SUBJECT: Transportation Element Open House
The purpose of this Letter to Commission (LTC) is to inform you that the City will be hosting an open
house for the Transportation Element Project on Thursday, February 5, 2009 from 6:30pm to 8:30pm at
the North Shore Youth Center.
On October 7, 2008 the Mayor and City Commission adopted Resolution No. 2008-26921 approving
a professional services agreement with The Corradino Group forthe development and update of the
Transportation Element (TE), which is required as part of the City of Miami Beach Comprehensive
Plan. The Miami Beach Comprehensive Plan must be updated and revised according to the
Evaluation and Appraisal Report (EAR) that was found sufficient by the Florida Department of
Community Affairs. As part of this update, an updated Transportation Element must be completed,
as per Florida Statute (FS) 163-3177 Q) and Florida Administrative Code (FAC} 9J5.019.
The Transportation Element will build from information and data contained in existing transportation
plans; such as the Municipal Mobility Plan, the Coastal Communities Transportation Master Plan and
Transit Study, and the Atlantic Greenway Network Master Plan, to develop a multimodal approach for
future projects.
In general, the project objectives are in compliance with Florida Administrative Code (FAC) Rule 9J-
5.019; Development of a Transportation Element, including roadway, freight, pedestrian and bicycle
plans, planned improvements including local street extensions and connections, needed sidewalks,
pedestrian crossings, and bicycle facility improvements; local sUeet connectivity plan, street design
standards, functional classification, access management standards, financing strategies. and
amendments to implementing ordinances; analysis of growth scenarios for transportation impacts, and
development of recommended mitigation measures.
City staff held a public workshop on October 30, 2008 at the Miami Beach Botanical Gardens. There
were approximately 15 members of the public in attendance and the majority of the comments were
in support of multi-modal policies and improvements.
