A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, ACCEPTING THE
RECOMMENDATION OF THE CITY MANAGER PERTAINING TO
THE RANKING OF THE PROPOSALS RECEIVED IN RESPONSE TO
REQUEST FOR PRICING FOR THE DATA COMMUNICATION
NETWORK AND INFRASTRUCTURE AT CITY HALL,
AUTHORIZING THE ADMINISTRATION TO APPROPRIATE $440,000
FROM THE GENERAL FUND UNDESIGNATED FUND BALANCE,
AND TO ISSUE A STANDING ORDER TO ALL SOUND EQUIPMENT
OF MIAMI (ASE), PURSUANT TO FLORIDA DEPARTMENT OF
TRANSPORTATION CONTRACT NO. ITB-DOT-98/99-6067DS.
WHEREAS, an invitation for pricing for the Cabling Infrastructure and the Network
at City Hall was issued on May 30, 200 I, to State Wiring Contractors; and
WHEREAS, an inspection by The State Technology Office in Tallahassee, Florida and
independent contractor determined the need for a new Data Communication Network and
Infrastructure at City Hall; and
WHEREAS, twelve (12) bid notices, resulting in the receipt of eight (8) bids, with the
lowest response bid for $440,000 from All Sound Equipment (ASE) meeting criteria and;
WHEREAS, the recommended awardee, ASE, is the current wiring contractor for the
City and have successfully completed the following projects:
The 911 Communications Center, Bass Museum, The 555 building, Fleet Management, Police
Athletic Building, The Finance Renovations Project and numerous other projects; and
WHEREAS, the City must appropriate $440,000 for this project from the General Fund
Undesignated Fund Balance to award a Standing Order to All Sound Equipment of Miami of
$440,000; and
WHEREAS, the City Manager has reviewed the recommendation of the appropriation
of the funds for the contract award to All Sound Equipment and concurs with this
recommendation.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND THE CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission herein authorize the Administration to Appropriate $440,000 from the General
Fund Undesignated Fund Balance and Award a Contract to All Sound Equipment (ASE).

ANALYSIS
The purpose of this project is to replace all the existing structure cabling system with a new
updated structure cabling system that will support the current and future network requirements
not met in late 1996 when City Hall's cabling system was installed.
An inspection by The State Technology Office in Tallahassee, Florida and independent
contractors determined the following problems:
Patch cords with mismatched and mixed manufactures for data transmission is not
recommended. Unused bundles of copper cables left in several 2" conduits throughout the
facilities, these cut and unused copper cables resting in the ceiling will become a violation of
the National Electrical Code (NEC) by 2003. Most of the telecommunications closets are not
properly firestopped, this is a violation ofthe fire protection code.

Some cables are penetrating a plenum space without firestopping (no sleeve or fire protection).
Minimal electromagnetic interference (EM!) is required when installing low power cables to
maximize performance of the communications network. Further it was determined that
attempting to correct the existing condition would be as costly or more than replacing with a
new system.
The conditions at City Hall do not meet the standard requirement's of the new image and video
data infrastructure because high power electrical cables and low power data cables are
intertwined, causing a loss of high speed transmission.
To summarize the current condition, the existing cabling installation was not done properly.
It is suspected that no code or recommended standard was observed during the cabling
installation. Thus it is recommended that the existing telecommunication cabling be removed
from City Hall and install a new cabling infrastructure connectivity that at least meets or
exceeds the minimum current standards.
An Invitation for pricing for the Cabling Infrastructure and the Network at City Hall was
issued on May 30, 2001, to State of Florida Wiring Contractors with an opening date of June
13, 2001. Twelve (12) notices were issued, resulting in the receipt of eight (8) responsive
proposals.
Attached are the tabulated results. The low bidder, Telecom, proposed to complete the project
by the end of the year, which is more than five months. All finns were asked to provide pricing
based on a 4 - 8 week completion deadline. Therefore, based on the necessity of this project,
their response is not acceptable.
The second low bidder Universal Cabling Systems DCS qualified their proposal with a
requirement that the City must build or provide new closet space. Since City Hall does not
have the extra closets, this proposal can not be considered, additionally UCS did not stipulate
a time frame for the completion of the project.
The third lowest bidder All Sound Equipment (ASE) provided two alternatives, a four (4)
week completion of project proposal at a cost of $520,000 and an eight (8) week completion
of project proposal at a cost of $440,000. The eight (8) week proposal is recommended
because of the cost savings of $80,000.
The recommended awardee, ASE, is the current wiring contractor for the City and has
successfully completed the following projects:
The 911 Communications Center, Bass Museum, The 555 building, Fleet Management, Police
Athletic Building, The Finance Renovations Project and numerous other projects.
Additionally, FDOT has been please with the work completed for them.
