OF MIAMI BEACH, FLORIDA, AUTHORIZING THE CITY MANAGER, OR
HIS DESIGNEE, TO SUBMIT AN APPLICATION IN COOPERATION WITH
THE MIAMI BEACH COMMUNITY DEVELOPMENT CORPORATION TO
THE NFL COMMUNITY FOOTBALL FIELDS PROGRAM, A PARTNERSHIP
OF THE NATIONAL FOOTBALL LEAGUE (NFL) CHARITIES AND LOCAL

PROJECT; AND AUTHORIZING THE MAYOR AND CITY CLERK TO
EXECUTE ALL NECESSARY DOCUMENTS RELATED TO THIS
APPLICATION,
WHEREAS, the NFL Community Football Fields Program is a partnership of the National
Football League (NFL) and the Local Initiatives Support Corporation (LISC) provide funding for
non-profit, neighborhood-based organizations with financial and technical assistance to improve the
quality, safety and accessibility oflocal football fields; and
WHEREAS, these funds are made available to eligible community-based organizations
registered as exempt from Federal Income tax under Internal Revenue Service Code Section 501
(c)(3); and
WHEREAS, the Miami Beach Community Development Corporation has agreed to partner
with the city to submit the grant application; and
WHEREAS, on June 19, 1996, the City Commission approved the General Obligation
Bond Parks Master Plan for the restoration of the City's Parks System and on November 2, 1999 the
citizens of Miami Beach approved the $92 Million 1999 General Obligation Bond Program,
including improvements and enhancements to the Flamingo Park football field; and
WHEREAS, the renovations funded by this grant source, if approved, will contribute
significantly to the Flamingo Park renovation project.
NOW THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission herein approve and authorize the City Manager, or his designee, to submit an
application in cooperation with the Miami Beach Community Development Corporation for grant
funds from the NFL Community Football Fields Program, a Partnership of the National Football
League (NFL) Charities and Local Initiatives Support Corporation (LISC), for the purpose of
renovating the football field at Flamingo Park, in the amount of $100,000, to be matched with
$50,000 of City funding, as recommended in the approved $92 Million General Obligation Bond
Program, Fund 374; further appropriating the grant, if approved and accepted by the City, in the
Work Order for the Flamingo Park General Obligation Bond Program Renovation Project; and
authorizing the Mayor and City Clerk to execute all necessary documents related to this application.

NFL COMMUNITY FOOTBALL FIELDS PROGRAM
The NFL Community Football Fields Program is a paTtl1ersbip of the National Football League
(NFL) Charities and the Local Initiatives Support Corporation (LISC) to provide non-profit,
neighborhood-based organizations with financing and technical assistance to improve the
quality, safety and accessibility oflocal football fields,
Parl<s and ball fields can serve as tremendous community assets because they offer opportunities
for recreation, education, and relaxation that contribute to the local quality of life, especially for
young people, In three years of programming, the Fields Program has awarded $4.8 million in
grants for 56 projects with total development costs of $19.4 million in some 40 cities across the
country. The fourth round of the Fields Program will make award announcements for grants in
the early fall of2001.
How the Fields Progl"llm Works
The NfL Charities and LrSCfirst issues an open invitation to all qualified non-profit
organizations in NFL markets to submit proposals for funding. LIse reviews the proposals,
requests additional information where necessary and makes site visits to the fmalist
organizations. Then LISe recommends to the NFL which organizations have the capacity, plans
and partners to renovate their local football fields and to attract increased youth football
programming to the site. The NFL makes the final funding decisions.
Once the NFL chooses the award recipients, LISC works with local NFL teams and the award
recipients to make press announcements and handle media events. LISe then manages the flow
of funding, making sure that projects move forward on a timely schedule and according to plan.
The proposal and review process are designed to make sure that the capital improvements to
renovate older and establish new football fields will have a stream of maintenance funds and the
community support needed to sustain the use of the fields over the long term.

