A RESOLUTION ACCEPTING THE RECOMMENDATION OF THE
CITY MANAGER PERTAINING TO THE RANKING OF THE
PROPOSALS RECEIVED IN RESPONSE TO REQUEST FOR
PROPOSALS (RFP) NO. 24-/00-01, TO PROVIDE A CITYWIDE
PARKING DEMAND ANALYSIS; AND APPROVING A
PROFESSIONAL SERVICES AGREEMENT WITH THE MOST
QUALIFIED FIRM OF WALKER PARKING CONSULTANTS, INC. IN
AN AMOUNT NOT TO EXCEED $153,500; FURTHER
APPROPRIATING $153,500 FROM PARKING REVENUE BOND FUND
481 AND THE ESTABLISHMENT OF A WORK ORDER FOR THE
PROJECT.
WHEREAS, on November 27, 2000, the Joint Land Use and Finance Committee
approved three recommendations, one of which was the procurement of an engineering firm to
provide professional services in the form of a citywide parking demand analysis; and
WHEREAS, at this time, it is appropriate to take a comprehensive approach in
assessing existing and future parking demand by analyzing all the major corridors in the City;
and
WHEREAS, it is important to identify [parking] generators within six major
corridors in the City and plan for the potential shared use of strategically placed surface lots
and/or multi-level facilities within close proximity to abutting corridors, including:
a. North Beach - 63rd Street to 87th Terrace.
b. South Point - South Point Drive to 5th Street
c. South Beach - 5th Street to 17th Street
d. Hotel CorridorlSouth-Collins/James Avenue between 17th Street and 23rd
Street, including Cultural Campus area.
e. Hotel Corridor/North - Collins Avenue/lndian Creek between 23rd Street and 41st
Street. Middle Beach - 41 st to 63rd Street; and
WHEREAS, the Parking Demand Analysis will serve as a blueprint for the Parking
System to plan, develop, and implement its Capital Projects Plan; and
WHEREAS, the Scope of Services developed specifically for the City of Miami
Beach Parking Study is based on four tasks, including:
1. Physical Inventory and Analysis
2. Projection of Future Parking Demand and Need
3. Cost and Feasibility Analysis
4. Public Involvement
WHEREAS, a component of the study is underway in North Beach Planning and
the Administration proceeded to contract with "Walker" in the amount of $23,500 under the
auspice of the City Manager's purchasing authority in order to proceed with the study; and
WHEREAS, the professional fee for the balance of the study areas is $148,500,
plus reimbursable expenses, not to exceed $5,000; and
WHEREAS, the supply/demand analysis. alternatives analysis, and financial
analysis will be completed by the end of the calendar year.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission accept the recommendation of the City Manager pertaining to the ranking of the
proposals received in response to Request for Proposals NO. 24-/00-01, to provide a citywide
parking demand analysis; and approve a professional services agreement with the most
qualified firm of Walker Parking Consultants, Inc. in an amount not to exceed $153,500;
further appropriating $153,500 from Parking Revenue Bond Fund 481 and the establishment
of a work order for the project.
PASSED and ADOPTED this 18th day of July, 2001.

ANALYSIS
Funds are available from Parking Revenue Bond Fund 481 for the purpose of professional
engineering services in the form of parking demand analysis. On November 27, 2001,
the Joint Land Use and Finance Committee approved three recommendations, one of
which was the procurement of an engineering firm to provide professional services in the
form of a citywide parking demand analysis.
At this time, it is appropriate to take a comprehensive approach in assessing existing and future parking
demand by analyzing all the major corridors in the City. While the City is subdivided into three areas
geographically, South, Middle, and North, it is important to identify [parking] generators within these
corridors and plan for the potential shared use of strategically placed surface lots and/or multi-level
facilities within close proximity to abutting corridors within these three major subdivisions.
The Parking Demand Analysis will serve as a blueprint for the Parking System to plan, develop, and
implement its Capital Projects Plan. There are six study areas outlined. Each area is unique and has its

