A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, APPROVING A
PARKING LEASE AGREEMENT WITH THE NATIONAL
MARINE MANUFACTURERS ASSOCIATION (NMMA) BOAT
SHOW FOR THE PREFERRED PARKING LOT, AND RELATED
AREAS, AND SERVICES TO BE PROVIDED BY THE CITY'S
PARKING DEPARTMENT; SAID LEASE FOR SPECIFIC DATES
IN FEBRUARY 2002, 2003, AND 2004; AND RUNNING
CONCURRENTLY WITH THE NMMA BOAT SHOW LEASE
AGREEMENT FOR THE I\flAMI BEACH CONVENTION CENTER.
WHEREAS, the National Marine Manufacturers Association (NMMA) Boat Show has
entered into a Lease Agreement with SMG for tlte lease of the Miami Beach Convention Center
(MBCC) for specific dates in February 2002, 2003, and 2004; and
WHEREAS, tlte NMMA Boat Show leases tlte Preferred Parking Lot to extend its exhibit
space from tlte interior oftlte MBCC; and
WHEREAS, tlte NMMA Boat Show needs to obtain services to be provided by tlte City's
Parking Department to effect a successful move-in and move-out oftlte show; and
WHEREAS, the NMMA Boat Show has leased the Premises, and obtained said services
from the City for the Boat Show, for tlte past eight (8) years; and
WHEREAS, the Administration has negotiated tlte attached new Parking Lease Agreement
with the NMMA Boat Show for specific dates in February 2002, 2003, and 2004; and
WHEREAS, said Agreement shall run concurrently witlt tlte NMMA Lease Agreement witlt
SMG at MBCC; and
WHEREAS, the attached Lease Agreement increases the net return to tlte City over tlte
previous Lease Agreement, and provides for staging and meter rentals for bus passenger drop-off
and pick-up areas, to and from the NMMA Boat Show.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA that the Mayor and City Commission, herein
approve and authorize the Mayor and City Clerk to execute the attached Parking Lease Agreement
with the National Marine Manufacturers Association (NMMA) Boat Show for the Preferred Parking
Lot, and related areas, and services to be provided by the City's Parking Department; said Lease for
specific dates in February 2002, 2003, and 2004; and running concurrently with the NMMA Boat
Show Lease Agreement for the Miami Beach Convention Center.

TRAILER/BOAT STAGING SPACE; AND SERVICES TO BE PROVIDED
BY THE CITY'S PARKING DEPARTMENT, FOR SPECIFIC DATES IN
FEBRUARY 2002; 2003; AND 2004, SAID LEASE RUNNING
CONCURRENTLY WITH THE BOAT SHOW LEASE WITH SMG FOR
THE MIAMI BEACH CONVENTION CENTER.
ADMINISTRATION RECOMMENDATION:
Adopt the Resolution.
BACKGROUND:
On April 16, 1993, the City of Miami Beach entered into a Lease Agreement with NMMA
(National Marine Manufacturers Association) for specific days in February 1994, 1995, 1996, 1997
and 1998 for the NMMA Miami International Boat Show, for the rental of the Preferred Parking Lot
and related public areas as extended exhibit space. Subsequently, the Mayor and Commission
approved an three year agreement in 1998 for specific days in February 1999, 2000, and 2001. The
Parking Lease Agreement ran concurrent with the NMMA lease of the Miami Beach Convention
Center.
The NMMA Miami International Boat Show has entered into a Lease Agreement with SMG for the
rental of the Miami Beach Convention Center for specific dates in February 2002, 2003 and 2004.
The NMMA desires to continue the rental of the Preferred Parking Lot for exhibit space and other
areas for ancillary uses. The attached lease embodies the proposed Lease Agreement for the parking
lot and related areas, and runs concurrent with the NMMA lease of the Miami Beach Convention
Center.

The following are the previous and revised terms as negotiated with NMMA and outlined in the
attached agreement:

The lease executed in November 1998 for years 1999, 2000, and 2001
provided for a rental rate of $51 ,000, including applicable taxes, for the initial
term (1999) and provided for successive annual CPI increases of three percent
(3%). The rental rate for Year 2001 (final year) was $54,105.
A rental rate of $64,000 for Year 2002 (initial year) was negotiated with
successive annual adjustments based on the Consumer Price Index (CPI) or
three percent (3%), whichever is greater. This reflects a 15.5 % increase over
the prior year's rental fee. In addition, NMMA has agreed to subsidize fifty
percent (50%) of the City's park and ride shuttle operation, in an amount not
to exceed $10,000 per year.

The Lease Agreement included and will continue to include the following services: (I) bagging of
all meters on the east side of Meridian A venue between 17th Street and 19th Street, to accommodate
pick-up stops for Boat Show Shuttles; (2) the removal of parking meters and poles on the
Convention Center Drive between 17th Street and Dade Boulevard; (3) the removal of all parking
regulatory signs in the Preferred Parking Lot and on Convention Center Drive; and (4) the use of the
5-A West surface parking lot located between Lincoln Lane North and 17th Street, Drexel Avenue
and Pennsylvania Avenue to accommodate marshaling (move-in) of the vessels. However, the use
of City parking facilities for the storage of trailers has been discontinued. Neither the surface
parking lot at 27th Street and Indian Creek nor any other parking facility will be used for trailer
storage.
In fact, the Administration has had discussions with the Miami Parking Authority for use of its
under-utilized facilities for this purpose. Incidentally, all abovementioned right-of-ways are leased
through the Office of ACE (Arts, Culture, and Entertainment) under separate agreement. It is
important to note that language has been incorporated into the agreement to provide for the
development and/or proposed improvements to the Preferred Parking Lot, if and when the
Administration deems it appropriate.
CONCLUSION:
The Lease Agreement proposed for the 2002, 2003 and 2004 Boat Shows commands a rental rate
for all areas and services in the amount of $64,000 per year, a 15.5% increase; and the proposed
Lease Agreement segregates the provision of right-of-ways from this agreement to the Office of
ACE under separate agreement. In addition, NMMA agrees to subsidize 50% of the City's park and
ride operations, up to $10,000 per year. When adding the proposed rental rate of $64,000 to the
$10,000 shuttle subsidy and $9,200 in the rental of right- of-ways by the Office of ACE, the City will
increase its return from the show annually from $72,310 to $83,200, a 15% increase over last year.
The proposed lease represents a consensus document, and is in the best interest of the City of Miami
Beach. The Administration recommends approval of the Resolution and the Lease Agreement.
