SUBJECT: JULY 18TH AGENDA ITEM
In response to Commissioner Garcia's inquiry concerning the possible one waying of Ocean Drive
southbound between 5th and 15th Street and Collins Avenue northbound from 5th to 15th Street.
The Administration has reviewed this proposal for Ocean Drive in previous years, as a result of
developing a mitigation plan for the Ocean Drive corridor. It was determined at that time that
south bounding Ocean Drive would create an unsafe condition for heavy pedestrian movement along
the corridor by one waying of the street. There would be a need for increasing signalization
throughout the corridor to reduce the conflict between pedestrians and motorist resulting from this
implementation.
Furthermore, in evaluating this proposal, the Ocean Drive Association in the past was vehemently
opposed to anyone waying or traffic flow modification of Ocean Drive, and overwhelmingly
supported the present mitigation plan now being implemented by the Administration. The City has
already implemented phase I of the mitigation plan and is proceeding with the design of the new
traffic signalization, which is part of phase IT of the approved plan.

Please place on the next Commission agenda a discussion item regarding the possible conversion
of Ocean Drive South from 15th to 5th Streets and Collins Avenue North from 5th to 15th Streets
to ONE WAY traffic during the evenings. This will alleviate heavy stop and go traffic and will
facilitate personal and professional drivers to securely deliver their passengers on the curbside.
I am requesting a time certain since Mr. Ross Marinaro, President of Florida Limousine Association.
Inc. would like to voice his opinion in the course of this item.

Thank. you for the oppornlnity of '.lllowing the Limousine Industry input into addressing the traffic ~nnrion on
South Beach.
We have polled the members and those offering a concern all are in agreement that one- way t:raffic on the t\VO
most impacted avenues would be sufficient in the elimination of the he3V)' stop and go tnffic now expected as the
norm.
If we were to study the impact on our Limousine Services,. the most important aspect being the safety of our
passengers during egn:ss from the vehicles, there seems to be one best solution.
We have all agn:ed that if OCEAN DR. were made ONE.WAY SOlJ11J from 15- Street to 5" Street and
following that pattern make COWNS AVE. ONE-WAY NORTH from 5" Street to IS" Street, this would allow all
personal and professional drivers to let passengers debatk on the curb side of the ..hide that goes directly into the
restaUrants and club venues without obstructing vehicular traffic as it passes.
If it is necessary to change direction between S~ and IS~ a short trip West to WASHINGTON AVE which
should remain lWO- WA Y will be easily accomplished and operative.
I hope that during your considerations of all the venues that will be affected by any change. we as an industry
feel this would be the most beneficial from our heny exposure to the <::urrent non.flow traffic conditions,

WHEREAS. the purpose of these funds was to implement transportation projects that would
help improve mobility and to better manage traffic congestion in and aroung the Ocean Drive area;

WHEREAS, the City developed and submitted to the Ocean Drive Improvement Association
a proposed Traffic Management Plan for Ocean Drive, composed ofthree Action Steps (the Plan);

WHEREAS, these Action Steps are, in summary. the installation of signagelleft,turn
restrictions onto Ocean Drive; the installation of traffic signals on both Ocean Drive and Collins
A venue; and the one, way pairing of the side streets to Ocean Drive; and

WHEREAS, both the Ocean Drive Association and the City's Transportation and Parking
Committee have endorsed the Plan; and
WHEREAS, funds to implement the Plan will be provided by the City's Concurrency
Mitigation Program; the County Road Impact Fee Program; and the Florida Department of
Transportation Work Program, respectively; and
WHEREAS, funds to design and implement Action Step I, the installation of signage (Left-

NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY

Commission hereby approve a Traffic Management Plan for Ocean Drive, as recommended by both
the Ocean Drive Improvement Association and the City's Transportation and Parking Committee;
instruct the Administration to proceed with the implementation of the three-step Plan, which is
funded by the Miami-Dade County's Road Impact Fee Program; the Florida Department of
Transportation's Work Program; and the City's Concurrency Mitigation Program/Ocean Drive; and

ANALYSIS
Approximately two years ago, the City began collecting concurrency mitigation funds from the
permitted developmenVredevelopment or change in use projects for Ocean Drive. The purpose of
these funds w.as to implement transportation projects that would help improve mobility and to better
manage traf&~ I:Pngestion in and around the Ocean Drive area.

After holding several meetings with local stakeholders (including residental representatives), the
City proposed a Traffic Management Plan for Ocean Drive, which was formally approved and
endorsed by resolution of the Ocean Drive Improvement Association, meeting on November 14,
2000. The Plan includes three Action Step items designated to solve specific problems, as follows:
Action Step I. Installation of Si2J1.age
OQfect;ve: Reduce the peak,hour directional split along Ocean Drive, which presently is
80% northbound and 20% southbound. This heavy directional movement contributes
significantly to the traffic delays and congestion along the corridor during the evening peak
hours.

Solution: Implementation of left.tum restrictions on side street approaches (Right Turn
Only) onto Ocean Drive from 7th, 8th, 9th, lOth, 11th and 12th Streets. These turn
restrictions will be enforced during peak times only, Thursdays through Sundays, from 10:00
p.m. to 4:00 a.m.
Funding: Signage preparation and installation will be done by the City utilizing $3,000 in
Ocean Drive Mitigation Program funds, which need to be appropriated for the purpose.
Action Step n ' Installation of Traffic Signals
Objective: Reduce the number of vehicles accessing Ocean Drive via 5th Street and 10th
Street and create alternative points for easy entry. These lwo intersections require a great
deal of police resources to manage the large number of vehicle and pedestrian movements.
Solution: Installation of two (2) new traffic signals along Ocean Drive, and two (2) on
Collins Avenue, The new traffic signals would be located at the following intersections: 7th
Street at Ocean Drive, and 11th Street at Ocean Drive; 7th Street at Collins Avenue, and
13th Street at Collins Avenue. The signal on Ocean Drive at 11th Street will be designed
with a lead left turning arrow to facilitate northbound (Ocean Drive) to westbound (11th
Street) movement. This feature will be added also to the existing 10th Street traffic signal.
The installation of signals along Collins Avenue will be included as part of the Collins
Avenue (5th to 15th Street) project.
Funding: The Ocean Drive signals at 7th and 11th Streets, as well as the addition of a lead
left-turn arrow at 10th Street, will be funded and implemented by Miami,Dade County's
Road Impact Fee Program. The Collins Avenue signals will be funded and installed as part
of a Joint Participation Agreement (JP A) with the Florida Department of Transportation for
the Collins Avenue project, from 5th to 15th Street, scheduled for construction in 2002-03.
Action StePJII'~ Introduction of Street Flow Modification Measures

Obiective: Better control and management of vehicular traffic along the Ocean Drive corridor
during late night, weekends, and special events, as well as increased effectiveness of police
enforcement through the introduction of street flow modification measures.
Solution: Change certain east-west side streets to one direction, as a possible single lane
connector links, between Ocean Drive and Washington Avenue. The recommended changes
are as follows: 7th Street (eastbound) and 8th Street (westbound). The benifits and
opportunities for additional one,way pairs will be analyzed further, as part of the Collins
Avenue project.

Fundinv: These flow modifications are components of the scheduled FDOT project for
Collins Avenue, from 5th to 15th Street, therefore funded by the State under a JP A for the
project, which is schedule from construction in 2000-03.
As endorsed by the Ocean Drive Improvement Association on November 14, 2000, and by the
Transportation and Parking Committee on December 4, 2000, the Administration recommends
approval of the Ocean Drive Traffic Management Plan and its enabling Resolution.
