RESOLUTION NO. 2001-24486
A RESOLUTION OF THE MA YORAND CITY COMMISSION OF THE CITY OF MIAMI
BEACH, FLORIDA, APPROVING THE AWARD OF A GRANT TO THE CITY UNDER
THE DRUG CONTROL AND SYSTEM IMPROVEMENT PROGRAM AND
AUTHORIZING THE MAYOR AND THE CITY CLERK TO EXECUTE A
COOPERATIVE AGREEMENT BETWEEN THE CITY AND MIAMI-DADE COUNTY
PROVIDING FOR A LINCOLN ROAD COMMUNITY POLICING ENHANCEMENT
PROGRAM; APPROPRIATING $32,236.00 IN GRANT FUNDS; AND AUTHORIZING
THE EXPENDITURE OF SAID GRANT FUNDS,
WHEREAS, the City has been awarded grant funding under the Drug Control and System
Improvement Program for Fiscal Year 200 1 /2002, with funding being administered by Miami- Dade
County; and
WHEREAS, this grant will continue the funding Lincoln Road Community Policing
Enhancement Program, which will pay for one additional police officer for seven (7) hours each
night on Friday and Saturday nights; and
WHEREAS, the City has received total grant funding, in the amount of $24,1 77.00, with
the City providing a cash match, in the amount of$8,059.00, which will be derived from the Police
Confiscations Account.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission herein approve the award of a grant to the City under the Drug Control and System
Improvement Program and authorize the Mayor and the City Clerk to execute a Cooperative
Agreement between the City and Miami-Dade County, providing for a Lincoln Road Community
Policing Enhancement Program; appropriating $32,236.00 in grant funds; and authorize the
expenditure of said grant funds,

MIAMI BEACH, FLORIDA, AUTHORIZING THE MAYOR AND THE CITY
CLERK TO EXECUTE A COOPERATIVE AGREEMENT BETWEEN THE CITY
AND MIAMI-DADE COUNTY PROVIDING FOR A LINCOLN ROAD
COMMUNITY POLICING ENHANCEMENT PROGRAM; APPROPRIATING
$32,236 IN GRANT FUNDS, AND AUTHORIZING THE EXPENDITURE OF SAID
GRANT FUNDS.
ADMINISTRATION RECOMMENDATION
Adopt the Resolution.
ANALYSIS
The City has received grant funding for fiscal year 2001-2002, under the Drug Control and System
Improvement Program administered by Miami-Dade County.
The City has been awarded $24,177 in grant funds to continue the Lincoln Road Community
Policing Enhancement Program created originally by grant funding in 1999. The City will match this
amount with $8,059 derived from the Police Confiscations Account for a total program cost of
$32,236.
The program will pay for overtime to deploy an additional police officer for seven hours a day, on
Friday and Saturday nights. The grant is effective on October 1,2001 and will end on September 30,
2002.
The redevelopment of Lincoln Road has been very successful. More and more tourists visit Lincoln
Road, presenting a unique challenge to the Police Department. Traditional methods of policing aren't
effective, as police officers cannot drive a police vehicle on Lincoln Road. As an important part of
the Police Department's Community Policing initiatives, police officers patrol on foot, bicycles and
even roller blades on Lincoln Road.

The Administration recommends that the Mayor and City Commission adopt this resolution to
provide enhanced community policing to the Lincoln Road area.
