior rehabilitation of the original historic elements, such as facade, the complete ground level terrace with ornaments, the second and third-floor open walkways, the addition of a third story on the existing 1965 two story building, new exterior windows and doors, and the refurbishing of the existing out of service elevator. A significant aspect of the renovation includes the effort to provide one, two, and three bedroom apartments to serve low income families. In orcier to accomplish this, the 55 unit building will be redesigned and reduced to 33 units. Page 2 of 2 The London/EDI Grant On November 19, 2008, the Loan Review Committed recommended that the City Mayor and Commission approve and authorize the City Manager to submit the EDI Special Grant application for renovation of the London House Apartments. CONCLUSION The Administration recommends that the Mayor and City Commission of the City of Miami Beach, Florida, approve and authorize the City Manager or his designee to submit an U.S. Department of Housing and Urban Development (HUD) Economic Development Initiative (EDI) Special Projects Grant application for funding in an amount not to exceed $514,500 for renovation of The London House Apartments; authorize the Mayor and the City Clerk to execute an agreement between HUD and the City; and further authorize execution of an additional agreement between the City and MBCDC: The London House, LLC, the LLC created by MBCDC for this project.
