RESOLUTION NO. 391-2001
A RESOLUTION OF THE CHAIRMAN AND MEMBERS OF THE
MIAMI BEACH REDEVELOPMENT AGENCY AUTHORIZING THE
CITY MANAGER, OR IDS DESIGNEE, TO SIGN ALL CONTRACTS,
AGREEMENTS, PURCHASE ORDERS, CHANGE ORDERS AND
GRANT APPLICATIONS THAT MAY AFFECT THE AGENCY;
RENEW EXISTING CONTRACTS WHICH MAY EXPIRE; AND
TERMINATE EXISTING CONTRACTS AS NEEDED; FROM THE
LAST AGENCY MEETING ON JULY 25, 2001, UNTIL THE FIRST
AGENCY MEETING ON SEPTEMBER 5, 2001, SUBJECT TO
RATIFICATION BY THE AGENCY AT ITS MEETING ON
SEPTEMBER 5, 2001.
WHEREAS, the Chairman and Members of the Miami Beach Redevelopment Agency (the
"Agency") are not scheduled to meet between the last meeting July 25, 2001 and the fIrst meeting
on September 5, 2001; and
WHEREAS, the Agency has historically, during such periods in past years, assigned certain
powers to the Executive Director or his designee, to sign all contracts, agreements, purchase orders,
change orders, and grant applications that may affect the subject to ratifIcation by the Chairman and
Members of the Agency.
WHEREAS, there may be existing contracts which may expire and require renewal, or may
need to be terminated by the Agency between the last Agency meeting on July 25, 2001 and the fIrst
meeting on September 5, 2001 which should receive Agency approval for renewal for an appropriate
period of time; and
WHEREAS, the Executive Director will report back to the Agency, at the fIrst meeting on
September 5, 2001, seeking ratifIcation of any actions relating to the aforestated authorizations.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE CHAIRMAN AND
MEMBERS OF THE MIAMI BEACH REDEVELOPMENT AGENCY, that the Executive
Director, or his designee, is hereby authorized to sign all contracts, agreements, purchase orders,
change orders, and grant applications that may affect the Agency to renew any existing contracts for
an appropriate period of time, and terminate existing contracts as needed, from the last Agency
meeting on July 25, 2001 until the fIrst Agency meeting on September 5, 2001, subject to ratifIcation
by the Agency at its meeting on September 5, 2001.

GRANT APPLICATIONS THAT MAY AFFECT THE HEALTH, SAFETY,
OR WELFARE OF THE REDEVELOPMENT AGENCY (AGENCY);
RENEW EXISTING CONTRACTS WHICH MAY EXPIRE, AND
TERMINATE EXISTING CONTRACTS AS NEEDED FROM THE LAST
AGENCY MEETING ON JULY 25, 2001, UNTIL THE FIRST AGENCY
MEETING ON SEPTEMBER 5, 2001, SUBJECT TO RATIFICATION BY
THE AGENCY AT ITS MEETING ON SEPTEMBER 5, 2001.
ADMINISTRATION RECOMMENDATION
Adopt the Resolution.
BACKGROUND
Between the last meeting on July 25, 2001, and the first meeting on September 5, 2001, the
Redevelopment Agency (the "Agency") will not be in session. During this period of time there
may be contracts in excess of the $25,000 limitation, which may need to be awarded or
terminated. The Agency has historically, during such periods, assigned certain powers to the
Executive Director subject to ratification by the Agency.
Additionally, administrative appeals to the Agency, as provided in Subpart B, Land
Development Regulations of the Code of the City of Miami Beach, would be unable to be held
between the last meeting on July 25, 2001, and the first meeting on September 5, 2001.
Therefore, any required acts relative thereto should be tolled during said period.

It is therefore requested that the Executive Director, or his designee, be authorized to receive and
process any petitions for initiatives and referendums; sign all contracts, agreements, purchase
orders, change orders, and grant applications that may affect the health, safety, or welfare of the
Agency, and renew any existing contracts, for an appropriate period oftime from the last Agency
meeting July 25, 2001, until the first Agency meeting on September 5, 2001, subject to
ratification by the Agency at its first meeting in September 5, 2001.
Since this authorization is necessary to ensure that essential services and projects continue during
the period between the last Agency meeting on July 25, 2001, until the first Agency meeting on
September 5, 2001, it is recommended that the Agency adopt this Resolution.
