SUBJECT: ENFORCEMENT MANAGER -PARKING DEPARTMENT
The purpose of this Letter to Commission (LTC) is to inform you that I have appointed
Robert "Bobbie" Jenkins to serve as a temporary, full-time employee in the City's Parking
Department as the Parking Enforcement Manager.
As you may recall, Bobbie recently retired from the Miami Beach Police Department where
he served for over 29 years in various capacities, including a Law Enforcement Officer in the
Patrol Division: Drug Recognition Expert (DRE) Coordinator; Intoxilyzer 5000 Maintenance
Officer; Traffic Homicide Investigator; Support Services Division/Fleet Manager; and Field
Training Officer.
In addition, Bobbie has a number of teaching certificates including: Police Science/Law
Enforcement; Standardized Field Sobriety Testing: Occupant Protection Usage and
Enforcement; Drug Recognition Expert; HazMat Operations; ASP Baton; Crash
Investigations; Interview and Interrogations; Speed Measurement Devices and Driving
Instruction; and he is certified as a Field Training Officer. Bobbie is also on the Adjunct
Staff of the University of North Florida - Institute of Police Technology and Management and
the Miami-Dade College -School of Justice and Safety Administration.
Mostly recently, Bobbie served as the President of the Fraternal Order of Police (FOP) and
he will relinquish this post on January 24, 2009. Bobbie will join the City's Parking
Department on Monday, January 26, 2009. He brings a wealth of knowledge and experience
in enforcement; employee/labor relations; and leadership qualities which will surely benefit
all.

congratulating and welcoming Bobbie back in his new role as the Parking Enforcement
Manager in the City's Parking Department.
