A RESOLUTION APPROVING AND AUTHORIZING THE CITY
MANAGER OR HIS DESIGNEE TO 1) SUBMIT A GRANT
APPLICATION TO MIAMI-DADE COUNTY EMERGENCY MEDICAL
SERVICES FOR FUNDING IN AN AMOUNT NOT TO EXCEED $17,000
FOR THE CITY'S FIRE RESCUE OBJECTIVES; 2) SUBMIT A GRANT
APPLICATION TO THE EMERGENCY FOOD AND SHELTER
PROGRAM, FOR FUNDING, IN AN AMOUNT NOT TO EXCEED
$30,000 FOR FOOD VOUCHERS AND EMERGENCY SERVICES; AND,
3) APPROVE THE EXECUTION OF A LOCAL AGENCY PROGRAM
(LAP) AGREEMENT WITH FLORIDA DEPARTMENT OF
TRANSPORTATION, FOR FUNDING IN AN AMOUNT NOT TO
EXCEED $1,000,000 FOR THE VENETIAN CAUSEWAY
STREETSCAPE IMPROVEMENT PROJECT; FURTHER
APPROPRIATING THE ABOVE GRANTS, AGREEMENT AND
MATCHING FUNDS, IF APPROVED AND ACCEPTED BY THE CITY;
AND AUTHORIZING THE EXECUTION OF ALL NECESSARY
DOCUMENTS RELATED TO THE GRANTS AND AGREEMENT BY
THE CITY MANAGER OR HIS DESIGNEE
WHEREAS, the Florida Department of Health is authorized by chapter 401, Part
II, Florida Statutes to provide grants to Boards of County Commissioners for the purpose
of improving and expanding pre-hospital emergency medical services and these grants
are awarded only to Boards of County Commissioners, but may subsequently be
distributed to municipalities and other agencies involved in the provision of EMS pre-
hospital care; and,
WHEREAS, Miami-Dade County makes these funds available to cities within the
County; and.
WHEREAS, the funds are derived by the state from surcharges on various traffic
violations; and,
WHEREAS, the City has submitted an application for funding in an amount not to
exceed $17,000, for educational materials, materials, supplies, training, training
equipment, technical rescue equipment and reference library materials; and
WHEREAS, this project supports the key intended outcome: Increase resident
rating of public safety services; and
WHEREAS, retroactive approval is requested for the City Manager or his
designee to submit an application to Miami-Dade County Emergency Medical Services
for funding in an amount not to exceed $17,000 for the city's fire rescue objectives; and
WHEREAS, the Emergency Food and Shelter Program (EFSP) was established
in 1983 to supplement the work of local social service agencies in assisting people in
need of emergency assistance, rent/mortgage assistance, and food and supplements
the work of local social service agencies, both non-profit and governmental, in assisting
people in need of emergency assistance; and
WHEREAS, the program's funding priority is to provide rent/mortgage assistance
and food to those in need; and,
WHEREAS, the City has submitted an application for: 1) provision of
rent/mortgage assistance for individuals and families at-risk of homelessness; 2)
provision of hotel/motel placements for homeless individual and families when
conventional emergency shelter beds are unsuitable; and, 3) provision of food vouchers;
and
WHEREAS, matching funds are not required for this grant; and
WHEREAS, this project supports the key intended outcome: reduce the number
of homeless; and
WHEREAS, retroactive approval is requested to submit a grant application in an
amount not to exceed $30,000 to Miami-Dade County Homeless Trust for Funding for
the Emergency Food and Shelter Program for Homelessness Prevention; and
WHEREAS, the Administration requests approval to execute a Local Agency
Program Agreement with Florida Department of Transportation (FDOT) in the amount of
$1,000,000 for the Venetian Causeway Streetscape Project; and
WHEREAS, the project will be completed jointly by the City of Miami, Miami-
Dade County and Miami Beach, and, funding from all three entities will be included in the
project; and
WHEREAS, the scope of work includes the following: sidewalks, curb and gutter,
raised landscaped medians, continuous bike lanes, drainage improvements, pavement
markings and signing, traffic mast arms, illuminated signs, decorative roadway lighting,
tree planting, entrance features and decorative crosswalk; and
WHEREAS, the City's share of this project is $2,744,179, including $180,000
previously contributed toward the design, and is made up of the General Obligation
Bond funding as well as the FDOT funding in this agreement; and
WHEREAS, an Interlocal agreement will then be executed between the City and
the County to manage and implement construction of the project; and
WHEREAS, this agreement does not require matching funds; and
WHEREAS, approval is requested for the City Manager or his designee to
execute a Local Agency Program Agreement with the Florida Department of
Transportation, for funding in an amount not to exceed $1,000,000 for the Venetian
Causeway Streetscape Project; and
WHEREAS, this project supports the key intended outcomes: enhance mobility
throughout the city and ensure well-maintained infrastructure.
NOW THEREFORE, BE IT DULY RESOLVED THAT THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH hereby approve and authorize the City
Manager or his designee to: 1) submit a grant application to Miami-Dade County
Emergency Medical Services for funding in an amount not to exceed $17,000 for the
City's fire rescue objectives; 2) submit a grant application to the Emergency Food And
Shelter Program, for funding, in an amount not to exceed $30,000 for food vouchers and
emergency services; and, 3) approve the execution of a Local Agency Program
agreement with Florida Department of Transportation, for funding in an amount not to
exceed $1,000,000 for the Venetian Causeway Streetscape Improvement Project;
further appropriating the above grants, agreement and matching funds, if approved and
accepted by the City; and authorizing the execution of all necessary documents related

