A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, AUTHORIZINC A RATE
ADJUSTMENT AT THE 7TH STREET PARKINC CARACE FROM
$1.00 PER HOUR ON FRIDAY, SATURDAY, AND SUNDAY
EVENINCS(9:00 P.M. UNTIL 5:00 A.MJ TO A FLAT RATE OF
$6.00.
WHEREAS, on February 26, 1996 the City of Miami Beach parking
Department opened the 7th street parking Garage to the public; and
WHEREAS, approximately 25,000 to 30,000 vehicles per month use this
facility; and
WHEREAS, past revenues are below total expenses including debt
services, and

WHEREAS, current revenues are not sufficient to meet the total
payments for this facility; and
WHEREAS, adjustment of the rate structure to meet peak demand will
eliminate the financial shortfall; and
WHEREAS, a flat rate of $6.00 on Friday, saturday, and sunday
eveningS(9:00 P.M. until 5:00 A.MJ is proposed.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby approve a rate adjustment at the 7th Street parking
Garage from $1.00 per hour on Friday, Saturday, and Sunday evenings(9:00
P.M. until 5:00 A.MJ to a flat rate fee of $6.00.

ADMINISTRATION RECOMMENDATION:
The Administration recommends that the Mayor and City Commission approve and authorize the rate
adjustment as presented.
BACKGROUND:
On February 26, 1996, the Parking Department opened the 7th Street Garage. Statistical information has
shown that the Parking Garage services between 25,000 to 30,000 vehicles per month. Data also indicates
that the average length of stay is slightly more than three hours. Although revenues have been close to
projections, a small shortfall still exists. Revenues are above the cost of operation, but fail to meet debt
service. Adjusting the rates, using statistical data extracted from the revenue control equipment to match
current market conditions, will allow the City to meet all costs related to this facility.
ANALYSIS:
Attached is all historical data relating to average length of stay accumulated from April until August,
specifically for Friday, Saturday, and Sunday, between the hours of 9:00 P.M. until 5:00 A.M. Also
attached, is an overview of the average length of stay since the parking garage has been opened to the public.
Figures indicate that the average length of stay is slightly more than three hours per vehicle; there is a small
percentage of vehicles that do park for less than three hours and that percentage is indicated in the reports.
Although it is evident that revenues for this period would be increased, the side effect of adjusting the rate
structure to a flat rate fee might be the possibility of losing a percentage of the parking public that might not
be willing to pay a flat fee for shorter lengths of stay. At this time, it is impossible to predict exactly this
effect. However, hundreds of vehicles are being turned away every weekend. The other garages in the area,
13th Street and Collins Avenue and 12th Street and Drexel Avenue"are now and have been charging the
$6.00 flat fee for the weekends since June 1995.
A letter from the Ocean Drive and Washington Avenue Associations endorsing this plan is attached. This
action has also been overwhelmingly supported by the Parking and Transportation Committee, with the
provision that this issue is revisited one year from now.
