A RESOLUTION OF THE MAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA,
AUTHORIZING THE CITY MANAGER, OR HIS DESIGNEE,
TO SUBMIT AN APPLICATION TO THE FLORIDA
COMMUNITIES TRUST FOR A GRANT, IN THE AMOUNT
OF $2,200,000, TO DEFRAY THE COST OF ACQUIRING A
LAND PARCEL CONTAINING LOTS 6-13 AND 15-21 OF THE
LYLE G. HALL SUBDIVISION AND TRACT 2 OF THE BATH
CLUB PROPERTY, AS MORE PARTICULARLY DESCRIBED
IN THE ATTACHED EXHmIT A, FOR THE DEVELOPMENT
OF SAID AREA AS AN URBAN OPEN SPACE PROJECT,
AND TO APPROPRIATE THE FUNDS, IF AWARDED.
WHEREAS, the Florida Legislature has developed the Florida Communities Trust to help local
govermnents implement their comprehensive plans through the acquisition of land for parks, vistas, and
greenways, especially lands that border rivers and oceans; and
WHEREAS, in utban areas, the Florida Communities Trust focuses on the acquisition oflands that
create linear open space parks, protected and managed as part of linked recreational opportunities, or that
preserve open space vistas or enhance historic sites, augmenting recreational and cultural opportunities; and
WHEREAS, its environment, natural resources and historic sites are the foundation of the City of
Miami Beach's unique, utban quality of life; and
WHEREAS, the City promotes a sustainable environmental future through the development of the
Atlantic Corridor Initiative, a netwOlx of open space parks, vistas, greenways, boardwalks and historic sites
that increases cultural and recreational opportunities; and
WHEREAS, the land parcel containing lots 6-13 and 5-21 of the Lyle G. Hall Subdivision and Tract
2 of the Bath Club Property, as more particularly described in the attached Exhibit A, is a focal point and
natural gateway from Indian Creek to the Atlantic Ocean and is a logical location for greenspace.
NOW THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission authorize the City Manager, or his designee, to submit an application to the Florida
Communities Trust for a grant, in the amount of $2,200,000, to defray the cost of acquiring a land parcel
containing lots 6-13 and 15-21 of the Lyle G. Hall Subdivision and Tract 2 of the Bath Club Property,
as more particularly described in the attached Exhibit A, for the development of said area as an urban
open space proj ect, and to appropriate the funds, if awarded.

ADMINISTRATION RECOMMENDATION
Adopt the Resolution.
ANALYSIS
The City seeks grant funds from the Florida Communities Trust to acquire 6000 Collins Avenue, a
105,846 square foot parcel ofland that will be renovated into an urban, open space, passive park; one
of the growth management goals listed in the City's Comprehensive Plan. The State of Florida
appropriates annual funds from its Florida Forever bond issue to the Florida Communities Trust in
order to provide communities the opportunity to acquire land in agreement with local comprehensive
plans. For Fiscal Year 2001-2002, $22,000,000 will be available. The amount sought by the City
to defray acquisition costs, $2,200,000, is the maximum amount of funding available to each
municipality.
The Florida Communities Trust has substantially revised its grant application this year to include a
focus on urban needs, such as open space parks and greenways. Moreover, the City has further
defined its urban land needs in the development of the Atlantic Corridor Initiative, a network of
urban green-spaces, boardwalks and alternative transportation.
There is no required match for this grant. However, if the City receives this grant but does not
identify additional funding necessary for acquisition, the City may refuse the grant and the allocated
funds would go to the next applicant on the State-funding list.
