97-22282 RESO RESOLUTION NO. 97-22282 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, RESCINDING RESOLUTION NO. 97-22251 AND RE-SETTING A DATE AND TIME FOR A PUBLIC HEARING TO CONSIDER A REQUEST BY THE R.D.P. ROYAL PALM HOTEL LIMITED COMPANY AND THE R.P.D. SHORE CREST HOTEL LIMITED COMPANY FOR A CERTIFICATE OF APPROPRIATENESS FOR DEMOLITION TO DEMOLISH PORTIONS OF THE SHORECREST HOTEL, A HISTORIC STRUCTURE, LOCATED AT 1535 COLLINS AVENUE, AS WELL AS PORTIONS OF THE ROYAL PALM HOTEL, A HISTORIC STRUCTURE LOCATED AT 1545 COLLINS AVENUE, IN ORDER TO CONSTRUCT A FIRST CLASS LUXURY CONVENTION CENTER RESORT HOTEL WITH 412 GUEST ROOMS AND SUITES AND TO RESTORE THE ORIGINAL LOBBY AREAS OF EACH HOTEL. WHEREAS, the Applicants, the R.D.P. Royal Palm Hotel Limited Company and the R.P.I'. Shorecrest Hotel Limited Company, have requested a Certificate of Appropriateness for Demolitio 1 to demolish portions of the Shorecrest Hotel, a historic structure, located at 1535 Collins Avenw, as well as portions of the Royal Palm Hotel, a historic structure located at 1545 Collins Avenw:, i 1 order to construct a first class luxury convention center resort hotel with 412 guest rooms and sLite ;; and to restore the original lobby areas of each hotel; and WHEREAS, the Shorecrest Hotel and the Royal Palm Hotel are located between 15th an 1 16th Streets on the east side of Collins A venue, as such sites are identified in the Cit 1 Center/Historic Convention Village Redevelopment and Revitalization Area Plan ("Plan"); and WHEREAS, pursuant to Subsection 19-11 of Zoning Ordinance No. 89-2665, Certific,lte; of Appropriateness for proposed hotel sites located on the east side of Collins Avenue, between] 5tl and 16th Streets, as such sites are identified in the Plan, are granted or denied in accordance wit 1 procedures set forth in the former Zoning Ordinance, Section 19; and WHEREAS, pursuant to Subsection 19-6 of the former Zoning Ordinance, Section 19, th ~ procedures for granting or denying a request for a Certificate of Appropriateness for Demolition ( f a historic structure require that the Historic Preservation Board hold a public hearing and tran:;m t a recommendation to the Mayor and City Commission, and that the Mayor and City Commis;iol1 then hold a public hearing and vote on the request; and WHEREAS, the Shorecrest Hotel and the Royal Palm Hotel are classified as his10rc structures in the City's Historic Properties Data Base; and WHEREAS, on December 12, 1996, the City's Historic Preservation Board held a pLbl c hearing to consider the request, after which the Board voted unanimously, 8 to 0, to recomlnen j that the Applicants' request be granted, subject to staffs conditions, as enumerated in the Decembc r 12, 1996 Staff Report of the Historic Preservation Board (HP File No. 1046); and WHEREAS, pursuant to former Zoning Ordinance Subsection 19-6, the Mayor and 2il y Commission must now consider the request at a public hearing; and WHEREAS, on January 8, 1997, Resolution No. 97-22251 was passed by the2ily Commission setting a date and time for a public hearing on the Applicants' request on FebrualYI, 1997 at 3:00 p.m., which is now to be reset for February 19, 1997 at 3:00 p.m. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CIT'{ COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that Resolution No. 97-2::251 is hereby rescinded and a public hearing to consider a request by the R.D.P. Royal Palm Lirrited Company and the R.P.D. RECOMMENDATION The Administration recommends that the City Commission approve the attached Resolution resettin! a date and time certain for a public hearing to February 19, 1997, at 3:00 P.M., to consider a reqt:es for a Certificate of Appropriateness for Demolition to demolish portions of the Shorecrest and Roya Palm Hotels. BACKGROUND The Shorecrest and Royal Palm Hotels are located on two of the proposed Convention Hotel site! on Collins Avenue between 15th and 16th Streets, as shown on the City Center/Historic Convent lor Village Redevelopment and Revitalization Area Plan. The subject structures were classified ill historic structures in the City's Historic Properties Data Base. Pursuant to Subsection 19-11 OJ' Zoning Ordinance No. 89-2665, Certificates of Appropriateness for the proposed hotel sites locatec between 15th and 16th Streets on the east side of Collins Avenue, as shown on aforementioned PI an are granted or denied in accordance with procedures set forth in the former Zoning Ordinal1c~ Section 19 (as amended prior to May 5, 1994). Pursuant to Subsection 19-6 of former Zoning Ordinance Section 19, the procedures for grantm~ or denying a request for a Certificate of Appropriateness for Demolition to demolish a histcric structure require the applicant to obtain a Certificate of Appropriateness for Demolition from th~ City Commission subsequent to a formal recommendation being issued by the Historic Preservatior Board after a separate public hearing. DATE C, r7 3 'A-Sn AGENDA ITEM On December 12, 1996, the City's Historic Preservation Board held a public hearing, after which tht Board voted to recommend that the applicant's request be granted, subject to staffs conditiom: a: enumerated in the December 12, 1996 Staff Report to the Historic Preservation Board (HP File l~o 1046 attached hereto). On January 8, 1997, the Historic Preservation Board transmitted its recommendation and report t( the City Commission. A date and time certain for a public hearing had been set for February 5 1997, at 3:00 P.M. Following the January 8, 1997 City Commission meeting, however, it what learned that the CilY'~ Historic Preservation Coordinator, the staff member most able to answer questions concerning th( appropriateness of demolition to portions of each of these historic structures, would be out of th( country until February 18, 1997. Consequently, the Administration deemed it appropriate anc important to reset the date and time for the public hearing to February 19, 1997, at 3 :00 P.M. ANALYSIS The Royal Palm/Shorecrest Hotel Project is a highly significant and complex developme nt preservation undertaking which proposes extensive demolition of portions of two historic hCite: structures located in the National Register and local Ocean Drive/Collins Avenue Historic Distrit:ts In light of the fact that the City's Historic Preservation Coordinator, the staff member best able tc answer questions relative to the appropriateness of the proposed demolition, will be out of the country until February 18, 1997, it is deemed important to reset the date and time certain for the public hearing to February 19, 1997, at 3:00 P.M. CONCLUSION Based on the foregoing, the Administration recommends that the City Commission approve b) resolution the setting of a date and time certain for a public hearing on February 19, 1997, at 3 OC P.M., to consider the request by the R.D.P. Royal Palm Hotel Limited Company and the R.PD Shorecrest Hotel Limited Company for a Certificate of Appropriateness for Demolition to demolis! portions of the Shorecrest Hotel, an historic structure located at 1535 Collins Avenue, as well portions of the Royal Palm Hotel, an historic structure located at 1545 Collins Avenue, in order tc construct a first class luxury Convention Center/Resort Hotel with 412 guest rooms and suites, ~nc to restore the remaining exterior portions of both hotel structures, as well as their public lobby areas to match their original configuration.