NFL Fund. Leverage Other Investment.
:LIse works \0 ensure that field projects receiving NFL funding have matching dollars to meet
their total development budgets and that sources of field maintenance funds are located. Local
match funds are valuable because they create investment pannerships that strengthen the project,
Moreover, many of the field projects are located in close proximity to other community
revitalization effons, creating a web of local investments that reinforce each other.
The Fields Program is alsO' welcome to the involvement of individual NFL teams and players,
LiSe will work to accommodate additional donations, promotions, and events from teams and
players as long as they meet the program gui,delines.
LIse as an NFL Partner
Lise is the nation's lilrgest support organization of nonprofit community development. Since
1979. use has raised more than $3 billion for non- profit neighborhood based organizations
which have leveraged those funds to raise an additional $4 billion, These local partners have
used those funds to build or rehabilitate nearly 120,000 units of affordable housing, and create 12
million square feet of commercial and industrial space, including community facilities such as
child and health care centers, and parks and open spaces.
Lise operates through a network of 38 local offices, based in most of the country's largest
metropolitan areas and a national rural program that works with some 70 rural.based community
development organizations. Local offices allow LIse to have a hands-on approach to these
development projects, and to monitor these investments over the long term. LIse staff have
experience not only in real estate, but also in how to build the organizational capacity of
neighborhood non-profits so they are able to manage and lead local rcvitali:tation efforts.
Why W Drk with Neighborhood NOD Profit Orgsnnstions
Many neighborhood based non-profit organizations know how to manage capital improvements
to parks and to broker programming (i.e. youth football leagues, science fairs, summer festivals
and community celebrations) into park fields and play spaces. Equally irnpol'tant, neighborhood-
based organizations engage residents as stakeholders. If local residents have a sense of
ownership and see themselves as central to the creation and maintenance of play fields, those
developments are much more likely to be protected and prese:rved for long-term use. The fields
Program is intended not only to respond to the immediate shortage of play fields, but also to
build an infrastructure, through partnerships and resident involvement, to help sustain these open
spaces for community use.

2001 REQUEST FOR PROPOSALS
,Overview
The NFL Community Football Fields PJ:-ogram is a partnership of the National
Football League (NFL) and the Local In~tiatives Support Corporation (LISC).
The goals of the NFL Community Football Fields PJ:-ogram are to provide non-
profit, neighborhood-based orga,nizations with financial and technical
assistance to improve the quality, safety and accessibility of local football fields.
The program provides grants of up to $100,000 for capital improvement
projects.
Eligib1eprojects will be sponsored by community-based organizations
registered as exempt from Federal Income Tax under Internal Revenue Service
Code Section 501 (c)(3). Eligible organizations will be located specifically
and exclusively within NFL Target Markets, listed in Attachment A,
Strong preference will be given to those proposals that (1} seek to upgrade
existing facilities that are in poor condition or otherwise underutilized; (2)
demonstrate active use of the fields; (3) attract match funding exceeding the
minimum required match; (4) involve local partnerships with Parks and
Recreational Departments (or other suitable partners) to promote youth and
community programming on the fields; and (5) provide for continuing field
maintenance ,and safety, PJ:-oposals may request up to $100,000 from the NFL
Community Football Fields Program to be used for capital improvements.

Athletic fields can serve as tremendous community assets because they offer
opportunities for recreation, education, and rela.'C:ation that contribute to the
local quality of life. The NFL Community Football Fields Program (the "Fields
Program") seeks to redress the shortage of clean, safe, accessible football fields
in low- and moderate-income neighborhoods.
Non-profit neighborhood-based organizations can play a lead role in the
improvement of existing or creation of new athletic play fields. With experience
in both real estate development and community building, many of these
organi~ations possess the capacity to address both the capital aspects of play
fields development and the program elements (i.e. youth football leagues,
sports toumaments, science fairs, summer festivals, community celebrations,
and after-school events). Equally important to this experience, neighborhood-
based organizations have connections to their community that legitimize their
operations and draw resident support for their work. If local residents have a
se.nse of ownership and see themselves as stakeholders in the creation and
maintenance of play fields, these community assets are much mOJ"e likely to be
protected and preserved for long-term use. The Fields Progra:m is intended not
only to respond to the immediate shortage of play fields, but also to build an

Organizational EUe:ibUity Criteria
To be considered for the NFL Community Football Fields Pr.ogra,m,
organizations must meet l3.ll of the criteria. below, without exception:
· Community-based organization serving a neighborhood consisting chiefly of
low- and moderate-income families and individuals;
· At least one-full time statT person (all-volunteer organizations will not be
considered);
. In existence for at lea$t three years;
· Proven track record in real estate development and/ or parks programming;
. 501 (cl (3) tax exempt status; and,
· Located in an NFL Target Market. Please see the list of Target Markets in
Attachment A.