own characteristics. As a whole, the parking study area is bounded by South Point Drive on the south,
87th Terrace on the north, Biscayne Bay on the west, and the Atlantic Ocean on the east.
For ease of compilation and reference, the study areas are subdivided and prioritized into the following
geographical areas; however, it is essential that abutting areas be taken into account to accurately reflect
the overall needs of the district:
a. North Beach - 63rd Street to 87th Terrace
b. South Pointe - South Pointe Drive to 5th Street
c. South Beach - 5th Street to 17th Street
d. Hotel Corridor/South - Collins/James Avenue between 17th Street and 23rd Street, including Cultural
Campus area
e. Hotel Corridor/North - Collins Avenuellndian Creek between 23rd Street and 41st Street
f. Middle Beach - 41st to 63rd Streets
The Scope of Services developed specifically for the City of Miami Beach Parking Study is based on four
tasks. The City reserves the right to prioritize the sequencing of tasks and by area. The citywide parking
study will address the following tasks:
1. Physical Inventory and Analysis
2. Projection of Future Parking Demand and Need
3. Cost and Feasibility Analysis
4. Public Involvement
The objectives of this study are:
1. To take Physical Inventory and perform an Analysis to include a snapshot review of current citywide
parking operations and characteristics and then explore changes to that system in response to growth
and operational changes.
2. Data collection activities include review and gathering of inventory and use data, financial information
on the parking system, maps, previously prepared reports, and user surveys and drawings.
3. To project future parking demands and needs simultaneously with the assessment of existing parking
conditions. Three development scenarios will be evaluated, existing, year 2006, and year 2011, if
necessary. The parking model will project the demand for a series of alternatives that represent
various outcomes of proposed development projects. The parking assessment scenarios will be
evaluated in several categories including projects under construction, projects programmed for
construction, and potential projects.
4. To prepare Cost and Feasibility Analysis to determine the most feasible and sustainable parking
expansion in order to preserve the functional integrity of the existing parking system or, if expansion
of the parking system is recommended, the location and configuration of feasible new facilities.
5. Public Involvement will be a critical element to the success of the parking improvement plan.
Therefore, the following meetings or presentations will be conducted:
- Project initiation: an opportunity for public input and comment at the initial stages of the project.
- Preliminary study findings.
- Study findings.
- Planning board, Joint Land Use and Finance Committee, Transportation and Parking Committee,
City Commission, and other Committees as deemed appropriate.

Professional Fee
A component of the study is underway. The North Beach Planning Charrette was held on June 7, 8, and
25. The projection of future parking needs that is essential to planning the 71" Business District, the 7200
Street Site, the Bandshell Park area, Parking for North Shore Park Youth Center, Parking for Byron/Carlyle
Theater, and the North Beach Recreational Corridor. The Administration proceeded to contract with
"Walker" under the auspice of the City Manager's purchasing authority ($23,500), in order to proceed with
the study in time for the Charrettes. Walker has proposed a professional fee in the amount of $148,500,
reimbursable expenses, not to exceed $5,000, totaling $153,500 for the remainder of the study.
The Project Team
The Corradino Group will be of most importance to Walker in bringing them up to speed on Miami Beach
history and background. Corradino understands the importance of parking to the success of the City of
Miami Beach in general. The firm understands that the parking affects many other aspects of the City.
Parking needs to be tied closely with the Electrowave, and its future expansion plans. The key areas of
expertise required for this project are parking, traffic, transportation, engineering, and public involvement
skills and local awareness. The Walker/Corradino team provides all of the required expertise.

The following schedule is planned:
A. Supply/Demand Analysis
B. Alternative Analysis
C. Financial Analysis
8 -10 weeks
4-6 weeks.

Therefore, the study is expected to be completed before the end of the calendar year.
Conclusion:
In conclusion, both the Joint Land Use and Finance Committee (November 27, 2000) and the
Transportation and Parking Committee (July 9, 2001) have approved the procurement of an engineering
firm to provide professional services in the form of a citywide parking demand analysis. The Administration
recommends that the City Commission approves the attached professional services agreement with
Walker Parking Consultants, Inc. and approve an appropriation from Parking Revenue Bond Fund 481 in
the amount of $153,500 in order to fund said project.
