The purpose of this LTC is to advise you of some key temporary assignments I hav~m~ in'-A
the Administration in order to ensure the effective and efficient operation of the CIP Depar~ent
upon the retirement of Jorge E. Chartrand.
As you know, Jorge E. Chartrand is retiring effective December 26, 2008. I want to take this
opportunity to thank Jorge for his contributions to the City of Miami Beach and the CIP
Department over the last 12 years. I, along with the rest of my team, wish Jorge the best in his
retirement.
I have appointed Fred Beckmann, Public Works Director, as Interim CIP Director effective
immediately. As Public Works Director, Fred has been directly involved in the right-of-way
program for many years and is very familiar with our CIP program and processes. In addition,
the Public Works Department and the CIP Department will continue to work closely as we move
forward with our capital program. Therefore, I am confident that Fred is best suited to ensure
continued progress on our capital improvement efforts. We are actively engaged in an
extensive recruitment process to select our a new CIP Director. I expect this process to take a
few more months. Fred is expected to remain in this new capacity through the duration of our
recruitment efforts.
To provide leadership in the Public Works Department while Fred is assigned to CIP, I am
assigning Assistant City Manager Robert C. Middaugh as the Interim Public Works Director.
For several years, Bob had been the Assistant City Manager supervising the Public Works
Department. In order to ensure that we continue to provide proper customer service from our
accredited Public Works Department, Bob has been assigned to work directly in the department.
I am sure that under Bob's guidance the Public Works Department will continue to provide the
excellent customer service we are accustomed to.
During this Interim period, Assistant City Managers Tim Hemstreet and Hilda Fernandez and I
will absorb Bob's other departmental assignments. Specifically, Tim will be responsible for the
Parking Department, Hilda will be responsible for the Parks Department and I will again assume
responsibility for the Police and Fire Departments.
While temporary in nature, I am sure that these assignments will allow us to continue to perform
our duties and deliver the best quality services to our residents, businesses and visitors.