COMMISSION ITEM SUMMARY
Condensed Title:
A Resolution authorizing the City Manager or his designee to apply for and accept two (2) grants and
execute one Local Agency Program Agreement, and all the documents related to these grants and to the
agreement.
Intended outcome
1) Increase resident rating of public safety services; 2) reduce the number of homeless; and, 3)
enhance mobility throughout the city and ensure well-maintained infrastructure.
Supporting Data - 2007 Survey: 1) Both residents and businesses are more positive about fire, ocean
rescue and EMS (significant increase in ratings for all three from the 2005 survey); 2) 68% of the city's
residents and 72% of the city's businesses stated that the city's ability to address homelessness is either
fair or poor; homelessness is a broad quality of life issue; and, 3) 75% of residents felt that the traffic flow
where they drive in Miami Beach was either fair or poor; and 53% of the residents felt that the condition of
their roads was either fair or poor.
Issue: Shall the City support the following funding requests and execute the related agreements?
Item Summary/Recommendation: Approval to submit the following grant applications and agreement:

ANALYSIS
1. Retroactive approval for the City Manager or his designee to submit an application to
Miami-Dade County Emergency Medical Services for funding in an amount not to
exceed $17,000 for the City's fire rescue objectives
The Florida Department of Health is authorized by chapter 401, Part II, Florida Statutes to
provide grants to Boards of County Commissioners for the purpose of improving and
expanding pre-hospital emergency medical services. These grants are awarded only to
Boards of County Commissioners, but may subsequently be distributed to municipalities and
other agencies involved in the provision of EMS pre-hospital care. Miami-Dade County
makes these funds available to cities within the County. The funds are derived by the state

work of local social service agencies, both non-profit and governmental, in assisting people
in need of emergency assistance. These needs are primarily economic in natures, as
opposed to disaster-related.
The program's funding priority is to provide rent/mortgage assistance and food to those in
need. The City has submitted an application for: 1) provision of rent/mortgage assistance for
individuals and families at-risk of homelessness; 2) provision of hotel/motel placements for
homeless individual and families when conventional emergency shelter beds are unsuitable;
and, 3) provision of food vouchers.
Matching funds are not required for this grant. This project supports the key intended
outcome: reduce the number of homeless.
3. Approval for the City Manager or his designee to execute a Local Agency Program
Agreement with the Florida Department of Transportation, for funding in an amount
not to exceed $1,000,000 for the Venetian Causeway Streetscape Protect
The Administration requests approval to execute a Local Agency Program Agreement with
Florida Department of Transportation (FDOT) in the amount of $1,000,000 for the Venetian
Causeway Streetscape Project. The project will be completed jointly by the City of Miami,
Miami-Dade County and Miami Beach. Funding from all three entities will be included in the
project.
Sources of construction revenue are:
Miami Beach $2,564,179
City of Miami $2,900,000
Miami-Dade County $2,135,000
Total Project Cost is $7,599,179
The scope of work includes the following: sidewalks, curb and gutter, raised landscaped
medians, continuous bike lanes, drainage improvements, pavement markings and signing,
traffic mast arms, illuminated signs, decorative roadway lighting, tree planting, entrance
features and decorative crosswalk.
The City's share of this project is $2,744,179, including $180,000 previously contributed

An Interlocal agreement will then be executed between the City and the County to manage
and implement construction of the project. CIP is working on details of the Interlocal
agreement. The project's design is 99% complete.
The agreement does not require matching funds. This project supports the key intended
outcomes: enhance mobility throughout the city and ensure well-maintained infrastructure.
CONCLUSION
The Administration requests approval to authorize the City Manager or his designee to: 1)
submit a grant application to Miami-Dade County Emergency Medical Services forfunding in
an amount not to exceed $17,000 for the City's fire rescue objectives; 2) submit a grant
application to the Emergency Food and Shelter Program, for funding, in an amount not to
exceed $30,000 for food vouchers and emergency services; and, 3) approve the execution
of a Local Agency Program agreement with Florida Department Of Transportation, for
funding in an amount not to exceed $1,000,000 for the Venetian Causeway Streetscape
Improvement Project; further appropriating the above grants, agreement and matching
funds, if approved and accepted by the City; and authorizing the execution of all necessary
documents related to the grants and agreement by the City Manager or his designee.
