RESOLUTION NO. 97-22284
A RESOLUTION OF THE MAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA APPROVING
TEMPORARY BANNERS ON OCEAN DRIVE BETWEEN
FIFTH STREET AND TENTH STREET PROMOTING THE
OCEAN DRIVE MAGAZINE WEEKEND VOLLEYP ALOOZA
EVENT IN LUMMUS PARK.
WHEREAS, for the past three years, Ocean Drive Magazine has sponsored t1 e
V olleypalooza tournament in Lummus Park; and
WHEREAS, the event is for the charity and received considerable publicity, includir g
national coverage by ESPN which promotes it as a special and the volleyball teams are comprise j
of celebrities and models; and
WHEREAS, Ocean Drive Magazine will host a performance bond to ensure the removal ( f
the banners the day after the special event and will ensure that any damage to light poles wi. 1 t e
repaired; and
WHEREAS, the temporary banners will be located on Ocean Drive between Fifth Street ar j
Tenth Street and shall not be installed earlier than February 10, 1997 and shall be removed 1: Y
February 18, 1997; and
WHEREAS, pursuant to Section 9-3.C.4 of the Zoning Ordinance, the right to install, (s
well as the number, location, and method of installation of banners in the public right-of-whY s
subject to approval by the City Commission; and
WHEREAS, the City of Miami Beach will receive positive national publicity as a result ( f
the upcoming Ocean Drive Magazine Weekend Volleypalooza.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND ClTv
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA that the application fc r
temporary banners requested by Ocean Drive Magazine as set forth herein is approved.

A Resolution Approving the Installation of Light Pole Banners for the Ocea 1
Drive Magazine Weekend VoUeypalooza
SUBJECT:
RECOMMENDATION
The Administration recommends that the City Commission approve the placement of banners fc r
the Ocean Drive Magazine Weekend Volleypalooza event. However, said banners are recommende, I
to be placed only on Ocean Drive between 5th and lOth Streets; further, said installation shcul,l
occur no earlier than February 10, 1997 and the banners removed the day after the event end~: 0: 1
February 17, 1997.
BACKGROUND
For the past three years, Ocean Drive Magazine has sponsored the Volleypalooza tournament ill
Lummus Park -- this will be the fourth year. The event is for charity and receives considen.b1,:
publicity, including national coverage by ESPN promotes it as a special. The volleyball teams ar,:
comprised of celebrities and models.
ANALYSIS
TIlls event has evolved quickly into one that draws considerable media attention. TIlls coverag:: i:
good not only for the charitable organizations for which the event is held, but for the City of Miarn
Beach, as it is yet another opportunity for the City to present its best face and shine in the natic na
spotlight.
The Zoning Ordinance requires that the City Commission approve the installation of temporar;
banners, pursuant to Section 9-3.CA which reads, in part:
4. Light Pole Banners: Banners affixed to light poles or other similar structures on thl
public right-of-way shall be subject to the following regulations:

a. The right to install, as well as the number, location and method ({
installation of banners shall be subject to the Design Review process ayri
approved by the City Commission and the Public Works Department.
b. Banners shall not exceed three feet in width by sevenfeet in length. Banl7el S

approved under the Design Review process.
c. Banners directing the public's attention to a public institution or spech I
district may be erected for an indefinite period, subject to being maintame i
in good condition and periodic review for appropriateness under the Desig 1

banner, unless the text constitutes the overall image of the banner.
If approval is granted, the proposed banners are recommended to be installed no earlier that Febnlar I
10, 1997 and removed no later than February 17, 1997.
CONCLUSION
The Administration has concluded the Commission should approve the installation of light {lol:
banners for the Ocean Drive Magazine Weekend Volleypalooza.
