2001-24510 RESO RESOLUTION NO. 2001-24510 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING THE CITY MANAGER, OR HIS DESIGNEE, TO SUBMIT AN APPLICATION TO THE FLORIDA DEPARTMENT OF STATE, DIVISION OF CULTURAL AFFAIRS, FOR A CULTURAL FACILITIES GRANT, IN THE AMOUNT OF $500,000, FOR REIMBURSMENT OF ACQUISITION AND RENOVATION COSTS OF THE BYRON-CARLYLE THEATER, LEVERAGING A LOCAL MATCH OF $1,700,000 APPROPRIATED FOR THE ACQUISITION OF THE BYRON- CARLYLE THEATER; FURTHER ACCEPTING THE GRANT AND APPROPRIATING THE FUNDS, IF AWARDED. WHEREAS, the Florida Legislature makes grants to cities, counties and non- profit organizations through the Department of State, Division of Cultural Affairs, via the Cultural Facilities Grant Program for renovation, construction, and acquisition of cultural facilities; and WHEREAS, on March 28, 2001 the Mayor and City Commission adopted Resolution No. 2001-24229 authorizing the acquisition of the Byron-Carlyle Theater for future development; and WHEREAS, the acqUIsItIOn and future development of the Byron-Carlyle Theater are both eligible for funding according to the governing rules of the Cultural Facilities Grants Program; and WHEREAS, the City intends to submit an application to the State's Cultural Facilities Grants Program on or before August 3, 2001 in the amount of $500,000 for reimbursement of costs associated with the acquisition and renovation of the Byron- Carlyle Theater; and WHEREAS, the maximum funding allocation provided through this grant program is $500,000 annually per proposal and is based on 2: 1 match; and WHEREAS, the $1,700,000 associated with the acquisition of the Byron-Carlyle Theater, will be serve as the City's match for the Byron-Carlyle Theater Cultural Facilities Grants application; and WHEREAS, the City is committed to the renovation and completion of the Byron-Carlyle project. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the City Manager, or his designee, is authorized to submit an application to the Florida Department of State, Division of Cultural Affairs, for a Cultural Facilities grant in the amount of $500,000 for costs associated with acquisition and renovation of the Byron- Carlyle Theater, leveraging the $1,700,000 appropriated for the acquisition ofthe Byron- Carlyle Theater; further, to accept the grant and to appropriate the funds, if awarded. ADMINISTRATION RECOMMENDATION Adopt the Resolution. ANAI,YSIS The Florida Legislature established the Cultural Facilities Program in 1988 to provide assistance to units of local government and non-profit organizations for the renovation, construction, and acquisition of cultural facilities. Applications are submitted annually to the Florida Department of State, Division of Cultural Affairs during the month of August to be considered for funding. The maximum annual award is $500,000 with a cumulative maximum total of $2,000,000 for each multi-phase project. The City has previously received Cultural Facilities Program grant awards for the Colony Theater, Bass Museum and the Botanical Gardens. The applications are reviewed for completeness by the Division of Cultural Affairs, and completed applications are forwarded to the Florida Arts Council for review, scoring and recommendations. The Florida Arts Council then prepares a priority list of projects which is sent to the Secretary of State. The Secretary of State submits the list of recommended projects to the Legislature for approval of each project. AGENDA ITEM DATE c.. 7 f/ 7-f<;r-0/ On March 28, 2001, the Mayor and City Commission adopted Resolution No. 2001-24313 authorizing the acquisition of the Byron-Carlyle Theater. The City intends to submit an application to the State's Cultural Facilities Grant Program on or before August 3, 2001, in the amount of $500,000 for reimbursement of costs associated with the purchase ofthe Byron-Carlyle Theater. The Cultural Facilities Grant Program bases their funding recommendation on a 2:1 match. The $1,700,000 appropriated for the acquisition ofthe Byron-Carlyle Theater will serve as the City's match for this project. Subsequent phases will be funded by $500,000 appropriated by the City to perform the necessary renovations to stabilize the theater and $700,000 in funding committed by the North Beach Development Corporation through the Quality of Life and Commercial Fa~ade Renovation Program. These funds will be used for future matches as the City continues to seek grant funding to complete the renovation of this project.
