RESOLUTION NO. 2001-24475
A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY
OF MIAMI BEACH, FLORIDA, AUTHORIZING THE MAYOR AND CITY
COMMISSION TO DECLARE MIAMI BEACH A "PROJECT IMPACT
PARTNER"
WHEREAS, a Local Mitigation Strategy (LMS) was developed by public and private sector
partnerships to reduce the risks from the various types of disaster faced by the residents of Miami-Dade
County, including the development of risk reduction initiatives: and
WHEREAS, the City of Miami Beach has been a member of the Miami-Dade Local Mitigation
Strategy Working Group and has worked in coordination with the other members of the LMS Working
Group since its inception in 1998; and
WHEREAS, because of the initiatives and successes of the Local Mitigation Strategy, Miami-
Dade County, Florida has been designated by the Federal Emergency Management Agency as a "Project
Impact Community" and is, to date, the largest community chosen as a member of Project Impact; and
WHEREAS, the Local Mitigation Strategy Working Group has now evolved into the Miami-
Dade "Project Impact Working Group" and it would be beneficial to the City of Miami Beach to continue
its association as a "Partner".
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission authorize the Mayor and City Commission to declare the City of Miami Beach a
"PROJECT IMP ACT PARTNER".

ADMINISTRATION RECOMMENDATION
Adopt the Resolution,
ANALYSIS:
Project Impact communities organize to identify vulnerability to natural and man-made
disasters and develop plans to protect lives and property and end the damage-repair cycle
of disaster response. The City of Miami Beach, which is a member of the Miami-Dade
County's Local Mitigation Strategy Working Group formed in 1998, will become a Project
Impact Partner upon signing the resolution.
Project Impact, which is a FEMA initiative, operates on a common-sense damage-
reduction approach, basing its work and planning on three simple principles: preventative
actions must be decided at the local level; private sector participation is vital; and long-term
efforts and investments in prevention measures are essential.
To each new community that commits to the partnership, FEMA offers expertise and
technical assistance at both the national and regional level, and incorporates other federal
agencies and states into the equation. By putting the latest technology and mitigation
practices into the hands of the local communities, FEMA guides these communities
through the complete risk assessment process, which allows each community to identify
and prioritize those mitigation initiatives that will have the greatest benefit to the
community.
The incentive of Project Impact is clear: a disaster resistant community can rebound from
a natural disaster with far less loss of property and consequently, much less cost for
repairs.