Selection Criteria
Organizations and their projects will be selected for fundin~ by t~e ~FL
Community Football Fields Program based upon the folloWIng cntena:
1- Feasibility of the proposed. project, The project b~dget sho~ld be based
upon realistic costs, preferably written contractor's estimates,
2, Project readiness. Sources of funding for the entire budget should be
identified. Plans for field renovation should take into account the schedule of
recreation activities o..l-er the course of the year.
3. Impact upon neipborhood and support from 1:I1e cOllununlty. Only
proposals that locate projects in low- and moderate-income communities will
be conside~d. The proposal should also clearly demonstrate how the field
improvements would benefit the community. It should note how many youth
and adults make use of the field for football, and for other activities. Moreover,
the proposal should also indicate how many more people would use it as a
result of Fields Program improvements? Support letters from other
neighborhood and partner organizations should be included.
, 4. Hatch fWllling. The Fields Program requires a minimum local match of one
dollar, for every two NFL dollars (1 :2), For example, if the proposal requests
$100,000 from the Fields Program, it must demonstrate sources and
commitments for $50,000 in local funds. Match funding at a higher ratio will
strengthen the proposal.
5, Security of future park maintenance and safety, Strong proposals will
have written commitments of maintenance funding for a minimum of three
years,
6, Capacity of organization and its partners to carry out project. The
proposal applicant must demonstrate, through its current management team
and previous experience, the ability to manage a project of this swe and nature.
Other Dote.:
Capital improvements refer to the phYlSical development of the field and its
surrounding amenities, Such projects might include, but are not limited to,
new or renovated irrigation lSystems, topsoil, sod or lSeeding, lights, bleachers,
public announcement systems, fences, restroom or locker room facilities,
goalposts, and scoreboards.

Public schools and public agencies may not apply for grants from the Fields
Program. However, community-based non - profits with SOl{cJ(3) designation
meeting all other organizational criteria may apply to make improvements on
school field!! or tho!!e owned and managed by public sector entities (Le. School
Districts, Parks and Recreation Departments, etc.). In those cases, the
applicant must show evidence that 1) the public entity supports the proposal;
2) the public entity authorizes the applicant to carry out the proposed capital
improvements (this authorization must take into account relevant labor/union
regulations and liability issues); 3) the publiC entity demonstrates its financial
commitment to field maintenance; and, 4) the field is open to and used by the
community for organized athletics and other events.
Private and parochial schools may apply for the Field!! Program only if they
meet aU of the above organizational eligibility criteria and they demonstrate
that ,the proposed fields are currently (and in the future will be) open to use by
other community organizations.
While we recognize that NFL fans come from allover the country, for the
purposes of the Fields Program, only organizations located within NFL Target
Markets will be eligible. See Attachment A for the list of Target Markets.

ANALYSIS
The NFL Community Football Fields Program is a partnership of the National Football League
(NFL) Charities and the Local Initiatives Support Corporation (LISC) to provide non-profit,
neighborhood-based organizations with financing and technical assistance to improve the quality,
safety and accessibility of local football fields. These funds are made available to eligible projects
which are sponsored by community-based organizations registered as exempt from Federal Income
Tax under Internal Revenue Services Code Section 501 (c)(3).

The Miami Beach Community Development Corporation has agreed to partner with the city to
submit this application for renovations to the Flamingo Park Football Stadium. The grant application
is for $100,000 to be matched with $50,000 of city funding, as recommended in the approved $92
Million General Obligation Bond Program, Fund 374.
On June 19, 1996, the City Commission approved the General Obligation Bond Parks Master Plan
for the restoration of the City's Parks System and on November 2,1999 the citizens of Miami Beach
approved the 1999 GO Bond Program. Included in these improvements are enhancements for the
Flamingo Park football Stadium. The renovations to the football field are eligible costs to be funded
by this grant source and, if approved, will contribute significantly to the Flamingo Park project.
It is currently anticipated that the Flamingo Park football field renovation project would include the
following work:
1. Complete removal of the top 24" of soil.
2. Replacement with 12 " aggregate sub-base, w/filter fabric separator and 12" of washed
screened silica sand,
3, Installation of horizontal drains to reduce water collection and increase drainage.
4. The renovation of the existing 20+ yr old irrigation system and installation of a scorpio
sub-station controller to be tied into the rest of the city's central irrigation control system.
5. Laser Grade the field.
6. Completely re-sod using Bermuda Turf "Tif-Way 419" sod.
The deadline for the submission of this grant to the NFL Community Football Fields Program is June
30, 2001.
Approval of this Resolution will permit the Parks and Recreation Department to submit an
application in cooperation with the Miami Beach Community Development Corporation to the NFL
Community Football Fields Program, a partnership of the National Football League (NFL) charities
and Local Initiatives Support Corporation (LIS C), for renovations to the Flamingo Football Field
that, if funded will substantially enhance the safety, maintainability and overall quality of this field
facility ,
